Abstract

The purpose of this study was to analyze and describe the capacity of village budgeting in Muna District. The approach used is qualitative research. The study was conducted in real-world settings, namely conducting in-depth investigations into the natural context in which the processes and outputs of village budgeting take place. The study locations are 7 seaside villages and 8 non-seas villages in Muna Regency. The scope of time is three budget years, namely 2015-2017. The main data collection procedure is the study of documents. To obtain primary data, procedures for public consultation and/or focus group discussion are taken. The technical public consultation was mutually agreed upon by involving the Community Empowerment Agency and Village Government of Muna Regency as the technical agency. Public consultation material was explored and developed from the results of focus group discussions. Focus group discussions were conducted at the village level, involving Village Devices, members of the Village Consultative Body, and Village Community Empowerment Institutions. Available data are analyzed by the procedure of content analysis and qualitative descriptive analysis to reveal the stages of the village budgeting process, who is involved and what is the main role.The results of the study show that the capacity of village budgeting in Muna Regency is not optimal, that is, the village budgeting system has not functioned properly in allocating and using inputs to produce budgetary outputs that are beneficial for achieving village development goals. Villages in Muna Regency have budget documents namely APB Desa and RAB which are stipulated by village regulations.  Keywords: Capacity, Budgeting. Village

Abstract

Tujuan yang hendak dicapai dalam penelitian ini adalah Untuk mengetahui pengaruh Motivasi dan Lingkungan Kerja berpengaruh terhadap Kinerja karyawan Hotel Same Boutique Kendari Populasi yang digunakan dalam penelitian ini adalah seluruh karyawan Hotel Same Boutique  Kendari yang berjumlah 50 orang karyawan. Untuk memperoleh data pendukung yang dibutuhkan dari sumber yang dapat dipercaya, maka digunakan teknik dokumentasi. Hasil penelitian ini bahwa pemberian motivasi dan lingkungan kerja karyawan dapat berpengaruh terhadap kinerja karyawan itu sendiri. Hal ini ditunjukan oleh hasil penelitian yang menunjukan bahwa motivasi karyawan dengan berbagai dimensi dan indikatir yang ditetapkan menunjukan hasil persentase sebesar diatas 60 persen, sedangkan lingkungan kerja secara rata-rata berada pada persentase diatas 70 persen. Dari kedua variabel tersebut yang menunjukan persentase yang relatif tinggi, kemudian dengan dasar variabel tersebut dapat mempengaruhi kinerja karyawan, dimana hasil analisis data menunjukan persentase rata-rata diatas 80 persen. Sehingga kesimpulan akhir yang dapat disampaikan bahwa pemberian motivasi dan lingkungan kerja karyawan Hotel Same Boutique  berpengaruh positif terhadap kinerja para karyawan hotel.   Kata Kunci : Motivasi, Lingkungan Kerja, Kinerja Karyawan

Abstract

Penelitian ini bertujuan untuk mengetahui dan menjelaskan implementasi hasil reses anggota DPRD Kota Baubau dalam proses penyusunan kebijakan umum anggaran – prioritas plafon anggaran sementara tahun anggaran 2022 dan faktor-faktor yang mempengaruhi terimplementasinya hasil reses anggota DPRD Kota Baubau. Jenis penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data yang dilakukan dengan cara studi kepustakaan dan penelitian lapangan dengan menggunakan metode wawancara dan dokumentasi. Teknik analisis data secara interaktif menurut miles Huberman & Saldana (2014). Hasil penelitian ini menunjukkan bahwa pelaksanaan fungsi anggaran, implementasi hasil reses, mekanisme penyusunan KUA-PPAS mulai dari pengajuan, pembahasan sampai penetapan belum terlaksana dengan optimal. Hal ini dibuktikan dengan minimnya implementasi hasil reses anggota DPRD Kota Baubau ke dalam dokumen KUA-PPAS tahun anggaran 2022 karena dalam penyusunan dokumen KUA-PPAS didominasi oleh usulan-usulan program dari pemerintah daerah.

Abstract

The aim of this research is to determine the supervisory function of the Ombudsman of the Republic of Indonesia Representative of Southeast Sulawesi in preventing maladministration and improving services at the Kendari-Langara Ferry Port. Using qualitative descriptive research methods. The informants in this research were 2 Heads of Representatives and Prevention Assistants for the Republic of Indonesia Ombudsman for Southeast Sulawesi Province as well as the Head of the Operations Section and UPTD Levy Collection Officer Pel. There were 2 people on the Kendari-Langara Ferry and 2 people from the public/passengers who were determined using a purposive sampling technique. Data collection techniques through in-depth interviews and documentation studies. Interactive data analysis technique according to Milles Humerman and Saldana (2014). The results of the research show that the implementation of supervision by the Indonesian Ombudsman Representative for Southeast Sulawesi on services at the Kendari-Langara Ferry Port has gone well, however, the effectiveness of supervision of services carried out by the Kendari-Langara Ferry Port UPTD, Southeast Sulawesi Province is not good enough as seen from one of the Tangibles indicators. (touchable) has not been met, while the 4 indicators of Reliability, Responsiveness, Assurance and Empathy have been running well in providing services at the Kendari-Langara Ferry Port.
