Abstract

Kampung Pelangi is one of the tourist destinations that are new and unique in the city of Semarang, Kampung Pelangi are well known by local and foreign tourists through various social media or other media. The purpose of this research is to know the process of community empowerment through the development of tourism, while the role of Government in developing Tours Kampong Pelangi. This research is descriptive research with qualitative approach, data collection is done using the techniques of observation, interviews, and documentation. The results showed that the process of community empowerment in Kampung Pelangi takes place in three stages, namely the stage of awareness, capacity building, and the granting of power to the importance of the role of Government in the development of Kampung Pelangi tourism the Government has three roles, namely Motivators, with form Pokdarwis to implement the socialization and guidance. Abstract

This research is motivated because of the emergence of the phenomenon which in the year 2014 was a year of political and legislaif many candidates vying to attract the sympathy of the public. The number of candidates from the National Awakening Party, will be difficult to obtain an absolute victory for either candidate, so as to get a lot of support is needed a way to win. The problem formulation presented in this study is "How do differences in political communication candidates ordinary family background and family scholars of the National Awakening Party to be elected to Parliament in the 2014 election Kendal?" While this type of research is a qualitative research approach politics. From the research that is done is known, political communication styles performed by PKB background candidates from a family of scholars and ordinary families not found much difference to attract public sympathy.

Abstract

The process of local economic development contained in Bantulimplemented based participatory approach that emphasizes on the analysis ofsectoral , spatial , and marketing and focus on three (3 ) main areas , namelytourism, agriculture and small industries . Post-earthquake economic recoveryprogram integrated LED stated in the Strategic Plan 2008-2010 Bantul . Butactually before the year 2008 there has been some economic recovery programsundertaken by the government , both central and local levels that are one- offs .Referring to the Law No. 26 Year 2007 on Spatial Planning , GovernmentRegulation No. 26 Year 2008 on National Spatial Plan , and Local RegulationsYogyakarta Special Region No. 2 of 2010 on Spatial Planning Special Province ofYogyakarta , the concept and utilization of national spatial strategy and theprovince need to be translated into Spatial Planning Bantul designated as Zonedesignation artificial tourism in the District are in : Tourism Village KebunKebunSupreme Court in the Village , as well as No. 03 of 2004 on Regional TourismDevelopment Master Plan Bantul , also Bantul Regency Decree No.359 wasdeveloped as a tourist village in 2006 and refers to the PEL Sector Policy withCommunity Based Tourism Tourism is developing community -based tourismhave proven themselves resilient consolidate after the earthquake ( Travel villages) , as well as develop a network between a tourist village that lays on RuralTourism Development Policy of local Economic development perspective ,emphasizing the development of rural tourism is an alternative to the economicdevelopment of the people by making tourism as the prime mover ( prime mover )local economy .With reference to the above legislation it is expected that development ofrural tourism Kebonagung collapsed due to lack of government's handling of thevillage and also worse off as a result of an earthquake , it can be developed into avillage that can potentially evolve so beneficial to the welfare of society .This study aims to : 1) determine the local economic developmentprograms in post- quake economic recovery in Bantul district from 2007 through2012 , and 2 ) determine the condition of village development Kebonagung afterthe rise and growing as a tourist village agriculture and culture . While theresearch method used is descriptive qualitative interview guide using the speakers.The results showed that the efforts of the Local Economic Development inPost-Earthquake Recovery Economic Conditions in Bantul during this three (3)major steps , namely : a) careful planning based on accurate data and a singledatabase , which is the basis of all program developed b ) Conduct efforts so thatpoor families reduced the burden of his life , through various assistance that aimsto relieve , reduce , freeing expenses ( costs ) to be incurred families ,and ; 3 )Perform empowerment efforts . The data in question , not just about the amount ,but also with regard to the condition and position of the poor families . This datais projected to show the profile of the poor , including the problems faced .Kebonagung village developments show the rise and increasingly manifest as thedevelopment of the agricultural and cultural tourism village . Abstract

AbstractRecently there have been many student actions that occured in Indonesia as student political attitude toward social and political condition as well as policies set by the government. One of the policies that was recently refused by the students was the policy to reduce fuel subdidy. It is interesting to know that students gave a lot of attention in this matter. Most students have tried to find out about this policy, followed the process of the production of the policy, and gave their opinion about the policy. This matter has drawn a lot of attention form students because fuel itself is one of society basic needs. Therefore, from this fact, the writer was interested to find out more about student perception towards the government policy to reduce the fuel subdidy in reality.Based on the result of the research, according to students from Faculty of Social and Politics majoring in govenrment, the government had done the right thing by cutting the budget for fuel subsidy through reducing fuel subsidy. They considered that fuel subsidy itself was not really gave the benefit for medium low class society and it was also not exactly benefited the medium low society instead it was the medium high class society who was benefited for this. However, still according to them, the government had also made mistake with this policy to reduce fuel subdidy because this policy was not followed by a good plan to overcome the impact that it had caused that finally ended up with bad impact for middle low society.Keywords: Policy to reduce fuel subsidy, Student Perception

