Abstract

Perencanaan kereta perkotaan sebagai transportasi yang berkelanjutan harus diarahkan untuk peningkatan kesejahteraan masyarakat sesuai dengan visi Green D.I. Yogyakarta yang menargetkan adanya pembangunan dan penataan transportasi di Yogyakarta sekaligus memperbaiki kualitas hidup masyarakat serta infrastruktur dan tata kota. Moda transportasi LRT (Light Rail Transit) dipilih sebagai moda transit dalam pengembangan transportasi berbasis rel ROD (Rail Oriented Development) di Yogyakarta. Berdasarkan hal tersebut, perlu dilakukan penelitian terkait faktor-faktor pelayanan yang diharapkan calon pengguna jasa LRT Yogyakarta, sehingga saat LRT di dioperasikan setidaknya sudah mengetahui layanan yang diharapkan oleh pengguna. Pertanyaan penelitian dari penelitian ini adalah faktor-faktor pelayanan apa saja yang diharapkan oleh calon pengguna apabila Trem/LRT dioperasikan di Yogyakarta?, sedangkan tujuan dari penelitian ini, yaitu mengetahui faktor pelayanan yang diharapkan oleh calon pengguna apabila LRT dioperasikan di Yogyakarta. Berdasarkan hasil analisis bahwa faktor pelayanan yang dibutuhkan penumpang LRT, diperoleh indikator pelayanan dikategorikan menjadi 3 tingkat pelayanan yaitu: 1) Tingkat pelayanan kualitatif, dengan mementingkan faktor a)keamanan penumpang; b) keselamatan penumpang; c) kenyamanan penumpang. 2) Tingkat Kemudahan/aksesibilitas, dengan variable faktor a) Integrasi antar moda; b) Kemudahan menuju shelter/halte; c) Ketersediaan fasilitas park and ride dan 3) Tingkat pelayanan kuantitatif, dengan faktor pelayanan: a) Keterjangkauan ongkos perjalanan; b) Ketepatan jadwal keberangkatan dan kedatangan.

Abstract

In Indonesia, acts of terrorism that attack police officers and police facilities, it can be understood that terrorist groups actually do this because of feelings of revenge and also the motive that the authorities no longer have the trust of the community that they can provide security and maintain the peace of the country's life. Several cases that have occurred in Indonesia include the attack on the Headquarters of the Indonesian National Police on March 31, 2021 and the suicide bombing that occurred at the Astana Anyar Police Station on December 7, 2022. These two tragedies are clear examples of the urgency of increasing security at police stations. Things that make terrorist attacks on police facilities and officers can be described based on the existence of exposed, vital, iconic, legitimate, destructible, occupied, near, and easy. The success of an act of terrorism depends on several factors, including the terrorist group's ability to plan and execute an attack effectively, as well as security weaknesses at the target of the attack. To overcome this problem, it is necessary to improve the security system by applying the concept of Crime Prevention Through Environmental Design (CPTED) to prevent similar attacks in the future.

Abstract

The relocation of the National Capital (Ibu Kota Negara/IKN) to East Kalimantan Province has sparked pros and cons regarding potential threats and ways of countering terrorism in the new capital city, called Nusantara. This paper aims to provide a design and framework for mitigating the threat of terrorism in the nation's capital city by using a welfare criminology approach. This paper uses a qualitative approach regarding secondary data sourced from statistical data publications, online media news, journal articles, and previous similar research/studies. The new IKN with the name Nusantara which carries the concept of a "smart city" based on cyber technology, faces the challenge of the threat of terror acts in a hybrid manner. The government needs to design an integrated prevention and counterterrorism strategy in IKN Nusantara and its surrounding areas that is not only cyber-based, but also relies on natural surveillance from the surrounding communities, and in the policy-making process needs to consider the situation of the community and existing local wisdom. The welfare approach can also be in line with the aim of addressing the root causes of radicalization and conflict, such as economic marginalization, social and cultural issues.

Abstract

The relocation of Indonesia’s capital from Jakarta to East Kalimantan aims to address challenges such as environmental risks, pollution, congestion, and overpopulation. Nusantara (IKN) is designed as a new administrative hub to promote economic equality, regional development, and sustainability. However, this transition also introduces security risks, particularly from Jamaah Ansharut Daulah (JAD), a terrorist group with a history of attacks in East Kalimantan. A comprehensive security strategy is crucial to protect IKN from potential terrorist threats. This study applies the PPRR (Prevention, Preparation, Response, Recovery) theory using a qualitative approach, analyzing data from scientific journals, government reports, and other publications. Findings indicate that IKN faces a medium risk of attack. While an immediate attack is unlikely, potential consequences include physical damage, casualties, and national instability. Key risk factors include IKN's strategic location, past terrorist activities in the region, and security infrastructure vulnerabilities. To mitigate these risks, strategic measures are needed, including enhancing intelligence capabilities, reinforcing security in IKN, and addressing ideological threats. Implementing a PPRR-based strategy is essential for stability, minimizing attack risks, and ensuring long-term security, allowing IKN to emerge as a resilient symbol of national governance.
