Abstract

Development in the tourism sector aims to manage natural resources in the region and requires inter-sectoral participation, by both government and society and the private sector in tourism management. The success of tourism development is the development that involves community participation and can provide benefits to local communities in terms of economic, social, and cultural. The involvement of various parties has the potential to advance the region by collaborating on the resources owned by the local government, the community, and the private sector. This study aims to find out how collaboration is carried out by actors in the framework of building a tourism village in Kebumen Regency to develop regional tourism. This study uses exploratory research methods using a qualitative approach. Through this research, an analysis is carried out regarding the development of collaborative governance-based tourism villages in Kebumen Regency. The research location in this study was in Kebumen Regency and the research sites were in six tourist villages in Kebumen Regency. The focus of this research is on issues related to the realization of collaborative governance in the management of tourism villages to develop regional tourism potential in Kebumen Regency. Management of tourism villages requires the involvement of various parties consisting of local government, village government, tourism awareness groups, and the private sector and is carried out optimally.

Abstract

This research aims to determine community participation in the public decision-making process, to determine the obstacles faced by the society in participating in the public decision-making process, to analyze public policy innovations carried out by the Kebumen Regency Government which can increase community participation in the decision-making process the public, as well as to provide policy recommendations to the Kebumen Regency Government in increasing community participation in the public decision-making process and to understand community participation in the public decision-making process. This research uses a qualitative approach, namely trying to get as complete information as possible about how innovation works policy public can increase community participation in the retrieval decision process public in the District Kebumen. Community participation is very important in ensuring targeted and relevant policies that can address society needs. Participation also functions as a form of community representation and control over the policies implemented. Based on results study can is known that is one example of public policy innovation carried out Government Regency Kebumen are the "Lapor Bupati" (Reporting to the Regent) and "Mubeng Bumen" programs implemented by the Kebumen Regency government. This initiative has proven to be quite effective in increasing community participation. Ultimately, this research aims to provide valuable input for policy makers to formulate and implement public policies that can encourage greater community involvement, thereby realizing better governance. Keywords: community participation; community involvement; innovation; public policy

Abstract

Being an adaptive and responsive bureaucratic apparatus in serving the community is something that absolutely must be done. A proactive attitude towards the progress and development of community life must also be possessed by the bureaucratic apparatus as a public servant. Therefore, the bureaucratic apparatus is required to have an entrepreneurial spirit (entrepreneurial bureaucracy). This study aims to find out how to entrepreneurship the local government bureaucracy in Kebumen Regency and to find out how the implementation of entrepreneurship in the bureaucracy is as a transformation of the entrepreneurial spirit in the public sector, as well as what are the problems faced in entrepreneurship bureaucracy in the Kebumen Regency Government. This study uses a qualitative approach, which is trying to get as complete information as possible about how to apply entrepreneurial principles to the bureaucracy through in-depth interviews. The writing is focused on issues related to the transformation of entrepreneurship in the bureaucracy in the local government of Kebumen Regency. The research subjects were the researchers themselves, while the informants used to collect data through interviews consisted of elements of the local government of Kebumen Regency. Based on the results of the research conducted, the concept of entrepreneurship of the Kebumen Regency Government bureaucracy through the principles of bureaucratic entrepreneurship has been carried out by various public service agencies.