Abstract

AbstractVariety of changing in the Regent-election system since the introduction of the reformagenda is table to compel the stake-holders in a choise to make several adjustments to thechanges. The stakeholders include the candidate who participate, the success-team, and thepolitical parties that are used as the political vehicle for the candidate. This study focuses onthe political strategies of candidates and the success of the team in a competitive election.The success of a political contestation cannot be separated from the political strategyby each party. Good political strategy must be created and compiled based on the modernconcept and developments. The modern concept of political strategy has several phases thatmust be addressed, namely the situation analysis phase, the formulation phase,implementation phase, the phase of monitoring and evaluation. To that end, candidates,success-team, and political party must have skill in carrying out the various stage, in order togain political support from the community effectively and efficiently. There were six pairscandidates during the election of head regional in 2011. Among those six, one independentcandidate got the highest vote.This purpose of this study is to explain the political strategies used by Sri Merditomo-Karsidi in the election of head regional in Pati.The strategy was already planned very often still have to undergo a change in the implementation phase. The roles of alternative strategies are needed. Sometimes, the candidates and the success-team should be forced to be pragmatic for a political victory. Pragmatism is often becoming a determining factor for the success of a strategy. Consideration of last-minute swing voters and the band wagon effect, become the factor of motivation of the candidates and his success-team to be pragmatic. In fact, various commitments had to be ignored for the pragmatic considerations.Key Word: Regent Election, Political Strategy, Independent Partner.

Abstract

Clean water is one of the human basic needs and Nation should fulfill theircitizen basic needs. DKI Jakarta Province, as Capital City of Indonesia, encounterclean water crisis which made the citizen have been hard to getting access to cleanwater. Therefore, the government proposed cooperation with private partners toimprove DKI Jakarta citizen access to clean water through Water PrivatizationPolicy. For that, the authors conducted research to discover the success of WaterPrivatization Policy in order to improve DKI Jakarta Citizen access to clean waterafter privatization of water.The approach used in this research is descriptive qualitative withinterviews data collection methods and document study. Subject were PublicWater Company in DKI Jakarta (PAM JAYA).The result showed that Water Privatization Policy in DKI Jakarta Provincewas failed because after the matter in cooperation with the private partners, thecitizen access to clean water decreases. It is caused by the performance of privatepartners that are not optimal in serving the needs of clean water citizen of DKIJakarta Province.So the authors conclude the need for this research as an evaluation ofGovernment of DKI Jakarta Province for more leverage in providing water serviceto the citizen of DKI Jakarta Province.

Abstract

Indonesia's participation in the application of Open government in 2011 is expected to improve the quality of public services, however, the ombudsman data in 2017 shows, that the most complained public service is the public services of local governments. Based on the follow-up of the Open government policy which was followed by several countries including Indonesia, the central government established an integrated complaints handling system called LAPOR (Layanan Aspirasi dan Pengaduan Online Rakyat) to improve the public services quality. Then, the complaints handling system is used by the Bojonegoro Regency government with the name SIAP-LAPOR (Sistem Integrasi Aspirasi Pengaduan – Layanan Aspirasi dan Pengaduan Online Rakyat). SIAP-LAPOR is an integrated complaint handling system where Bojonegoro district has become an Open government partnership pilot project in 2016.This research is purposed to find out the management of SIAP-LAPOR complaint handling system conducted by the Bojonegoro Regency Department of Communication and Informatics for the establishment of an open government in Bojonegoro Regency, it is assessed from the success element of e-government development where the results are being grand prerequisite of the three Open government principles including the Policy Principles, the Catalyst Principles and the Output Policy Principles (Output).This research uses descriptive qualitative methodology, and this research obtains information from interviews, observation, literature studies, and supporting documents. The result of this study indicates that the management of SIAP-LAPOR service has supported the three policy principles in the Open government grand theory. This is supported by the awards received by the Bojonegoro Regency Department of Communication and Informatics from Kemenpanrb (Ministry of Administrative and Bureaucratic Reform) for the top 10 management of complaints handling system in 2018, the availability of budget adequacy through the Regional Budget (APBD), and the human resources, as well as the completeness of information technology infrastructures. Some of the shortcomings in the findings of this research include the people who have not used SIAP-LAPOR services much, some people afraid to complaints and demand for responsiveness to the follow-up of OPD.Keyword : SIAP-LAPOR, Openness, Open government

Semarang city having broad areas 373,70 kilometers2 .With long coastlinewhich reached 13.6 kilometers, Therefore coastal areas in the city ofsemarang very has the potential to areas in additional or reclaimed that indoing in marina beach .In accordance with regional regulation which prevailat that number 8 years 2004 about layout of semarang city , marina area thatwill be reclaimed are allocated for the area building that support functionhousing .To education for example , sports , health and recreation .So , aimedas the area that support the common interests .The purpose of this research is to give evaluation or an assessment of policythe purpose of reclaiming the marina beach which accounted for target , aperiod of time the implementation of the , a budget and assessing how outputand outcome of these policies reclaiming the extent that was already carriedout .This research writer do research evaluation with the qualitative method. Thedata collected directly from the or source that deals with this research,obtained through direct interview with respondents.The interviewsconducted with a decisive manner of key person. Abstract

In a country that has a democratic system, one indication of the running of democracy is the active role of the community in various fields and decision making. Referring to the basics in the process of preparing the Environmental Impact Analysis (EIA) mandated by Law Number 32 of 2009 and regulated in the Regulation of the Minister of Environment No. 17 of 2012 The research method used in this essay writing is a qualitative research method. The data source in this study uses primary data and secondary data. Data collection techniques used are document studies, and direct interviews. The results of the study showed that community involvement in the process of preparing the EIA in Rembang District was in accordance with the Regulation of the Minister of Environment No. 17 of 2012. However, there are still obstacles in the process of involvement, both technical and technical. own general constraints. Suggestions from the results of this study are to further socialize the process of community involvement itself, as well as provide assistance to the community itself. and make online services for complaints and consultations. In addition to the regional government, they must coordinate with relevant agencies and maintain neutrality on the red plate, yellow plate and black plate so that later the decision does not harm the parties concerned.Keywords : Keterlibatan Masyarakat, AMDAL, PT.
