Abstract

ABSTRAKTujuan penelitian adalah untuk menjelaskan pelayanan kesehatan yang diberikan oleh RSD dr. Soebandi kepada peserta BPJS Kesehatan berkaitan dengan pemanfaatan fasilitas kesehatan.Adanya fenomena peserta BPJS Kesehatan tidak dapat memanfaatkan fasilitas pelayanan kesehatan.Permasalahannya adalah bagaimana pelayanan kesehatan RSD dr. Soebandi kepada peserta BPJS Kesehatan dalam memanfaatkan fasilitas pelayanan kesehatan.Metode penelitian yang digunakan adalah penelitian kualitatif, dengan teknik purposive, kemudian data dianalisis dan diuji keabsahannya.Hasil penelitian menunjukkan pelayanan kesehatan RSD dr. Soebandi kepada peserta BPJS Kesehatan dalam memanfaatkan fasilitas pelayanan kesehatan sesuai dengan kelas kepesertaannya.Namun peserta BPJS Kesehatan tidak dapat memanfaatkan fasilitas pelayanan kesehatan karena peserta BPJS Kesehatan menjadi peserta pada saat sudah masuk rumah sakit, sehingga kepesertaannya masih belum berlakuatau masih dalam masa tunggu atau waiting periode.Kata Kunci: Pelayanan kesehatan, Jaminan kesehatan, Kepesertaan BPJS Kesehatan.ABSTRACTThe purpose of the study was to explain the health services provided by RSD dr. Soebandi to BPJS Health participants related to the utilization of health facilities. The existence of BPJS Health participant phenomenon can not utilize health service facility. The problem is how RSD health service dr. Soebandi to BPJS Health participants in utilizing health service facilities. The research method used is qualitative research, with purposive technique, then the data is analyzed and tested its validity. The results showed that RSD health service dr. Soebandi to BPJS Health participants in utilizing health service facilities in accordance with the membership class. However, BPJS Health participants can not utilize health service facilities because BPJS Health participants become participants when they are hospitalized, so the membership is still not valid or still in waiting period or waiting period.Keywords: Health services, Health insurance, BPJS Health Membership.

Abstract

Kebijakan kuota 30% diimplementasikan oleh aktor (partai politik) dan perempuan sebagai sub aktor.  Kebijakan diimplementasikan oleh  partai politik dengan merekrut perempuan sebagai caleg,   menempatkan pada suatu daerah pemilihan dan nomer tertentu. Ibarat suatu permainan, upaya tersebut adalah strategi partai politik  ketika menghadapi strategi  partai politik lain yang menjadi lawan. Caleg incumbent akan memilih non kooperatif dan pindah pada partai politik lawan, bila  strategi partai politik  tidak memberi keuntungan. Sebaliknya caleg baru  memilih kooperatif dengan strategi partai politik.Kata kunci: Evaluasi Kebijakan, Keterwakilan Perempuan, Game Theory

Abstract

Implementasi kebijakan kesehatan yang dijalankan oleh rumah sakit salah satunya adalah standar pelayanan minimal (SPM). SPM merupakan tolak ukur mutu pelayanan rumah sakit dalam memberikan pelayanan kepada masyarakat. Berbicara permasalahan mutu pelayanan kesehatan, ditemukan fakta lapangan di RSU Dr. H. Koesnadi Bondowoso pada tahun 2016 bahwa pencapaian indikator SPM RS masih belum memenuhi target indikator pedoman standar pelayanan rumah sakit Tipe B dan standar pelayanan minimal (SPM) rumah sakit. Hal ini menunjukkan bahwa mutu pelayanan kesehatan di RSU dr. H. Koesnadi Bondowoso masih rendah. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan hambatan dalam implementasi kebijakan SPM RS di RSU dr. H. Koesnadi Bondowoso. Penelitian ini merupakan penelitian kualitatif dengan pendekatan fenomenologi. Hasil penelitian menunjukkan bahwa terdapat beberapa kendala dan hambatan yang dapat menjadi faktor yang mempengaruhi implementasi SPM di RSU dr. H. Koesnadi Bondowoso meliputi komunikasi, struktur birokrasi, sumber-sumber, disposisi (sikap) dan ego sektoral. Dari sekian faktor yang ada, faktor yang paling banyak peranannya dalam menghambat implementasi di rumah sakit ini yaitu ego sektoral pada pelayanan medis. Ego sektoral terbentuk dari pendidikan Sumber Daya Manusia (SDM) medis. Ego sektoral tersebut dapat diminimalisir dengan menerapkan beberapa hal meliputi gaya kepemimpinan yang mendukung dan penerapan prinsip transparansi, peran inidividu dengan membangun komunikasi intepersonal dan menerapakan manajemen pengelolaan konflik, serta nilai dan sikap dengan menerapkan budaya organisasi yang mendukung dan menumbuhkan motivasi individu untuk memberikan pelayanan sesuai dengan SPM. Ego sektoral pelayanan kesehatan mengacu pada adanya rasa yang berlebihan dari suatu hubungan kerja di pelayanan kesehatan rumah sakit. Hal inilah yang kemudian menyebabkan implementasi SPM di RSU dr. H. Koesnadi Bondowoso tidak berjalan dengan baik.Kata kunci: Rumah Sakit, SPM, Implementasi, Ego Sektoral

