Abstract

One of crucial issues of radicalism lately is the involvement of family members in acts of terrorism. One of those interesting case is the case of Dita Oepriyanto’s family, the perpetrator of suicide bombing in one church in Surabaya, East Java. Family involvement in extremist acts and terrorism in Indonesia is not a new thing, the story of Dita Oeprianto is a historical cycle with different shifting actors. The story of the Leader of Darul Islam, RM. Kartosuwiryo who rebelled against the Indonesian republic accompanied by his wife and wife giving birth to children in the forest can be seen in the perspective of family involvement, as well as several Afghan alumni figures. The cycle also happened to the derivative organization from Darul Islam which transformed into combatants in Afghanistan, then moved to Jamaah Islamiyah. Changes occur during the ISIS conflict, family factors are not the main cause of joining a person with a terror organization, there are media factors that make individuals join. This study analyzes the involvement of families in the extremism movement and acts of terror by using the qualitative method, with sources of literature and interviews with Afghan alumni, former prisoners and prisoners of terrorism cases. The theory used to analyze facts and data is identity fusion and psychosocial development. The results of the study concluded that all elements of the family (children, wife, husband, grandfather, grandmother, and relatives) were very susceptible to the potential of being exposed to radicalism.

Abstract

Salafi Jihadi has been widely accused of being the actor behind terrorist acts in various parts of the world. In Indonesia, acts of terror are generally carried out by parties who have relations with the Salafi movement who have transmissions at the regional and global levels. The Salafi movement literature originating from the Middle East, accompanied by political dynamics and conflict in the Middle East, has become the light of the radical movement in Indonesia. This study uses qualitative methods with a literature study approach and in-depth interviews. Analysis of the transmission of extremism is carried out using transnational theory and social movements. The results show that the transmission of extremism that occurred in Indonesia was caused by the idea of Salafi Jihadi and the events of the conflict in the Middle East.

Abstract

In Indonesia, there are a number of foundations which were established by the ex-terrorist inmates as a new community towards peace and a way of empowerment for the ex-terrorist inmates. The involvement of ex-terrorist inmates in disengagement strategy in Indonesia has also raised pro(s) and con(s). This research aims to explore the involvement of ex-terrorist inmates in disengagement strategy in Indonesia. This kind of involvement is hoped to become a softer approach because it focuses more in using kinship method, in a way that it will be easier to gain trust, and the people have the same experience and background in terrorism. The methodology used in this research is a qualitative with interview technique. This research found that the phenomenon of the arousal of new communities towards peace which was established by ex-terrorist inmates and combatants is a positive thing as a new medium for those inmates and other inmates who has the desire to come and disengage from violence. However, this kind of phenomenon has to be guided, guarded and controlled by the government in order to keep it in line with the true purpose of deradicalization and counter strategy of terrorism in Indonesia.

Abstract

Abstrak             Penelitian ini mengkaji tentang perubahan ketahanan energi Turki setelah TANAP (Trans-Anatolian Pipeline) berhasil dibangun di Turki pada Juni 2018. TANAP merupakan proyek yang dibangun atas kerjasama Turki dan Azerbaijan. Turki merupakan negara dengan kebutuhan energi yang sangat tinggi dan kebutuhan ini meningkat sebanyak 8% per tahunnya. Untuk memenuhi kebutuhan energinya, Turki sangat bergantung pada distribusi energi dari Rusia dalam bentuk gas alam. Namun, hubungan yang tidak stabil antara Rusia dan Ukraina membuat distribusi energi dari Rusia sering terhambat dan besarnya ketergatungan Turki terhadap sumber energi Rusia menyebabkan ketahanan energi Turki berada dalam kondisi yang tidak baik. Hal ini kemudian menggerakkan Turki untuk mencari sumber energi alternatif untuk mengatasi ketergantungan energi terhadap Rusia ini. Tesis ini pertama-tama akan menganalisa hubungan interdependensi dalam hubungan energi yang berpotensi bersifat asimetris antara Turki dan Rusia dan implikasi yang ditimbulkan dari hubungan asimetris ini. Setelah itu peneliti akan mengkaji pengaruh TANAP terhadap ketahanan energi gas alam di Turki dan pengaruhnya terhadap perubahan interdependensi antara kedua negara. TANAP ternyata tidak terlalu merubah interdependensi energi Turki terhadap Rusia secara signifikan. Abstract               This paper reviews the change of Turkey’s energy security after Turkey managed to construct TANAP (Trans-Anatolian Pipeline) at June 2018. TANAP is a project built within cooperation between Turkey and Azerbaijan. Turkey is a country with vast energy needs with average increase of 8% per year. To meet their energy needs, Turkey highly rely on energy from Russia’s natural-gas. However, fragile relation between Russia and Ukraine caused energy distribution from Russia agitated, and Turkey’s high reliance on Russia’s energy supply causing Turkey in a low energy security state. For this reason, Turkey is looking for alternative energy source to overcome their high reliance on Russia’s natural gas. This thesis firstly will analyze interdependence relationship in the context of energy between Turkey and Russia that potentially has asymmetric nature and the implication that could arises in that relationship. Afterwards, author will review how TANAP change Turkey’s natural-gas security and how it changes interdependency between the two countries. As a result, TANAP does not significantly change Turkey-Russia interdependence.

