Abstract

Pelestarian hutan mangrove masih sering mengalami hambatan yaitu adanya keterbatasan waktu yang dimiliki oleh masyarakat pesisir khususnya kaum pria yang harus membagi waktu untuk bekerja mencari nafkah dan melakukan kegiatan pelestarian hutan mangrove. Melihat kondisi tersebut, ibu rumah tangga di wilayah pesisir mulai menunjukkan eksistensinya dalam mengaktualisasikan peran sosialnya dalam rangka pelestarian hutan mangrove. Tujuan dari penelitian ini adalah melihat eksistensi wanita pesisir dalam melakukan pelestarian hutan mangrove di pesisir Pantai Payum yang terletak di Kabupaten Merauke. Pengambilan sampel data penelitian menggunakan teknik purposive sampling. Data yang dikumpulkan dengan cara obeservasi langsung di lokasi kajian, wawancara mendalam (deep interview) dengan teknik analisis kualitatif dan Focus Group Discussion (FGD). Eksistensi wanita pesisir Marind Imbuti dalam pengelolaan willayah pesisir telah ditunjukkan pada tahap perencanaan yang secara aktif memberikan masukan dan saran dalam teknis pelaksanaan kegiatan rehabilitasi hutan mangrove Pantai Payum secara berkelanjutan. Dalam pelaksanaanya, peran wanita pesisir tidak terbatas pada penanaman bibit mangrove saja. Wanita pesisir juga berperan dalam menyiapkan konsumsi untuk keluarganya yang terlibat dalam rehabilitasi hutan mangrove. Pada tahapan evaluasi ini wanita Marind Imbuti juga memberikan penilaian terhadap apa yang mereka lihat dan rasakan pada pelaksanaan kegiatan penanaman hutan mangrove. Keterlibatan wanita pesisir Marind Imbuti dalam pengelolaan wilayah pesisir telah memperilihatkan eksistensinya pada tahap perencanaan, pelaksaan dan evaluasi kegiatan rehabilitasi hutan mangrove.The conservation of mangrove forests is still often hampered by the limited time owned by coastal communities, especially men who have to divide their time to work for a living and carry out mangrove forest conservation activities. Based on these conditions, homemakers in coastal areas began to show their existence in actualizing their social roles in the context of mangrove forest rehabilitation. This study examines the presence of coastal women in rehabilitating mangrove forests on the Coast of payum, Merauke Regency. A sampling of research data using the purposive sampling technique. Data were collected utilizing observation and in-depth interviews with qualitative analysis techniques. Marine Imbuti coastal women in the management of coastal areas have been shown at the planning stage to actively provide input and advice in the technical implementation of sustainable rehabilitation of the mangrove forest of pay Coast. In practice, the role of coastal women is not limited to planting mangrove seedlings. Coastal women also play a role in preparing food for their families involved in mangrove forest rehabilitation. At this evaluation stage, Marind Imbuti women also assessed what they saw and felt in implementing mangrove forest planting activities. Marine Imbuti's involvement in coastal area management has shown its existence in the planning, implementation and evaluation stages of mangrove forest rehabilitation activities.

Abstract

This study aims to analyze the potential and strategic role of the Merauke Archipelago Fisheries Port (PPN) in the national fishing port system, evaluate the performance improvement strategies that have been implemented, and provide data-based recommendations to optimize port performance. The method used is a qualitative case study supported by descriptive quantitative data. Data were collected through in-depth interviews with 25 purposively selected informants, direct observation, document studies, and user satisfaction level surveys. The analysis was carried out thematically for qualitative data and descriptively for quantitative data, with triangulation to increase the validity of the findings. The results of the study indicate that PPN Merauke has strategic potential as the main node for fisheries distribution and export in eastern Indonesia, but its performance is still constrained by limited infrastructure, low integration of managerial, technical, and policy governance, and suboptimal user satisfaction. The strategies that have been implemented, such as service digitalization and infrastructure improvements, have not been fully effective due to the lack of multi-party synergy. This study recommends the need for an integrated approach based on local potential to support the sustainability and competitiveness of ports. These findings are expected to be a reference for policy makers and stakeholders in the development of fishing ports in underdeveloped but potential areas.
