Abstract

The application of technology in government has gone global in various countries. The use of communication and information is no longer limited by space and time. One world feels in our hands through electronic devices and internet access. There are so many of them who take advantage of this opportunity to take advantageous opportunities to improve their standard of living. This study aims to analyze the application of a smart city in the city of Semarang, and the things that hinder the application of the smart city concept. This study uses a qualitative descriptive analysis method. This study observes the government's actions in taking a smart city implementation policy. The city of Semarang has a personal branding as one of the big cities in Indonesia which incidentally has many advantages in terms of infrastructure. Semarang in realizing its consistency in building a website that can be accessed by everyone related to smart cities as a form of implementing these policies where on the website there are facilities for smart governance, smart branding, smart economy, smart living, smart society, and smart environment. The implementation of smart city in Semarang City is still undergoing gradual changes and there are still many shortcomings that need to be overcome. The slow implementation process is certainly affected by the existing obstacles both from within and from outside the Semarang City Government.

Abstract

Indonesia implements a presidential-based system so that it is found that the division of power that exists in Indonesia consists of power known as executive power, power known as legislative power, to judicial power to create a balance that exists in Indonesia. All the rules that have been determined can be found in a constitution, but efforts are needed to perfect them, especially with regard to rules to limit a power and policy so that executive power, legislative power, to judicial power can be implemented effectively and efficiently. The method used in this research is the normative method. The purpose of using this method is for the author to carry out an analysis to compile a discussion using a variety of existing theories and carry out practice using the object of implementing the existing government system in Indonesia. Based on the value of policy theory, an institution in Indonesia uses a government system known as presidential, but in reality there is no evidence that Indonesia uses a presidential system when viewed from the power possessed by the Indonesian state. If viewed from the system used, it can be seen that Indonesia applies a system to divide a power that applies in the Indonesian state. This article presents proposals related to suggestions for improving the Indonesian government system from concepts to practices that are implemented efficiently.
