Abstract

Dana Desa memiliki peran penting dalam peningkatan ekonomi masyarakat desa dengan pemanfaatan dan pengalokasian yang efektif. Penelitian ini bertujuan untuk mengetahui pengelolaan alokasi dana desa (ADD) dalam pemberdayaan masyarakat yang bertujuan meningkatkan perekonomian desa menurut perspektif ekonomi Islam. Jenis penelitian ini adalah penelitian deskriptif dengan metode kualitatif. Informan penelitian ini adalah sekretaris camat, KASI PMG, aparatur desa dan masyarakat Permukiman Mesjid Trienggadeng. Pengumpulan data dilakukan dengan wawancara, dokumentasi, dan observasi. Hasil dari penelitian ini adalah menunjukan bahwa pelaksanaan program ADD dalam kegiatan pemberdayaan masyarakat belum efektif karena tidak sesuai dengan kebutuhan dan keinginan masyarakat. Dalam pengelolaan ADD, Kebijakan yang dilaksanakan pemerintah dalam melaksanakan tugasnya perpatokan dengan nilai dasar ekonomi Islam yaitu : kepemilikan, keseimbangan dan keadilan. Pemerintah bekerja sama dengan lembaga yang ada di desa, serta keputusan-keputusan yang diambil oleh pemerintah merupakan keputusan bersama dalam Musyawarah Rencana Pembangunan (Musrenbang).

Abstract

Implementing Qanun No. 10 of 2018 concerning Islamic Financial Institutions requires that every financial institution in Aceh must operate according to sharia principles. Cooperatives, a financial institution in Aceh, are also required to convert into sharia cooperatives. In the journey of becoming a sharia cooperative, several obstacles are faced. So, this study wants to analyze how the readiness of cooperatives in Aceh to convert into sharia cooperatives. The research uses a qualitative approach with descriptive analysis in the form of a field (filed research). The results found, firstly, several obstacles faced by cooperatives in the conversion process, such as a lack of understanding of cooperative management towards LKS qanuns, lack of support from local governments, burdensome changes to AD/ART, and the lack of cooperative DPS. Conversion process activities can be carried out by changing AD/ART according to sharia legality, changing managerial, IT and contract systems according to sharia, and providing understanding to cooperative management and members about sharia cooperatives. In addition, training and socialization regarding sharia cooperatives are also needed, as well as encouraging religious activities. So to support the conversion process, support from all related parties is needed, such as the Cooperatives and SMEs service, the Aceh Aceh Sharia Council (DSA), and the cooperative.

Abstract

This article examines the challenges and opportunities for Islamic Microfinance Institutions (LKMS) in supporting the strengthening of the Islamic financial system in Aceh following the implementation of Qanun No. 11 of 2018 concerning Islamic Financial Institutions. This study employs a qualitative approach, incorporating in-depth interviews, observations, and secondary data analysis of LKMS financial reports and institutional documents. The research findings indicate that regulatory support and the socio-religious context in Aceh create strategic opportunities for LKMS through a captive market, community preference for halal transactions, and the need for financing in the real sector, especially agriculture, fisheries, and MSMEs. However, the research also reveals significant challenges, including limited human resource capacity, weak capital, low Islamic financial literacy, and the continued dominance of loan shark practices at the community level. Furthermore, government programs that have not been integrated with the LKMS ecosystem add to the complexity of improving the competitiveness of these institutions. This study concludes that the success of LKMS in Aceh cannot rely solely on the existence of regulations, but requires strategies for institutional strengthening, product diversification, digitalisation of services, and increased Islamic financial literacy. The implications of this research emphasise the need for regional government policy support and collaboration with Baitul Mal and socio-religious institutions to create an inclusive and sustainable Islamic financial ecosystem.