Abstract

AbstractThe city center is often regarded as a dense settlement structure and full of various interests. In Indonesia, thedensity of occupation also caused various types of migrants from the region to color the urban culture. in fact,various traditional cultures also affect the inhabitants of the city so tha t the term kampung town appears. Theprocess of agglomeration and urbanization that occurred in the city of Jember also affected villages in the citycenter, one of which was Osing Village which was a (melting pot). The characteristics of the residents who livein this village are mostly Javanese and Madurese, this ethnic difference can lead to an interaction betweenvillage residents in the form of adjustment, competition, and tension. The purpose of this study is to describe thepattern of neighboring rel ationships in urban communities. This study uses a descriptive qualitative approach.The results of the study show that the relationship pattern of neighboring communities living in Kampung Osingcan be identified by the joint activities they undertake. Th e characteristics of the people of Kampung Osing arediverse, and live in densely populated settlements. This makes them experience changes in social life. Suchchanges are like the emergence of social stratification formed by the existence of differences in socio economicstatus both high, medium and low which are influenced by wealth ownership, employment, and educationalattainment which ultimately affects the pattern of interactions that occur. On the other hand, the lack of spacemakes the occupying co mmunity experience the configuration of private space into public spaces and publicspaces into private spaces. The neighbor relationship pattern that occurs because of crowded housing andinconvenience makes people experience "dissatisfaction" caused by t he absence of standard regulations aroundthe local environment such as the absence of a prohibition on parking vehicles in a narrow alley. In addition,they also built several social networks that were influenced by, place factors, social status factors a nd thecommon area of origin.Keywords:n eighbourhood r elations , s pace c onfiguration, s ocial s tratification

Abstract

The existence of the orange plantation at Gadingrejo Village, Umbulsari District, Jember Regency has attracted all the capitalist to do an investment. Usually, they’re doing investment to do the rented land and to sell their crops to the middlemen or wholesalers. Because currently, the market for direct agriculture is done on the agricultural land which is through the land rent. The land rent system which is an investment form of all the capitalist has created a new position on the land rent system and that is a broker and the confidant. The presence of both local & foreign tenant has created capital decomposition which later would also be followed by the manpower decomposition. Actually, in Gadingrejo Village, the possibilities of the occurrence of the manpower decomposition have been found. And there were 17 possibilities of it. These condition that the Gadingrejo Village peoples called welfare. And these conditions were different from Scott’s research condition, where Scott saw the deterioration of the farmer caused by the presence of the capitalist. And because of that, as the results the manpower got decreased, it creates unemployment and also there were three kinds of land tenant positions. Abstract

There are many factors that prompt the success of a food security program. One technical factor that highly supports agricultural productivity is the availability of irrigation water which is appropriate for the plant needs. In this case, irrigation cannot be separated from Irrigation Service, Agriculture Service, and HIPPA. At first, village irrigation management was carried out by an irrigation inspector called ulu-ulu who is at the lowest level in the village organization structure. In its implementation, village irrigation management experiences many obstacles, so that it causes gaps in water distribution. The purpose of this study is to analyze and describe agricultural irrigation management by HIPPA. The research used a qualitative method, and informants were determined using the purposive technique. From this study, it was found that many factors led to ineffectiveness in irrigation management. One of them is the weak coordination in HIPPA organization. This was getting worse by the appearance of money politics in water distribution among farmers and water inspector.  Keywords: Irrigation, HIPPA, Governance

Abstract

The background of this research about environmental problems, such as loss of soil fertility, depletion of groundwater, river pollution, waste management, seem to be a phenomenon that is happening right now. Human dependence on nature is increasingly critical, but it is not balanced with an awareness of environmental preservation. The purpose of this research is to find out and describe the construction of women's ecological sustainability in Jember. This construction includes water management, power management, transportation use, and waste management. This study uses a qualitative method with interviews as a data collection technique. The informants of this study were selected from six villages in Jember, namely Karangrejo, Antirogo, Tegalgede, Kalisat, Sumbersari, and TegalBesar villages. This study uses a purposive method, especially housewives whose activities relate to these indicators. The results showed that women had limited knowledge construction about ecological sustainability. This construction develops based on daily experience and individual knowledge of the ecological preservation models around them. Therefore, household waste is often found scattered in the ecosystem.

Abstract

Abstract

Dragon fruit farmers in Kedungasri Village, Banyuwangi Regency, have logical rationality in maintaining dragon fruit farming. Farmers assume that this crop is more profitable than other plants such as oranges, melons, watermelons, and others. Dragon fruit is a one-time crop, and farmers can harvest many times. Although like oranges, farmers have to wait one year to be able to collect them. The theory used in this study is the theory of farmers' rationality, according to Popkin (1979). While the research method used is a descriptive qualitative approach. The findings of this study are the dragon fruit farmers have their techniques and strategies to increase profits. Besides, the secret competition also takes place between them to increase fruit productivity and quality. Unfortunately, farmers experience a dilemma in the agricultural business. The dilemma experienced by farmers is weak market access and lack of protection from the state for the market. Farmers also have difficulty getting fertilizers and medicines, and there is no help from the government to improve agriculture. The government paid little attention to the dragon fruit farmers, making farmers have to survive under market pressure. Keywords: dragon fruit farmers, rationality, farmers' dilemma. Abstract

This study The purpose of this study is to find out the process of formulating discretionary policies carried out by the village head. The method used in this study is a qualitative study method. The type of study used in this study is the type of descriptive study. Based on the results of the study it was concluded that the process of discretion policy formulation carried out by the village head was still not optimal, this is due to the low capacity of the village head as the main actor in the discretion policy formulation process. This can be seen from the lack of ability in discretionary policies, thus affecting the monopoly in the process of formulating discretionary and undemocratic policies, as happened in Kebon Agung Village. Whereas in Sumber Lele Village the conditions are better, because it has involved the parties (stakeholders). Although the parties (stakeholders) which is involved does not yet reflect aspects of democracy and representation, because of the parties (stakeholders) only community and religious leaders were involved.
