Abstract

Pelaksanaan urusan wajib dalam implementasi otoda dalam pasal 150 UU No.23 Tahun 2014 tentang Pemerintah Daerah. Urusan wajib yang dimaksud adalah urusan perencanaan pembangunan. Perencanaan pembangunan seperti yang dilaksanakan di Kecamatan Dusun Selatan melalui kegiatan musrenbang. Kegiatan musyawarah yang dilakukan masyarakat Kecamatan Dusun Selatan yaitu diawali dari musyawarah desa (musbangdes) yang kemudian berlanjut pada tingkat musrenbang kecamatan. Tujuan dalam penelitian ini yaitu untuk mendiskripsikan dan menganalisis proses, partisipasi masyarakat serta faktor penghambat dan pendorong dalam kegiatan musrenbang kecamatan. Metode penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif, menggunakan analisa data kualitatif model interaktif. Hasil penelitian membuktikan bahwa partisipasi masyarakat dalam musrenbang kecamatan Dusun Selatan adalah hadir dan aktif. Dalam fenomena ini terdapat sinergi antara pemerintah dengan masyarakat dalam kegiatan perencanaan pembangunan di Kecamatan Dusun Selatan. Abstract

Peranan pemerintah daerah dalam perencanaan pembangunan daerah adalah mempunyai wewenang dan kemampuan untuk mengelola, melaksanakan program-program pembangunan daerah. karena pemerintah daerah memegang peranan untuk menentukan keberhasilan proses pelaksanaan kegiatan pemerintahan dan pembangunan di daerah. proses perencanaan pembangunan daerah di Distrik Manatuto rencana dimulai dari komunitas masyarakat, kampung, dewan desa, kecamatan dan stakeholders di daerah. Ditinjau kebijakan dari pemerintah pusat untuk mengesahkan dokumen rencana daerahnya masyarakat kurang puas, karena pengesahan dokumen rencana pembangunan daerah oleh pemerintah pusat tidak berdasarkan pada dokumen rencana yang diajukan kepada pemerintah pusat. Tujuan penelitian ini untuk: a) mendeskripsikan dan menganalisis peranan pemerintah daerah sebagai Entrepreneur, Koordinator, fasilitator dan Stimulator dalam perencanaan pembangunan di distrik manatuto. b) mendeskripsikan dan menganalisis faktor pendukung dan penghambat peranan pemerintah daerah dalam perencanaan pembangunan daerah di distrik Manatuto. Dan metode yang digunakan yaitu; deskriptif kualitatif, yang mengambarkan keadaan sesungguhnya dilapangan. Hasil temuan di lapangan bahwa, pemerintah daerah sebagai Entrepreneur, Koordinator, fasilitator dan Stimulator akan melibatkan sektor-sektor masing-masing kementerian yang ada di distrik untuk berpartisipasi dalam tim Komisi Pembangunan Daerah untuk melakukan verfikasi, mengevaluasi dan supervisi terhadap program prioritas perencanaan pembangunan daerah. Abstract

Information literacy includes a person's knowledge relating to information needs and the ability to identify, locate, evaluate, process, and create and use information to solve existing problems effectively. The type of research used is survey research with qualitative approach. The result of research indicate that based on IDM value, Paseban Village is classified as developing village with value 0,603. The information literacy level of Paseban villagers is still moderate, that is 62,25% of people understand information access, information evaluation is 52,875% and information usage is 40 , 87%. Potential Paseban village is quite diverse ranging from agriculture, livestock and tourism. Suggested recommendation is Improvement of information literacy of Paseban villagers through training and development of information center that provides access to information for the community. Meanwhile, based on data on village potential and IDM indicator, several recommendations are improvement of water drainage to Sadar times, normalization of irrigation channels, provision of public toilets for coastal areas, agricultural training and tool assistance, greening of mangrov, training of SMEs, establishing cooperatives for fishermen and farmers and improvements village Road.

Abstract

The tourism sector as one of the leading sectors in Pasuruan still faces many obstacles. The constraints associated with conditions that require improvement on tourist destination related to the presence of infrastructure, zoning, the gap between the tourism destination in the West and the East area, up to the level of visitation which has decreased from year to year. The aims of the studi were to describe and analyze Tourism Destination Management conducted by Department of Culture and Tourism Pasuruan at Banyu Biru and Ranu Grati object to become competitive and sustainable tourism destination. This study used a qualitative approach with a case study method locus in the Department of Culture and Tourism Pasuruan. The results of this study indicate that the tourism destination management of Banyu Biru and Ranu Grati when reviewed in terms of competitiveness, still needs a lot of improvement related to the presence of tourism facilities and the quality of employees as service providers. In terms of sustainability, it shows that the synergy between the regional government and tourism stakeholders need to be improved. The need for the establishment of cooperation with third parties in management of tourism destination in Banyu Biru and Ranu Grati, can be used to optimize the carrying capacity and tourist destination marketing system at Banyu Biru and Ranu Grati in order to compete in a competitive and sustainable way Keywords: tourism destination management, competitiveness, sustainability

Abstract

This paper examines the relationship of good governance and management planning iron sand mine in Kulon Progo. Planning iron sand mining management in Kulon Progo views of the role of the main elements in the perspective of good governance, that the role of the private sector in this matter PT. JMI is more dominant. The role of PT. JMI management planning iron sand mine in Kulon Progo include: (a) general investigation such as engineering studies, economic studies and environmental studies (including social); (b) Exploration iron sand mine; (c) Construction mine;(d) mining; (e) processing, processing and refining; (f) Transportation; (g) Sales; and (h) reclamation. The government's role in planning the management of iron sand mining in Kulon Progo include: (a) permits; (b) Environmental Feasibility; and (c) Supervision. The role of the community in planning the management of iron sand mining in Kulon Progo very small only as a transmitter suggestions and opinions on the EIA.

Abstract

The purpose of this research is to determine the factors that affect the use of Electronic Procurement on the performance of employees of the Public Service Agency (BLU) (Case Study on the Procurement of Goods and Services, Universitas Brawijaya). The method used is a quantitative method, the population opened is 97 people, consisting of 65 users/ user E-Procurement in Brawijaya University environment and 32 people are businessmen who participated in the auction in 2019. Thw data analysis uses quantitative with simple and multiple linear regression test equipment, t test, F test, correlation test and determination. The result of data processing shows that the Expectancy Performance positively affects the interest of E-Procurement, Effort Expectancy has no effect on the interest in E-Procurement use. Social Influence does not affect the interest of E-Procurement. Facilitating Conditions have positive effect on E-Procurement usage behavior, and interest in use has no effect on E-Procurement use behavior.
