Abstract

This study aims to analyze (1) the participation of the community of Gunung Geulis Village, particularly vulnerable groups, in managing resources in order to reduce disaster risk; (2) increasing the capacity of citizens and officials on disaster management and (3) the performance of the Village DRR forum. This study uses a qualitative method. The subjects of this study were Gunung Geulis village secretaries using the interview method. The results showed (1) personnel from the disaster management forum planted trees on landslides prone area and made archery embankments, (2) Gunung Geulis Village as a program implementer of Disaster Resilient Village had been actively conducting routine and ongoing training every once a month in an effort capacity development on disaster management, (3) the Disaster Risk Reduction (DRR) forum of Gunung Geulis village has carried out passive mitigation efforts such as making mapping and analysis of disaster risk, even though there is no document compiled. DRR personnel also carry out mitigation and early warning efforts through information through pamphlets, brochures, and other village meetings. In addition, active mitigation efforts have been made by the DRR team.

Abstract

Bencana kebakaran hutan dan lahan di Indonesia menjadi bencana regional dan global, bencana ini hampir terjadi setiap tahunnya di Provinsi Kalimantan Timur, khususnya Kota Balikpapan. Dalam penelitian ini, peneliti menggunakan pendekatan kualitatif. Untuk mengumpulkan data yang konkret, peneliti melaksanakanan teknik pengumpulan data melalui wawancara dan dokumentasi. Bencana kebakaran hutan dan lahan ini mengganggu keamanan nasional dan memperlemah sistem pertahanan negara. Kebakaran hutan dan lahan merupakan ancaman bagi seluruh aspek kehidupan bermasyarakat, berbangsa dan bernegara, dan berdampak negatif pada berbagai aspek kehidupan, seperti gangguan akses transportasi, ancaman kesehatan, dan terhentinya kegiatan sosial masyarakat. Penanganan kebakaran hutan dan lahan berfokus pada penindakan, mengabaikan esensi manajemen bencana bahwa aspek pencegahan atau prabencana harus jadi prioritas. Kapabilitas pemerintah sangat dituntut dalam hal ini, kapabilitas merupakan bentuk dari kemampuan yang harus dimiliki oleh pemerintah dalam menghadapi tantangan dan masalah. Penelitian ini bertujuan untuk menganalisis kapabilitas BPBD Kota Balikpapan dalam mengendalikan kebakaran hutan dan lahan. Sejauh mana tantangan dan hambatan memberi pengaruh dalam kapabilitas dari pemerintah Kota Balikpapan. Peran BPBD Kota Balikpapan akan menjadi tolok ukur pemahaman yang dimiliki pemerintah daerah dalam pengendalian yang telah dilaksanakan selama ini sesuai dengan keadaan dan tantangan yang selalu berkembang.

Abstract

This study discusses the implementation of strategic leadership in dealing with the threat of tsunamis and floods in East Kalimantan Province. The research method used in this study is a qualitative research method with a library approach. The findings of this study are in the concept of strategic leadership, BPBD in regency or city level is a strategic leader who organizes disaster management in East Kalimantan Province. East Kalimantan Province consists of 7 regencies and 3 cities and according to the conditions in the field there are already 9 regencies/ cities that have BPBDs and one district does not yet have BPBDs, namely Mahakam Ulu Regency and assisted by BPBD Samarinda City. In implementing strategic leadership, what strategic leaders need to deal with floods and tsunamis is coordination between various stakeholders in disaster management and collaboration as a form of competence that must be possessed by strategic leaders. In a concrete sense, the activities carried out in dealing with floods in regencies/ cities in East Kalimantan Province have been running and tsunami monitoring is being carried out in collaboration with the Geophysics Station of BMKG of Balikpapan City.

Abstract

Stress is a natural physiological and psychological response to everyday demands, yet chronic stress can impair cognitive functioning, emotional regulation, sleep quality, social interaction, and academic or occupational performance. Access to mental health professionals remains limited and early detection is crucial. To address this issue, this study developed a Depression, Anxiety, and Stress Scale-42 (DASS-42)–based expert system for stress diagnosis using the Certainty Factor (CF) method. A key contribution of this work is the active involvement of licensed psychologists in knowledge elicitation, rule construction, symptom weighting, and iterative validation, ensuring clinical accuracy, reliability, and interpretability. The system underwent functional, usability, and diagnostic testing. Black Box Testing confirmed full feature performance (100%), indicating strong system stability. Usability evaluation using the System Usability Scale (SUS) produced a score of 78.375 (Grade B+, “Good”), with the highest acceptance among students and employees, and lower ratings from users with limited digital literacy. Diagnostic validation using 20 test cases assessed by two certified psychologists yielded an average accuracy of 87.5%, showing strong agreement between system results and expert judgment. These findings demonstrate that CF-based reasoning effectively models clinical evaluation of 13 stress indicators from DASS-42, indicating the system’s feasibility a reliable early stress-screening tool.Keywords— Certainty Factor, DASS-42, Expert System, Mental Health Screening, Stress Diagnosis
