Abstract

This research examines the problems of regional head elections (pilkada) as a government system that places the people as the sole voters. Pilkada is defined as the General Election to elect pairs of candidates for Regional Head proposed by a Political Party (Parpol) or a combination of political parties and individuals. But the problem is that the implementation of the pilkada in the COVID-19 pandemic has threatened the health of the people and has an impact on the weakening of various sectors, with this situation several agendas in the process of the pilkada stages were violated by candidate pairs such as not implementing health protocols at every stage of registration so that in the 2020 election feels threatened.

Abstract

Election violations if they always occur have an impact on the integrity of Bawaslu as an election supervisory agency. Pekanbaru City Bawaslu must have a strategy and role to prevent, minimize and deal with election violations. The results of this research Bawaslu Pekanbaru City has carried out its role effectively through its strategies. The Pekanbaru City Bawaslu's strategy in the 2019 election is monitoring stalls, politicizing sara, monitoring posts and double data analysis. In dealing with violations in accordance with Law Number 7 of 2017 concerning Elections, Bawaslu is only authorized to make decisions on administrative violations carried out by the KPU. The obstacle for Bawaslu in carrying out its role is the inefficient budget and time in voting and collecting data on violations.

Abstract

Masjid Paripurna ditunjuk oleh Pemko Kota Pekanbaru sebagai pusat pemberdayaan masyarakat dalam bidang keagamaan. Penunjukan ini sesuai dengan visi pembangunan Kota Pekanbaru, yaitu “Menjadikan Pekanbaru Sebagai Kota Metropolitan yang Madani”. Dari pengalaman beberapa tahun pemilihan terdapat masalah sulitnya memilih Masjid yang tepat untuk dijadikan Paripurna. Dalam konteks administrasi publik,implementasi SPK berbasis SAW merupakan bentuk digitalisasi layanan publik dalam bidang keagamaan.  Tujuan dari penelitian ini adalah untuk mempermudah dalam pengambilan keputusan Pemilihan Masjid Paripurna. Sehingga Pemko Kota Pekanbaru lebih cepat dan mudah dalam menentukan ataupun mengambil keputusan. Pada saat ini di Kota Pekanbaru terdapat 96 Masjid Paripurna dari 833 Masjid yang ada. Satu Masjid tingkat provinsi, 12 tingkat Kecamatan dan 83 tingkat Kelurahan. Penelitian ini menggunakan metode Simple Additive Weighthing (SAW) dimana mencari penjumlahan terbobot dari rating kinerja pada setiap alternative dan pada semua atribut. Hasil dari penelitian ini mendapatkan keputusan kelayakan suatu Masjid yang diparipurnakan. Berdasarkan pengujian 5 data didapat Masjid yang diparipurnakan dengan persentase 91,20 % adalah yang tepat. Maka metode ini cocok digunakan dalam penentuan kelayakan Masjid Paripurna Kota Pekanbaru.
