Abstract

As a manifestation of the implementation of regional autonomy, the duties and authorities to regulate and manage the government and interests of the local community are left to the local government itself. This task is carried out while still being guided by the legislation, namely Law No. 23 of 2014 concerning Regional Government. Decentralization aims to make local government more efficient and effective. The Regional Autonomy System signals that a government prioritizes regional independence to regulate its own government affairs. The implementation of autonomy, one of the goals of which is to accelerate the service process in the community. Fiscal decentralization in the context of autonomy has become the basis of regional sources of revenue. In this case, local governments are given the right to obtain financial resources in the form of certainty of the availability of funding from the government according to the government affairs submitted. The government is given the authority to collect and utilize local taxes and levies, the right to obtain proceeds from national resources located in the regions and other balances as well as to manage regional wealth and obtain sources of financing (Soleh and Heru, 2010). The purpose of this study is to formulate and analyze how much potential Motor Vehicle Tax is and the impact of the Tax on Local Revenue (PAD) and then formulate the right strategy in answering problems in an effort to increase the realization of motor vehicle tax John W. Creswell (2019: 288) stated that, "mixing and blending this data can be stated to provide a stronger understanding of the problem formulation than done one after the other".By paying attention to the principle of Dominant tutoring, in this study quantitative data is more dominant than qualitative data. Thus, this study uses a mixed approach or what is known as Mixed Method. The results of this study show that there are several strategic issues that are very influential in the process of implementing an increase in regional tax targets, namely improving the quality of human resources, improving facilities and infrastructure for managing Motor Vehicle Tax, and maximizing the potential of motor vehicles.

Abstract

Otonomi daerah dan desentralisasi merupakan alat untuk mencapai tujuan bernegara, yaitu pemerataan kesejahteraan sampai di pelosok Negara Kesatuan Republik Indonesia (NKRI). Reformasi struktural diperlukan untuk penguatan fondasi ekonomi dengan memanfaatkan faktor demografi dan daya saing yang didukung dengan refofmasi fiskal. Meskipun telah menunjukan kinerja-kinerja positif, pelaksanaan desentralisasi fiskal masih dihadapkan pada berbagai tantangan dan bertanggungjawab penuh mampu mengatur, mengurus dan menyelenggarakan pemerintahan daerahnya, termasuk mengelola potensi dan mengelola keuangan daerahnya . Salah satu upaya peningkatan kemampuan keuangan daerah untuk perkembangan adalah ke meningkatkan dan mengeksplorasi setiap potensi itu ada di dalam setiap daerah melalui pajak daerah. Kajian ini bertujuan untuk strategi Peningkatan Pendapatan Asli Daerah Di Kabupaten Asmat Propinsi Papua Selatan dalam meningkatkan target penerimaan pajak daerah. Untuk mencapai tujuan tersebut, penelitian ini menggunakan metode deskriptif, yaitu berusaha menemukan pemahaman makna berdasarkan fakta atau fakta yang ada di Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Asmat. Oleh karena itu, teknik pengumpulan data yang digunakan adalah dengan mewawancarai dan pengumpulaan data pada pegawai di Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Asmat. Strategi untuk meningkatkan target penerimaan pajak daerah di Kabupaten Asmat yang ditemukan dalam penelitian ini adalah intensifikasi dan ekstensifikasi pajak. Namun demikian, masih terdapat beberapa tantangan dan kendala dalam meningkatkan penerimaan pajak daerah, seperti kurangnya kualitas sumber daya manusia di daerah Pendapatan Agen dan itu kekurangan dari kualitas infrastruktur dan fasilitas di dalam di setiap Distrik (kecamatan). Selain itu, rendahnya kesadaran masyarakat dalam membayar pajak daerah, bencana alam dan letak geografis, serta rendahnya penguasaan teknologi informasi menjadi ancaman lain dalam pemenuhan target pendapatan asli daerah. Melihat sejumlah tantangan dan kendala tersebut, maka perlu ditindaklanjuti di Badan Pengelolaan Keuangan dan Aset Daerah Kabupaten Asmat dalam masa depan.

Abstract

This study analyzes the implementation of the Program of Health Insurance for the Poor in Indonesia, focusing at the advantages and constraints faced by the beneficiaries, through a case study in Purbalingga District. By applying the approach of entitlement within the framework of healthcare access, it is found that the program brings positive impacts in increasing financial abilities of the beneficiaries, and creating good treatment from the medical workers. Yet, low supply side readiness of health infrastructure and service system dilutes the benefits of the program in poverty alleviation. The government of Indonesia is recommended to involve communities and local officers in the enumeration of the beneficiaries, to increase the participation of private healthcare providers in the program, and to establish clear rewards and punishment system for the health workers.
