Abstract

This research aims to to know how to influence the motivation of work (external and Internal) in theOffice of Cooperative Peace Subdistrict Tikala then to know the motivations which are the most influential inthe labor productivity of the employees at the Office of Cooperative Peace Tikala Subdistrict. Given theimportance of motivation, then a form of management's attention on the issue of employee motivation inworking is to do business with the way giving motivation in employees in certain business through a series ofcooperative in accordance with the policy of the cooperative, so the motivation of employees in work will bemaintained. To motivate employees, cooperative leader should know the motives and motivations that aredesired by those employees increased productivity is essentially a process terminating an alloy of variousinterests.The methods used in this research is quantitative methods. With the technique of gathering researchlibrary and field research. In the study which became population is thriving, Cooperative Office employee atSub Tikala totalling 54 people. That becomes the variable X (Motivation) and becomes the variable Y(Motivational performance).From the results of the analysis, the results obtained that external motivation (working conditions, agood Boss, Financial and social Assurance) gives influence in the improved productivity performance of thecooperative. While the analysis obtained from internal motivation (a job that is fun, challenging Work, andinteresting work) exert influence in increasing productivity. External and internal motivation effectsimultaneously on performance of employees. This is proven by the regression coefficient of externalmotivation is greater than internal motivation. The influence of motivation in organization of higher employeeto productivity, so as to enhance cooperative targets set. Then recommend to the company in order tomaximize internal motivation. Because when the external and internal motivation is given with a balancedemployee then it is definitely on the rise. The company should pay more attention to external motivation oncommunication between the employee and the employer, when an employee feels comfortable with theautomatic communication of their work productivity increased. A leader should pay attention to the rights ofemployees who perform by giving rewards to motivate employees, satisfying the needs of individuals in theorganization. Employee motivation should be heeded by the leadership, so that the specified targets or in theexpected by the company can be accomplished according to demands of the company.Keys words: Motivation, increased work productivity

Abstract

ABSTRACK The service civil  policy ethics as stipulated in Government Regulation No. 42 Year 2004 on Soul Coaching Corps and the Code of civil servants, establish ethical obligations that must be implemented by civil servants in performing official duties and relationships of everyday life. But in reality there are many civil servants attitude and behavior is not in accordance with the ethical values ​​of civil servants. Starting from these two studies in this meand to determine how the implementation of the civil service ethics policy at the District Secretariat Sula Islands. The method used was a qualitative method. Data sources / informants of this research is purposive sampling of civil servants in the Sula Islands District Secretariat is 5 persons from the leaders / officials concerned and 10 people on staff employee / executive, so the total number of informants there were 15 people. The instrument in this study is the researchers themselves, while collecting the data using interview techniques. Data  analyzed to using qualitative analysis techniques interactive model of Miles and Hubernann. The results on  based of the study conclude: 1). Actions to do by the leadership in connection with the implementation of policies such as the civil service ethics laws and regulations (PP.42 2004), fostering employee awareness, and enforcement of ethics rules is already quite effective. 2) An understanding of the ethics of civil servants are set out in PP.42 2004 (in the state of ethics, organizational ethics, ethics in society, ethics in yourself, and the ethics of others civil servants) is good enough. 3). Application of civil service ethics or practice by employees in the execution of official duties generally been pretty good, but not maximized. This means that the attitude and behavior of civil servants in performing official duties in general is quite in accordance with the ethics of civil servants specified in PP.42 2004. Based on these results the conclusion can be stated as the following suggestions: 1) The enforcement of civil servants in the Secretariat ethics to the District Sula Islands needs to be improved. 2) Understanding of the staff of the Secretariat of the islands of Sula District of ethics of civil servants need to be improved; 3) Application of civil service ethics in the execution of official duties should also be improved in environmental Sula Islands District Secretariat. In this connection it is necessary a high awareness of the employees themselves to adjust the attitude and behavior of the ethical values ​​of civil servants. Abstract

ABSTRACT: Empowering communities in the utilization of the Village Fund Allocation in Liwutung IIvillage sub district Pasan, Southeast Minahasa. Purpose of this study is to know about budget allocation inthe village and how to utilize it, also to know the challenge and opportunity in community empowering.The method of this study is qualitative. The data in the study are primer and secondary. The technic of thestudy are observation, interview and collect some photos of those activities. The data were collect from severalresource and analysis.Result of the study is showing that budget utilizing in Liwutung II village was not going through as rules oflocal government as budget fund utilizing manual. 30% budget allocation is for village operational and 70%is for community development, but the 70% is still not utilize for community empowering.Keywords: Community Empowering, the utilization of the Village Fund Allocation