Abstract

Perkembangan situasi global, regional dan nasional terkait terorisme bersifat sangat dinamis dan kompleks serta berpengaruh kepada stabilitas dan keamanan nasional. Hal tersebut menuntut pemerintah Indonesia melakukan tindakan yang optimal dan efektif. Kompleksitas penanggulangan terorisme memerlukan kerjasama semua pihak, terutama bagi aparatur penyelenggara negara. Penguatan kerjasama antarlembaga intelijen dapat menjadi solusi tantangan ancaman terorisme saat ini untuk membantu pihak kepolisian dan lembaga terkait. Tulisan ini bertujuan memberikan gambaran terkait kondisi kerjasama institusi intelijen dan menyajikan konsep sinergitas intelijen dalam kerangka penegakan hukum. Tulisan ini disusun dengan pendekatan kualitatif deskriptif menggunakan metode wawancara dan studi literatur dan analisis Teori Collaborative Governance. Hasil penelitian menunjukkan dalam upaya mewujudkan sinergitas antarlembaga intelijen diperlukan penyusunan prosedur tetap, pelaksanaan latihan penanggulangan teror bersama, maupun kegiatan lain yang mendukung kesamaan persepsi dari anggota masing-masing lembaga serta menghilangkan sikap egosentris dan rivalitas antarlembaga.

Abstract

In the past few years, lone wolf terrorism has become a trending topic in the world of terrorism. We look at various definitions and trends of lone wolf terrorism from previous literature. This research aims to determine if there is a trend in lone wolf terrorism in Indonesia. The profile of the attacker is categorized based on the attacker’s age, gender, marriage status, occupation, and education, while the attack is categorized based on the attack’s target, region, choice of weapon, survival, casualties, and ideology or motive. The data is presented as descriptive statistics of qualitative nominal data in pie charts, and the results are discussed and analyzed. It was found that lone wolf terrorists do not have a single profile, but there are trends found where the attackers are typically male, single, in the 20s to 30s, self-employed, and at least graduated high school. The attacks usually target police, are based on ISIS ideology, uses either sharp weapon or explosives, and does not result in death. The attacker also typically survives, and all the attacks happened in the island of Java, Indonesia

Abstract

The deradicalization programs conducted by BNPT and other stakeholders have been running since the enactment of Undang Undang Nomor 5 Tahun 2018 as a starting point for changing the paradigm of handling terrorism in Indonesia. Terrorism convicts are then assessed, rehabilitated, re-educated, and reintegrated. The program also runs outside the prison for ex-terrorism convicts so that they can back to the community. However, some ex-convicts return to commit terrorist crimes, so preventive measures are needed, especially in term of strategic intelligence measures to prevent this. This paper uses a qualitative approach with case study research. Data collected through interviews as primary data and supported by secondary data derived from official government documents and other journal articles. The case study on the application of the intelligence strategy is explained in the handling of ex-convict P in Solo Raya, in which the intelligence strategy implemented is able to monitor the movement of ex-convicts, help integrate into society and be able to help officers communicate with ex-convicts who are still closed

Abstract

Radicalism and extremism are a real threats to the Indonesians. The phenomenon of terrorism that has occurred in Indonesia does not necessarily occur but is a slow phenomenon and is preceded by stages of intolerance and radicalism and results in acts of terror in society. One of the goals of this group is to create chaos in society. They carry out attacks on vital objects. Therefore, the vital object security system is important. This paper discusses the review of security systems with the ring of security concept in critical infrastructure in the electricity sub-sector. The purpose of this paper is to find out how the security system is in this vital object and analyze its weaknesses so that recommendations are obtained as suggestions and input in the security system.

Abstract

The study tries to analyze the dynamics of bilateral relations between Turkey and the United Arab Emirates and how interdependence leads to reconciliation between the two countries. Although there had been tensions between Turkey and the UAE due to differences in ideology and interests in the region, trade relations between the two countries continued. Qualitative methods are used and are based on the theory of interdependence and the concept of reconciliation in analyzing this phenomenon. The results showed that the interdependence in bilateral relations led to the reconciliation of conflicts that occurred between the two countries. Each country is more focused on its economic priorities than on highlighting. Conclusion Bilateral relations between Turkey and the UAE are based on the interdependence between the two countries. It began with the highest official visit of Turkey and the UAE on August 8, 1948, at the invitation of President Kenan Evren. Turkey, as an adherent of an export-based economic model, makes the UAE one of the important markets in Turkey.

Abstract

The deradicalization programme is mandated by Law No. 5/2018, especially in approaching prisoners of terrorism. The deradicalization programme is carried out so that prisoners abandon their acts of violence and crime and even abandon radical thoughts or ideologies. This programme is implemented both inside and outside the prison. This research reveals the deradicalization program experienced by terrorism convict Wahyu Hidayat. This research is qualitative research with a case study research type. The primary data in this research are interviews with Wahyu Hidayat, Densus 88 Anti-Terror Polri investigators and BNPT deradicalization personnel. The results of this research show that, currently, the disengagement program for Wahyu Hidayat has succeeded in making him leave his group, Wahyu Hidayat is still in prison in the stage of developing his identity and social reintegration with various programs. Based on this, the rapid change in Wahyu Hidayat's attitude needs to be a precaution for BNPT in conducting identification as an initial stage of deradicalization, as well as the need for a sustainable program to ensure Wahyu Hidayat does not re-offend.
