Abstract

This study aims to picture intergroup relationships between Muslim Acehnese and non-Muslim Chinese communities in the Peunayong-regulated province Aceh, Indonesia. A descriptive phenomenological case study methodology was employed to examine the lived experiences of a particular group of people, and at the same time to explore a particular place in Aceh called Peunayong or Chinatown, and the life of its communities. The qualitative research approach was employed in collecting the data through observations, personal interviews, and documents analysis. Phenomenological interviews were conducted from one Muslim Acehnese and one non-Muslim Chinese who have been living for a long period in Peunayong district. Three main themes were merged and discussed in the findings, namely: (a) Peunayong as the symbol of tolerance; (b) non-Muslim and the Sharia law; and (c) discrimination in the Sharia law. In general, despite the implementation of Sharia law, Aceh has been seen as tolerant since Islamic law is limited only to the Muslim population. The portrait of harmony, tolerance, and peace in social-civic between Muslim Acehnese and Non-Muslim Chinese can be witnessed around Peunayong district, either activity related to trading or business, mores, and culture. Meanwhile, this study suggests that the implementation of Sharia law in Aceh should not only to achieve the popular name of “The Veranda of Mecca” or as a symbol and a name, or for political purposes, but its implementation should provide a welfare impact to local communities including Muslim and non-Muslim alliances, also to support religious freedom and solidarity between religious communities.

Abstract

The purpose of this study is to describe the Implementation of Policies and obstacles in issuing Sailing Approval Letters (SPB) to shipping companies at Class IV Lhokseumawe Port Authority and Harbor Authority Offices. This study uses a qualitative research method that is descriptive by using techniques to obtain data through observation, interviews, and documentation. This study used 10 informants who were determined purposively consisting of the Head of Class IV Lhokseumawe Port Authority and Harbormaster Office along with their staff and several agents from shipping companies. Sailing Approval Letter (SPB) is a State document issued by Syahbandar to every ship that will sail. The results of the study show that the Implementation of the Policy for Issuing Sailing Permits (SPB) at the Class IV Lhokseumawe Port Authority and Harbormaster Office is in accordance with applicable regulations, but there are still several obstacles in its implementation. SPB making services are completed in approximately 3 hours after the complete requirements are received, if the application is incomplete it will be rejected. Obstacles and efforts in Issuing Sailing Approval Letters (SPB) at Class IV Lhokseumawe Port Authority and Harbor Authority Offices include: The applicant's lack of understanding of the procedure for Issuing Sailing Approval Letters (SPB) and Service Procedures for Issuing Sailing Approval Letters (SPB) are still manual and there are limited officers at In the field, the efforts made are to continue to disseminate information to service users.

Abstract

The Government of Aceh in 2013 issued Aceh Qanun Number 11 of 2013 concerning Social Welfare. North Aceh Regency to overcome this has carried out a variety of policies / programs with the aim of finding solutions in terms of poverty alleviation of coastal communities, but not yet optimal, the number of poverty continues to increase and and decrease from year to year, we can see that the Aceh District Government The North does not seem to be serious in suppressing and overcoming poverty, based on the writer's findings that there are still many of the coastal poverty alleviation programs that are not yet right on targeting the people who are the object of the policy / program. The purpose of this research is to analyze and describe the implementation of poverty reduction policies in coastal communities in Seunuddon District. To describe the constraints of the government in poverty alleviation of coastal communities. The study uses a qualitative approach to the type of descriptive analysis research. The results showed that the implementation of policies in poverty reduction in coastal communities in Seunuddon District the government worked with the North Aceh Regional Planning and Development Agency (BAPPEDA), North Aceh Central Statistics Agency (BPS), the Fisheries and Maritime Affairs Office, and the Social Service. The Department of Fisheries and Maritime Affairs has implemented and provided socialization to the community regarding poverty alleviation programs for the poor coastal communities, in general the poverty of coastal communities in the District of Seunuddon is influenced by cultural and structural factors. The obstacle of the government in reducing poverty of coastal communities in Seunuddon District, is related to the lack of budget, resources, facilities and infrastructure, as well as very limited information.
