Abstract

This paper aims to analyze the condition of Indonesian comparative advantage, based on internal and external factors analysis. Based on selected industries namely synthetic fiber, pulp and paper, travel goods and photographic and field research from five provinces, there are some lessons need to be done by government. There are threemajor findings from this study. First, there is no improvement in competitiveness without increasing value added and productivity. Second, high local content will help the industries to gain competitiveness. Third, currently, contribution of total factorproductivity and labor productivity are quite low for enhancing competitiveness. The study suggests government needs to develop up stream industries for supporting down stream industries. Further, promoting good and clean governance need to be part ofmicroeconomic reform.Keywords :Comparative advantage, value added, productivity, good and clean governance

Abstract

Land and forest fires and haze have become one of the biggest environmental challenges in the ASEAN region. Indonesia has become the major source of transboundary haze in the region. By mid-September 2014, Indonesia had ratified the ASEAN Agreement on Transboundary Haze Pollution (AATHP). This paper makes two major contributions: first, the paper quantitatively revisits the causes of hotspots in Indonesia; and second, the paper identifies and discusses the national efforts that have been made and policy handicaps that need to be removed. The government needs to focus on rehabilitating critical land, promoting reforestation, and protecting peatland ecosystems. Although there is a trend for the number of hotspots to decline, there are no guarantees that transboundary haze can be eliminated. There is hope that by ratifying the AATHP, Indonesia can have better resources to conduct preventive, mitigating and monitoring activities, but there is a need to develop streamlined coordination, law enforcement, and capacity building at national and local level that can promote common interests in fighting the haze, and land and forest fires.

Abstract

Tulisan pada bagian ini dimaksudkan untuk mendalami bagaimana governance berinteraksi dengan daya saing. Governance perlu mencirikan dan mengkapitaslisasi governance dengan karakteristik unggul yang ada di tingkat budaya para aktor (komunitas) ekonomi, yaitu pemerintah, pelaku usaha dan masyarakat baik dalam lokus global, pusat, dan deaerah. Membangun governance dalam konteks tersebut kami istilahkan sebagai ‘proper governance’. Operasional ‘proper governance’ dalam konteks daya saing diarahkan untuk membangun daya saing yang lebih inklusif dan cooperative. Guna mencapai hal tersebut maka interaksi antara aspek proper governance yang mencakup developmentalist, democratic, socially inclusive dan local content perlu bersinergi dengan aspek daya saing yang mencakup trust and confidence; gradual, balance and specific; and cooperative and collaborative.

Abstract

Analisis sektor industri manufaktur lebih banyak fokus pada evaluasi aspek ekonomi, seperti output, nilai tambah, dan kesempatan kerja, namun tidak banyak studi yang secara simultan mencoba untuk mengombinasikan aspek konsumsi energi dan emisi gas karbon dioksida (CO2) di dalam analisis. Kami mengaplikasikan teori grafik (graph theory) untuk memilih industri dominan. Namun, tidak ada satupun industri yang mendominasi semua kriteria. Hasil ini menunjukan bahwa pro-pertumbuhan tidaklah harus sama dengan pro-lingkungan hidup, bahkan kedua kriteria tersebut dapat saling bertengtangan satu dengan lainnya. Kami berargumentasi bahwa perbedaan dalam hal karakteristik industri menjadi penting diperhatikan dalam menilai kinerja industri. Akhirnya, dalam konsteks intervensi kebijakan, kami menyarankan pemerintah perlu menyiapakan indikator intensitas dan membangun kerangka kebijakan yang lebih menyeluruh untuk memacu efisiensi energi.

Abstract

Tulisan berikut berisikan ringkasan disertasi doktoral yang berjudul Mathematical Modeling Analyses for Investigating the Future Expansion of the Electric Power System in Indonesia. Studi ini memiliki lima tujuan yaitu (i) menginvestigasi sektor ketenagalistrikan sebelum dan setelah program percepatan 10.000 MW tahap I dan II; (ii) menganalisis hubungan antara pertumbuhan ekonomi dan konsumsi listrik; (iii) menyusun model ekspansi tenaga listrik dalam mencapai tujuan minimisasi biaya pembangkit dan minimisasi emisi CO2; (iv) mengaplikasikan model optimasi sistem pembangkit untuk sistem Jawa-Bali; (v) mengusulkan kebijakan guna mencapai sistem pembangkit listrik yang rendah emisi CO2. Studi ini mengkombinasikan dua pendekatan, yaitu ekonometrik dan program linier untuk menjawab kelima tujuan penelitian tersebut.Kata Kunci: Listrik, Pertumbuhan Ekonomi, Emisi CO2, Pembangkit Tenaga Listrik.

Abstract

This study is part of multiyear research on electricity access at remote areas. The end goal of the study is to develop a model of electricity access in remote area. We collected a baseline information as part of quasi experimental study at some villages, in Satar Mese sub-district, East Nusa Tenggara. The baseline data showed three major fnding. First, households with electricity access spent signifcantly less on kerosene. Second, access to electricity increases spending on non-food items signifcantly. Third, because the o? grid SEHEN program is for lighting, we do not obtain strong evidence for a causal relation between electricity access and increases in working hours. We found that access to electricity can improve peoples welfare through increasing spending on food and non-food spending. This mechanism can work because the price of SEHEN is relatively cheaper than kerosene light. Thus, people obtained extra saving on energy spending. In the long terms, we expect, more jobs can be created when electricity production increases.