Abstract

Abstract: The purpose of this study was to determine the ability of government officials in the village of EastHalmahera desa.Penelitian implementation of autonomy affairs is using qualitative methods. The government'sability village visits dar three indicators namely; education, training, and experience. Informants were takenfrom the village government elements Dodaga (village head and village secretary), in the village, the communityleaders / religious / cultural. The total number of informants who were interviewed are as many as 8 people.Collecting data using interview techniques, while the data were analyzed using qualitative analysis interactivemodel of Miles and Hubernann.The results showed: (1) Ability apratur village government Dodaga seen from indicators of education is quitegood, but not optimally. (2) The ability of the government apparatus village seen from the indicators of trainingis not maximized because not breathing is done either from the village administration or support you e heGovernment area . (3) The ability of the government apparatus Dodaga seen from the village of indicatorexperience thus even this is not too maximal.Based on these results ditarikkesimpulan that the capacity of Government officials in the implementation of theaffairs of the village of village autonomy in general has been running well but not maximum Deagan seen fromindicators of education, training, and experience.Based on the results of the research, put forward some suggestions to improve the government's ability toimplement urusan otonomi Dodaga Rural villages, as follows: (1) The village government should be allocatedsufficient budget to finance programs and activities. Abstract

Abstract : The internal environment is the overall factor in the organization and the activities of theorganization. In the study are two main problems, namely the environmental conditions and the level ofemployee performance in organizations. The study tries to show the influence of the organizationalenvironment on employee performance in Tuminting district, Manado city . This study uses a quantitativeapproach with descriptions and explanations. Data sources or respondents of this study are all employeesof the district office Tuminting, numbering 32 people. Data was collected through a questionnaire andengineering survey using observation techniques. Analysis of the data involved using a simple correlationanalysis technique and simple regression. The results of the data analysis: 1.the environmentalorganization at the district offices in Tuminting is based on the opinions of respondents in the categoriesand are likely to be high or medium.2.Employee performance is likely to be low or medium.3.Theregression coefficient of the variable work environment on employee performance is positive andsignificant and the correlation coefficient of determination is also. Based on the results of data analysis itmay be concluded that the environmental organization, working environment is significantly positive inthe office at Tuminting, Manado city. From the conclusion of the study it is suggested that theorganization’s leaders, in particular the leader of Tuminting district, are able to create conditions of acondusive working environment and stimulate morale of the employees and also the need for concreteefforts of local governments to create the conditions for a better working environment.Keywords : Environmental organization, Employees Performance

ABSTRACTThe study aims to determine the function of development planning Siau In District East VillageDistrict Sitaro. This study was conducted by researchers in the district of East Siau Sitaro District, asDistrict of East Siau has the largest population in the area of greatest as well as the character of a pluralisticsociety. Siau sub-district consists of 16 Village / Sub.Researchers using qualitative approach in conducting this study, it can be seen from the proceduresapplied, the procedure that produces descriptive data; greeting; or writing and observable behavior ofpeople (subject) itself.Based on the formulation of the problem the focus of this research is the function Planning RuralDevelopment in Sub Siau East District Sitaro with variable observations include: (a) construction, utilizationand maintenance of infrastructure and environmental Village, (b) construction, utilization and maintenanceof health infrastructure, (c ) Health services Village, (d) construction, utilization and maintenance offacilities and infrastructure of education and culture, (e) Development of productive economic activities aswell as the development, utilization and maintenance of facilities and economic infrastructure, (f) protectionof the environment, (g) of Development civic, (h) Community Development Division.Based on the research results it can be concluded that of all the villages in the district of East Siau hasmade RPJMDesa that has been poured into the village of Regulation respectively, that have gone through thestages of Musdus, village workshops, Musrenbang And Post Musrenbang, based on democratic principles.Keywords: Plan, The Development Village.

Abstract

Abstract: The coordination in the implementation of development carried out by the Head in hiscapacity as head of the administrative area of the District, who was given the task to coordinate theactivities of an operational nature. In conjunction with the coordination function, then Head efforts areundertaken on an ongoing basis can create a good working relationship with a subordinate even toinstitutions / agencies diwilayahnya partners, such as the urban / rural development that support theimplementation. In accordance with the characteristics of the problems examined and the formulationof hypotheses that have been proposed previously, then the relevant quantitative approach to theapplication of the method used descriptive (Nazir 1988; Koentjaraningrat, 1997); and explanatorysurvey (Vredenbreght, 1981). Distribution of respondents as described in Table 3 it can be seen that ofthe 80 respondents were interviewed about the application function camat coordination in theimplementation of the development, there were about 45 or ± 56.3% of respondents stated that theapplication functions camat coordination in the implementation of development in the District Singkilis in the category "medium", 26 respondents or 32.5% were in the category of "high", and theremaining nine respondents, or about 11.3% are in the category of "low". That the application of thecoordination function by Head and success of development (participation, standards of living and selfreliance)in the Regional District of Manado City Singkil can not be achieved optmal.Keywords: Coordination and development success.
