Abstract

This study aims to understand the process of ex-Indonesian migrant workers’ empowerment through the Productive Migrant Village (Desmigratif) program in Arjowilangun Village. In this study, the writers use a qualitative approach because they want to directly observe the empowerment of ex-Indonesian migrant workers (PMI) in Arjowilangun Village. The research type used in this study is a case study. The data collection techniques are observation, interview, and documentation. Desmigratif program has several focused activities. One of them is to develop productive businesses. These productive business activities aim to help the growth of the entrepreneurship spirit of ex-Indonesian migrant workers and improve their confidence and welfare. The purposes and the main focuses of this study are to know and to decipher as follows: (1) various efforts that are done in the empowerment of ex-Indonesian migrant workers through productive business activities; (2) various factors that can support and detain the effort of ex-Indonesian migrant workers’ empowerment in Arjowi-langun Village. The result of this study shows that Desmigratif Program in Arjowilangun Village has run well. Still, the empowerment process of ex-Indonesian migrant workers in Arjowilangun Village is not yet maximum. It is caused by the lack of capital assistance in productive business activities and the minimum knowledge of ex-Indonesian migrant workers about marketing.

Abstract

Indonesia has been sending migrant workers since the 1970s and it is mostly dominated by women who work in the informal and low-skilled sectors such as domestic workers, child and elderly caretakers, or factory workers. The economic issue has become the biggest driving factor for these workers to work abroad, in addition to social and cultural factors. During the COVID-19 pandemic, migrant women experienced significant impacts, especially changes to increasingly longer working hours. This research aims to identify COVID-19 on Indonesian female migrant workers and produce policy recommendations that protect women's work rights. This research design is qualitative research with data collection methods through literature study and in-depth interviews with Indonesian female migrant workers abroad. Based on research results, during the pandemic many Indonesian migrant workers worked longer than the applicable standard working hours, approximately more than 15 hours per day. However, there are no clear rules or forms of protection that guarantee the welfare of Indonesian migrant workers by increasing working hours beyond the established standards.

Abstract

Climate change poses major challenges for vulnerable groups throughout the world, especially women in coastal areas of Indonesia. Climate change presents a complex set of challenges that disproportionately impact vulnerable groups, with women often bearing the brunt of the impacts due to existing socio-cultural norms and unequal access to resources and decision-making processes. In Indonesia, coastal communities face increasing risks from rising sea levels, extreme weather events and coastal erosion caused by climate change. Women, who are often the primary caregivers and resource managers in these communities, bear a disproportionate burden of disasters caused by climate change. They experience increased vulnerability due to socio-cultural norms, limited access to resources, and limited power in making decisions. The impacts of climate change on women in Sendang Biru coastal areas are seen in various forms, including increased economic insecurity, loss of livelihoods, increased health risks, and disrupted access to health facilities. In addition, women's traditional roles as natural resource managers and family caretakers make them vulnerable to environmental degradation and displacement. Integrating an ecofeminist perspective in climate change strategy and mitigation explains how coastal women are exposed to risk, experience vulnerability, face problems in access to health and safety. Abstract

This study analyzes the experiences of female migrant workers from East Java from 1990-2023 through an intersectionality approach. This study aims to explore the experience of gender-based discrimination, migrant status, and media representation of the condition of female migrant workers. Primary data were collected through semi-structured interviews with 10 returning female migrant workers. The analysis was carried out using a thematic approach with the help of NVivo software. The results show that gender discrimination, non-procedural status, and cultural stereotypes are the main challenges faced by female migrant workers. Within the intersectionality framework, this research found several new aspects based on the interview findings: 4 new aspects in representation intersectionality, 6 new aspects in political intersectionality, and 7 new aspects in structural intersectionality. Existing policies are not yet fully responsive to their specific needs, while non-procedural pathways often increase the risk of exploitation. This study concludes that reforming the migration governance system with a gender perspective is very important to improve the protection and empowerment of female migrant workers.

Abstract

Penelitian ini menganalisis pengalaman pekerja migran perempuan asal Jawa Timur pada periode 1990-2023 melalui pendekatan interseksionalitas. Penelitian ini bertujuan untuk mengeksplorasi pengalaman diskriminasi berbasis gender, status migran, dan representasi media terhadap kondisi pekerja migran perempuan. Data primer dikumpulkan melalui wawancara semi-terstruktur dengan 10 pekerja migran perempuan yang telah kembali. Analisis dilakukan menggunakan pendekatan tematik dengan bantuan perangkat lunak NVivo. Hasil penelitian menunjukkan bahwa diskriminasi gender, status non-prosedural, dan stereotip budaya menjadi tantangan utama yang dihadapi pekerja migran perempuan. Dalam kerangka interseksionalitas, penelitian ini menemukan beberapa aspek baru berdasarkan temuan wawancara: 4 aspek baru dalam interseksionalitas representasi, 6 aspek baru dalam interseksionalitas politik, dan 7 aspek baru dalam interseksionalitas struktural. Kebijakan yang ada belum sepenuhnya responsif terhadap kebutuhan spesifik mereka, sedangkan jalur non-prosedural sering kali meningkatkan risiko eksploitasi. Penelitian ini menyimpulkan bahwa reformasi sistem tata kelola migrasi yang berperspektif gender sangat penting untuk meningkatkan perlindungan dan pemberdayaan pekerja migran perempuan
