Abstract

Abstract This study was aimed at describing the service innovation devoted to pregnant women through SAKINA program at Sempu Public Health Center, Sempu Sub-regency, Banyuwangi regency. Sempu Public Health Center faced issues germane to the high number of pregnant women and babies’ deaths in its operational region, wherein the health center was reported to contribute the highest number of mothers and babies’ death rates in Banyuwangi. The high death rates in its operational region occurred due to slow service for pregnant women. As such, Sempu Public Health Center created an innovation in their service so as to surmount the issue under the spotlight, resulting in SAKINA service. This research applied descriptive method in qualitative setting. Research data were collected by observation, interview, and documentation. Informant determination was done through snowball technique. The obtained data were then tested for its validity by observation consistency, triangulation, and detailed elaboration. Afterward, data were analyzed using Miles and Huberman’s analysis model, comprising of data collection, data reduction, data presentation, and verification. The research findings showed that SAKINA service innovation carried out by Sempu Public Health Center was effective and efficient in bringing down the death rates of mothers and babies in its operational region. That was representative of the innovation in service process and methods applied. The innovation in service process was to give service emphasizing the ease of access, which could be obtained within and beyond the health center. In terms of method innovation, the health center applied get-the-ball method, by which midwifes and Laskar cadres came to patient’s house in order to carry out examination. Implementing these innovations, Sempu Public Health Center managed to nullify the death rates in 2014 and 2015.

Abstract

Abstract This research was intended to describe the amount of potential tax revenue of sand and gravel in Lumajang Regency and to projection in 2013-2017. Lumajang Regency is greatly well-known as the finest producer of sand in Indonesia. However, tax revenue realization of sand and gravel increasingly declined. The unusualness is more and more clearly seen when seeing the fact that the streets are full of large trucks loaded with sand and gravel, causing traffic jam and damaging the national roads. Thus, the tax revenue of sand and gravel should increase instead of decrease. The research type used was descriptive with quantitative approach. Determination of informants was by purposive sampling technique. The type of data collected was primary data collected by interview and observation, while the secondary data were collected by documentation and literature study. Methods of data analysis used potential analysis with macro- and micro- approaches and projection. The research results showed that the potential of sand and gravel tax in Lumajang Regency was very good; however, its realization was very low. The average revenue ratio and the potential was only 6.65% of the potentials that existed in the field, meaning that the tax paid by miners/taxpayers of sand and gravel was very small than expectation. Identification of sand and gravel tax was categorized left-behind as well as mining and excavation sector. The 2013-2017 projection was still relatively small because the forecast was based on revenue realization of non-revenue potentials.

Abstract

Pemerintah memiliki tanggung jawab untuk memberdayakan masyarakat, salah satu bentuknya adalah memberdayakan mantan pekerja migran, yang ditujukan agar mantan pekerja migran bisa lebih mandiri dan mengembangkan potensi ataupun kemampuan yang dimiliki, sehingga tidak perlu kembali ke luar negeri untuk mencukupi kebutuhan sehari-hari. Pemerintah Dukuhdempok melaksanakan tanggung jawab ini dengan membentuk Desa Peduli Buruh Migran (DESBUMI) sebagai wadah yang memudahkan pemerintah dalam melaksanakan pemberdayaan. Penelitian ini bertujuan untuk mendeskripsikan peran Pemerintah Desa dalam Upaya Pemberdayaan Mantan Pekerja Migran melalui Desa Peduli Buruh Migran (DESBUMI) Desa Dukuhdempok. Metode yang digunakan adalah metode kualitatif dengan sifat deksriptif, teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan Pemerintah Desa Dukuhdempok melakukan perannya sebagai enabler dimana pemberdayaan dilakukan dengan meningkatkan ability, capacity, dan capability mantan pekerja migran melalui DESBUMI dengan memberikan pelatihan, pemberian fasilitas, dan juga penyediaan modal.
