Abstract

The inpassing policy in functional positions is one of the instruments of various government efforts to create professional civil servants. The research method used in this research is descriptive with a qualitative approach. Data were collected through interviews, documentation and observation with the research subjects were give an policy implementers and civil servants who received the impact of the policy. The results of the study illustration that the implementation of the inpassing policy for functional positions has been running even though it has not shown any significant progress and the inpassing organizational structure has had a positive impact. Supporting Factors of the implementation of policies regarding the appointment of civil servants to functional positions through adjustments/inpassing are the extended implementation time of inpassing, government policies that require certain jobs to be carried out only by functional officials and the support of the South Barito Regency RPJMD while the inhibiting factors for the implementation of this policy are relatively minimal socialization, the process of appointment in a functional position which takes a long time and the requirements are not easy and the understanding of functional positions is minimal.The results of the research imply that the adjustment policy will provide optimal results when the socialization of the policy is also carried out optimally in addition to the goodwill of the government, both the central government and regional governments in implementing the policy in an integrated manner from the center to the regions. Abstract

This research aimed to obtain information about the factors that caused of turnover at PT. Jasapower Indonesia. This study used a descriptive analysis method with a qualitative approach in collecting data using source triangulation techniques through in-depth interviews from a variety of different sources, observation and document review. Informants in the study were consisting of former employees, employees who are still actively working and HRD staff of PT. Jasapower Indonesia. The results showed that turnover intention was motivated by work-family conflict and employee retention at work.Keywords: Work-Family Conflict, Employee Retention, and Turnover Intention

Abstract

ABSTRACT Village development that is still not optimal is a problem that is closely related to the role of lokal assistants that are not optimal. This can be seen from the village development process how the role of the lokal village assistant as a facilitator and communicator and what obstacles are faced by the role of the village lokal companion which causes his role as a companion is still not optimal. The results showed that the role of lokal assistants in Babai Village was still not optimal, judging from their role as facilitators and communicators. As a facilitator in the planning, community empowerment and evaluation stages, it has been going well but in the implementation stage, this is still lacking, as can be seen from the lack of community participation during the implementation of development. As a communicator in the stage of community empowerment and development evaluation is quite good but in the planning and implementation stage of development is still not good, this can be seen when lokal village assistants are unable to provide solutions in planning and implementing development in the village. Influencing factors are coordination, workload and quality of human resources as lokal companions to the village. The results of this study are suggested to form an assessment team to conduct evaluations, openness in the process of recruiting lokal village assistants, the need for accurate village mapping and adjusting to the residence of lokal village assistants, providing supporting work facilities and infrastructure and socialization.
