Abstract

The INA-CBGs system in Dr. M. Djamil Padang still has several obstacles and problems related to its implementation. The purpose of this study was to analyze the implementation of the INA-CBGs system using the HOT-FIT method in outpatient Dr. M. Djamil Padang. This research was conducted at Dr. M. Djamil Padang on 20 to 26 June 2019. This type of research uses a qualitative descriptive method with a case study approach. The research informants were the Head of Medical Records, the Medical Records officer in the coding section, the Casemix officer, and the SIMRS officer. The data collection technique is in-depth interviews. Analysis in data processing, namely transcription, reduction, coding, categorization, and themes. The results of this study found that in the implementation of the INA-CBGs system there were still some problems where the system often experienced errors where data did not appear in the software, frequent network disruptions, lack of compliance of officers in data entry and data entry, and no training. The conclusion is the lack of cooperation of officers in filling and inputting patient data, lack of training and socialization related to the importance of completeness of data for the grouping process, SPO applied from the hospital does not exist because there is an SPO implemented by the government, and SIMRS officers must improve system quality and quality. network so that the implementation of the INA-CBGs system runs smoothly. Keywords: implementasion of the INA-CBGs system; Hot-Fit ABSTRAK Sistem INA-CBGs di RSUP Dr. M. Djamil Padang masih terdapat beberapa kendala dan permasalahan terkait pelaksanaannya. Tujuan dari penelitian ini adalah menganalisis pelaksanaan Sistem INA-CBGs Menggunakan Metode HOT-FIT di Rawat Jalan RSUP Dr. M. Djamil Padang. Penelitian ini dilakukan di RSUP Dr. M. Djamil Padang pada 20 s/d 26 Juni 2019. Jenis penelitian menggunakan metode deskriptif kualitatif dengan pendekatan case study. Informan penelitian yaitu Kepala Rekam Medis, petugas Rekam Medis bagian koding, petugas Casemix, dan petugas SIMRS. Teknik pengumpulan data yaitu wawancara mendalam. Analisis dalam pengolahan data yaitu transkripsi, reduksi, koding, kategorisasi, dan tema. Hasil penelitian ini menemukan bahwa dalam pelaksanaan sistem INA-CBGs masih ditemukan beberapa kendala dimana sistem sering mengalami error yang manadata tidak muncul pada software, sering terjadi gangguan jaringan, kurangnya kepatuhan petugas dalam pengisian dan penginputan data, tidak adanya pelatihan. Kesimpulan yaitu kurangnya kerjasama petugas dalam pengisian dan penginputan data pasien, kurangnya pelatihan dan sosialisasi terkait pentingnya kelengkapan data untuk proses grouping, SPO yang diterapkan dari rumah sakit tidak ada karena ada SPO yang diterapkan oleh pemerintah, serta petugas SIMRS harus meningkatkan lagi kualitas sistem dan kualitas jaringan agar pelaksanaan sistem INA-CBGs berjalan lancar. Abstract

Implementation of e-puskesmas in Padang City health centers is expected to contribute to health centers in improving the effectiveness and efficiency of health services. The results of observations of e-puskesmas applications are not in accordance with the needs of health center staff (from registration to reporting). To assess the benefits of implementing an e-puskesmas one of the evaluation methods that can be used is an evaluation based on the user's perception using the PIECES method. This research is a qualitative case study approach. This research was conducted at the Padang City health center from February to May 2018. The informants in this study amounted to 10 people taken by purposive sampling technique, data analysis results of Focus Group Discastion (FGD) will be carried outprocess transcription, data reduction, coding, categories, presentation data and data interpretation. Aspects of Performance input of patient data and response time is faster, in the aspect of information there are still obstacles, namely the resulting report is still limited to LB1 reports, still constrained for data briging with P-care BPJS, on theaspect the economic use of e-puskesmas still does not provide benefits which is large in terms of reporting because there are still data input activities and reporting that must be done manually. In terms ofaspects control, the implementation of e-puskesmas still faces constraints in terms of data security because all officers can access the e-puskesmas with the same user and password. For theaspects of efficiency the e-puskesmas users are still constrained by the workload of recording and reporting that is still done manually to the City Health Office, theaspect service needs to be the development of the modules in the e-puskesmas such as the LB2 to LB 4 reporting menu module. It is necessary to develop a menu / module on the e-Puskesmas system, the need for a data security system by providing login access according to the user level and the need for communication with BPJS related to briging data.

Abstract

Completeness of the Inpatient Examination Form is a problem that often causes complaints in several hospitals. The purpose of this study was to conduct a literature review related to the incomplete analysis of filling in form A, MPP Initial Evaluation and Form B Implementation Notes. The collection method is secondary data, the steps are determining keywords, exploration and title selection, reading articles that have not been eliminated. At that stage, the reference list of selected articles is reviewed to determine other related studies. The articles contained in the summary list The results of the literature review, namely, still found incompleteness in filling out medical record forms, the responsibilities and attitudes of officers in filling out medical record files can be said to be still not optimal. The human resources involved are still lacking, for example the assembling officer also serves the file preparation so that the assembly function is not optimal. Based on the literature review of several related articles, further research is needed on other causes of incompleteness in filling out medical record file forms and the obstacles experienced by doctors in filling out medical record files.
