Abstract

Government policy in making efforts to empower coconut farmers must still be a major concern, because most of the people's livelihoods in Teluk Jira Village are coconut farmers. The government must provide an empowerment program that benefits coconut farmers. Because without a clear program, until now the coconut processing carried out by the community is still the same as before, namely processed into smoked copra with an unstable selling price so that people's income is still low. Therefore the role of the government is urgently needed in making efforts to empower coconut farmers, such as financial assistance programs, socialization, as well as training and understanding of processed coconut products that can be sold at relatively balanced prices so as to be able to make the community independent in managing and developing agricultural businesses coconut, so that people's income increases and the fulfillment of all the necessities of life.

Abstract

The livelihoods of the people in Sungai Salak sub-district are mostly as farmers. The large number of coconut products in the salak river, makes many discarded coconuts/coconuts that are not feasible. However, these coconuts can actually be processed into random copra/white copra, but many people still don't understand how to process white copra, and many people don't dare to make white copra because there is no certainty about the selling price of white copra. Another factor is that copra does not reach white copra moisture content at 5% but in the range of 10-15%, this is also the influence of environmental factors and work systems, as well as the influence of temperature and the drying process which has an impact on the selling price of white copra itself. several determining factors supporting the success of processing white copra itself are in the work system, environment, and other factors. Temperature and drying process are also other factors in obtaining export standard white copra. If this is implemented by farmers, there will be no more wasted coconuts, and this can also improve the economy of the people in Sungai Salak Village.

Abstract

Abstract

This study aims to analyze the implementation of legal protection for the community against the impacts of using exhaust systems that do not comply with technical standards on the environment and public order in Tembilahan, and to identify the factors hindering its implementation. This empirical legal research employed a qualitative approach using primary data from interviews and observations, supported by secondary data from legislation and relevant literature. The findings show that legal protection has been implemented through preventive measures, including legal awareness campaigns and traffic safety education, as well as repressive measures such as traffic inspections, law enforcement, and sanctions against violators. However, its implementation remains suboptimal due to low public legal awareness, limited law enforcement supervision, inadequate inter-agency coordination, and the continued circulation of non-compliant exhaust systems. Strengthening collaboration among law enforcement agencies, local government, and the community is therefore essential to improve legal protection and promote a safe, orderly, and environmentally sustainable society.

Abstract

This Community Service activity aims to enhance legal awareness and integrity of village government officials through anti-corruption socialization. Conducted in Desa Pintasan, Kecamatan Gaung, Kabupaten Indragiri Hilir, the activity employed a participatory approach using interactive lectures, discussions, and case studies. The results indicate an increased understanding among village officials regarding the limits of authority, accountability principles, and legal consequences of administrative actions that may violate regulations. Furthermore, the socialization successfully instilled values of integrity and transparency in village governance. The activity also provided a platform for dialogue between village officials and academics, fostering a more contextual understanding of law implementation in everyday governance practices. These findings highlight the importance of legal literacy as a preventive strategy in fostering clean, accountable, and sustainable village administration. Practically, the activity strengthened village officials’ capacity to prevent corrupt practices and improve public service quality. From an academic perspective, the results provide important empirical evidence on the effectiveness of participatory approaches in enhancing the integrity of village government officials.

Abstract

This study aims to analyze the phenomenon of unregistered land ownership among the community of Desa Concong Tengah, Kecamatan Concong, and to examine its legal force under positive law. This research employed an empirical legal research method (field research), using primary data obtained through direct interviews with the Village Head, Village Secretary, hamlet heads, and members of the community, supported by secondary data from statutory regulations, books, and journals. The data were analyzed qualitatively in a descriptive-analytical manner. The findings show that most land transactions in Desa Concong Tengah are carried out only at the sub-district or village level without registration at the National Land Agency (BPN), mainly because of the community's limited understanding of the importance of a land title certificate, the considerable distance to the BPN and PPAT offices, the absence of direct outreach from those institutions, and the registration costs that are difficult for the community to afford. From the perspective of positive law, particularly Government Regulation Number 24 of 1997 concerning Land Registration, unregistered land only provides weak evidentiary force compared to a Certificate of Ownership (Sertifikat Hak Milik), which under Article 32 serves as strong evidence of both physical and juridical data. Consequently, the community's legal protection over land acquired without a certificate remains vulnerable to disputes, and legal certainty can only be strengthened through land registration with the BPN.
