Abstract

Discussion and focus in the study of International Relations have been developed and influenced by the concept of diplomacy. One of the impacts of its development is the emergence of the cultural diplomacy. Cultural diplomacy has long been practiced by Indonesian government, since Indonesia gained its independence. Although the cultural diplomacy in the Old Order era had not shown any significant impact on Indonesia's national interests, cultural diplomacy always be a part of Indonesia's foreign policy. This paper aims to provide an overview, comparison and evaluation of cultural diplomacy in Indonesia from the New Order era until post-reform. Through the analysis of a number of literatures, authors found that Indonesia cultural diplomacy in the New Order era carried to short-term interests; whether economic or development interest manifested in exhibitions, cooperations and international forums, as well as competitions; and still lack of political or cultural interest. However, Indonesia post-reform cultural diplomacy has encouraged the involvement of non-state actors as well as the performance of public and digital diplomacy.

Abstract

Donald Trump issued a policy to ban the use of the application made in China with suspicions of theft of personal data of US citizens of TikTok users and as a first step in protecting national security. Fears of data theft and espionage that Donald Trump assumes will be channeled to the Chinese government—particularly by the Chinese Communist Party, are threatening TikTok to no longer operate in the United States. Trump's speech act to the media and his statement on August 6, 2020 at the White House became the first step in America's national emergency in banning TikTok in the US. However, there have been some discussions and considerations between TikTok and Donald Trump and the US government, especially with the US Department of Commerce and the Secretary of State. By using securitization theory, the author analyzes the steps taken by Trump regarding the problems he faces. The provisional argument against this case is that Trump banned TikTok to protect his national security, especially data and at the same time cover up his campaign failure in Tulsa, Oklahoma. There is also an assumption that Trump will buy TikTok not only for reasons of national security but in order to be able to control the work of the application and have algorithm technology that is the key to the success of the application.

Abstract

الهدف من التنمية المستدامة (SDGs) هو قرار تشكيلته الأمم المتحدة لتعزيز الرفاهية من خلال مجموعة من الأهداف أو الأهداف، أحدها الفقر. الفقر هو مشكلة نظامية تحدث ليس فقط على المستوى العالمي ولكن أيضًا على المستوى المحلي مثل في سليمان (Sleman)، دايرة يوغياكارتا الخاصة (DIY). في جهود القضاء على الفقر بشكل أمثل، يتطلب ذلك المساهمة الجماعية من مختلف الأطراف الموجودة في سليمان، بمن فيهم المدارس. الهدف من هذا البحث هو معرفة الدور الذي تلعبه المدارس في سليمان في مواجهة مشكلة الفقر. الأسلوب البحثي المستخدم هو البحث الكيفي بأسلوب جمع البيانات الأولية من خلال المقابلات وجمع البيانات الثانوية من خلال مراجعة الأدبيات. أظهرت نتائج البحث دور المدارس في سليمان في مكافحة الفقر من خلال برامج المنح الدراسية للطلاب، والصناعات الصغيرة والمتوسطة، وتمويل مشاريع المجتمع في سليمان. الكلمات الدليلية: الفقر، المدارس الإسلامية، سليمان، أهداف التنمية المستدامة، يوجياكارتا

Abstract

The enactment of Law No. 23 of 2014 concerning Local Government in Indonesia has paved the way for increased international engagement by local authorities, a practice known as paradiplomacy. In this context, Nusa Tenggara Barat (NTB) has sought to expand its international cooperation, notably with Bukhara Province, focusing on developing the halal tourism sector. This study critically examines the process and challenges of institutionalizing paradiplomacy between NTB and Bukhara, with a particular focus on halal tourism development. However, the institutionalization of this international cooperation has encountered significant obstacles. Utilizing a qualitative research approach, this investigation analyzed a variety of primary and secondary sources to uncover the underlying factors impeding the process. The study identified several key barriers to the institutionalization of NTB-Bukhara paradiplomacy, including shifts in leadership and policy priorities within NTB's government, delays in formalizing cooperation agreements, a lack of expertise in international relations among local government officials, restrictive central government regulations, and cultural and conceptual discrepancies in the understanding of halal tourism between the two regions. Addressing these challenges requires a multifaceted approach, involving not only policy reform and capacity building at the local government level but also a deeper cultural and conceptual alignment between cooperating entities.
