Abstract

This study focuses on the supervision of public passenger transportation in Lhokseumawe City, the compliance of public passenger transportation, and the consistency of supervision. The research approach is a qualitative research approach with a descriptive-analytical research type. The data is analyzed using qualitative analysis, and the data collection techniques are interviews, observations, and documentation. The results showed although supervision has been carried out so far by conducting patrols twice daily to monitor the vicinity of the Malacca Strait intersection, the Department of Transportation for Tourism and Culture (Dishubparbud) of Lhokseumawe City has not controlled transportation that drops off and picks up passengers at the Malacca Strait intersection. As long as there is no follow-up or fines following the 2009 Law, i.e., anyone who drives a public motorized vehicle on a route that does not stop at the bus stop as referred to in Article 36 shall be punished with imprisonment for a maximum of 1 (one) month or a fine. There is a maximum of Rp. 250,000.00 (two hundred and fifty thousand rupiahs) from Dishubparbud, so many transportation drivers are still looking for Malacca Strait passengers. The actions taken so far are fines for other mistakes, such as crossing a red light and being caught not wearing a seat belt, as for the number of transportations. Those who were ticketed in 2013 were 41 vehicles, consisting of vehicles that did not have SIM, STNK, STUK, and KPS completeness.

Abstract

Langsa Mayor Regulation Number 32 of 2018 concerning Delegation of Authority for Licensing and Non-Licensing Services at the Langsa City Investment and One-Stop Integrated Service Office has not been realized effectively because problems still occur in implementing the policies that have been set. The problem is that people who want to take care of licensing and non-licensing still do not know the requirements that have been set, so licensing and non-licensing cannot be processed. This research type is descriptive qualitative, using techniques to obtain data through interviews, observation, and documentation. Data analysis techniques are taken through data collection, data reduction, data presentation, and concluding. The informants used were eight people who were determined purposively, consisting of the head of the service, employees, and the community. The results showed that the implementation of the Policy on Delegation of Authority for Licensing and Non-Licensing Services by taking a location at the City Investment and One-Stop Integrated Service Office requires coordination and cooperation with many parties. Therefore, there needs to be a communication relationship in the internal bureaucracy that runs one way and the objectives and the communication that exists between each party must run in harmony. The effort that needs to be made is to provide socialization to the community to increase their awareness of how important it is to take care of permits and complete each of the requirements that have been set

Abstract

Penelitian ini mengkaji Efektifitas Kinerja Koordinator Kabupaten di Program Keluarga Harapan. Tujuan penelitian untuk memahami efektifitas kinerja Koordinator Kabupaten Program Keluarga Harapan dalam pelaksanaan bisnis proses program di Kabupaten Aceh Utara, implementasi program dan dampak keberadaan Koordinator Kabupaten bagi Sumber Daya Manusia pelaksana program. Penelitian ini dilakukan di Dinas Sosial Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Aceh Utara. Metode yang digunakan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, pengamatan dan dokumentasi. Analisis data dilakukan dengan memilih, menyederhanakan, menggolongkan, menyajikan dan menarik kesimpulan. Keberadaan koordinator untuk mengoordinasikan bisnis proses program ditingkat stakeholder kabupaten serta menyampaikan laporan bisnis proses program dari Pendamping Sosial dan Administrator Pangkalan Data ke Koordinator Wilayah Aceh dan Koordinator Regional Sumatera. Keberadaan koordinator dibutuhkan untuk melaporkan secara berjenjang bisnis proses program sampai ke Direktorat Jaminan Sosial, Kementerian Sosial Republik Indonesia. Keberadaan koodinator tidak dirancang oleh kabupaten tetapi regulasi dari Kementerian Sosial. Data penerima manfaat masih diperlukan validasi dan verifikasi oleh Pendamping Sosial di kecamatan-kecamatan. Koordinator dibutuhkan untuk mengoordinir validasi dan verifikasi data. Diperlukan kerjasama lintas sektor untuk suksesnya pemberian bantuan, oleh karena itu keberadaan koordinator dibutuhkan untuk melakukan koordinasi lintas sektor ditingkat kabupaten, terutama dengan Bank Syariah Indonesia, Badan Pembangunan Daerah, Dinas Pendidikan, Dinas Kesehatan, Kantor Kementerian Agama Kabupaten dan Pemerintah Kabupaten Aceh Utara.

Abstract

Handling stunting is one of the national development priorities listed in the 2020-2024 RPJMN with a target of reducing the stunting rate by 11.8% by 2024 (3). The main focus in handling stunting by the Indonesian Ministry of Health is providing specific nutritional interventions given in the First 1000 Days of Life (HPK). North Aceh Regency is ranked second in Aceh with a prevalence of stunted toddlers of 38.3%. Its position is followed by Pidie Jaya Regency with a prevalence of stunted toddlers at 37.8%. Regent Regulation Number 41 of 2020 concerning the Acceleration of Reducing Integrated Stunting is a guideline for handling and preventing stunting in North Aceh Regency. The presence of this regulation is expected to prevent stunting in North Aceh Regency. However, the presence of these regulations has so far not been able to reduce the stunting rate in North Aceh Regency. For this reason, through the Regent's Regulation, researchers want to see how the Government's efforts to collaborate with stakeholders in preventing and reducing the prevalence of stunting in children under five in North Aceh Regency based on Regent's Regulation Number 41 of 2020 Accelerating Integrated Stunting Reduction. This research also supports the MBKM Era research focus on the Health Independence Focus Area. The urgency of this research is to find out how the North Aceh Regency Government is making efforts to prevent and handle the prevalence of stunting in children under five in North Aceh Regency and to describe information on how the North Aceh District Government creates collaboration with all parties responsible for preventing and handling the prevalence of stunting in children under five in North Aceh Regency. This research uses descriptive qualitative research, and data is collected by interviewing and distributing Google forms to government officials, stakeholders and related communities. The output of this research is a national journal accredited 1-6 with the expected TKT level of 3.

Abstract

The Government of Aceh in 2013 issued Aceh Qanun Number 11 of 2013 concerning Social Welfare. North Aceh Regency to overcome this has carried out a variety of policies / programs with the aim of finding solutions in terms of poverty alleviation of coastal communities, but not yet optimal, the number of poverty continues to increase and and decrease from year to year, we can see that the Aceh District Government The North does not seem to be serious in suppressing and overcoming poverty, based on the writer's findings that there are still many of the coastal poverty alleviation programs that are not yet right on targeting the people who are the object of the policy / program. The purpose of this research is to analyze and describe the implementation of poverty reduction policies in coastal communities in Seunuddon District. To describe the constraints of the government in poverty alleviation of coastal communities. The study uses a qualitative approach to the type of descriptive analysis research. The results showed that the implementation of policies in poverty reduction in coastal communities in Seunuddon District the government worked with the North Aceh Regional Planning and Development Agency (BAPPEDA), North Aceh Central Statistics Agency (BPS), the Fisheries and Maritime Affairs Office, and the Social Service. The Department of Fisheries and Maritime Affairs has implemented and provided socialization to the community regarding poverty alleviation programs for the poor coastal communities, in general the poverty of coastal communities in the District of Seunuddon is influenced by cultural and structural factors. The obstacle of the government in reducing poverty of coastal communities in Seunuddon District, is related to the lack of budget, resources, facilities and infrastructure, as well as very limited information.
