Abstract

The main role of the government towards the people is to provide services in order to meet the needs desired by the community. Likewise, Dumai Timur District office is demanded to provide quality services for the community. To meet these needs requires good and skilled employee performance in supporting the acceleration of service. In its implementation, there are still complaints from some people about convoluted procedures, the absence of certainty in-service time, and less responsive officers. The purpose of this study was to determine the factors that affect service performance at Dumai Timur District office. The theory used in this research is the theory (Ratminto & Winarsih, 2013)which states there are (13) factors that influence service performance, namely service strategies, client-oriented officers/officers, client-oriented service systems, management commitment, formulation of organizational goals, standardization of tasks, team cohesiveness, person-job suitability, technology-job suitability, control reality, role clarity, role conflict, management level. Respondents in the study were all 29 employees with the census sampling technique. Data analysis used descriptive statistics with the Rating Scale measurement scale. The results of the study in the factors that affect the performance of services at Dumai Timur District office are categorized as quite good, with an average of 2236 (65.90%).

Abstract

Pelayanan merupakan hal yang terpenting dari pelayanan nasional untuk itu semua sumber daya dan sumber dana yang tersedia merupakan faktor penting dalam memberikan pelayanan. Dalam kehidupan bernegara, maka pemerintah memiliki fungsi memberikan berbagai pelayanan publik yang diperlukan masyarakat. Pelayanan yang diberikan dalam bentuk pengaturan ataupun pelayanan-pelayanan lain dalam rangka memenuhi kebutuhan masyarakat. Melalui observasi yang dilakuka, penulis menemukan bebrapa gejala masalah yaitu: Masih kurangnya ketepatan waktu dalam penyelesaian tugas yang telah ditetapkan, dan masih ditemukan keluhan masyarakat mengenai jam kerja Aparatur yang tidak sesuai dengan aturan yang berlaku, sehingga masyarakat harus menunggu untuk mendapatkan pelayanan. Penelitian ini adalah penelitian deskriftif dengan pendekatan kualitatif. Adapun tujuan dari penelitian ini adalah untuk mengetahui Kuliatas Pelayanan Pembuatan Surat Pengantar Kartu Keluarga Pada Kantor Lurah Terkul Kecamatan Rupat Kabupaten Bengkalis.

Abstract

This study aims to analyze the effectiveness of e-government implementation and its impact on public service reform in Indonesia. The rapid development of information technology has encouraged governments to adopt digital-based governance systems to improve service quality. However, various challenges still hinder optimal implementation. This research uses a qualitative approach with a literature review method by analyzing scientific journals, government reports, and policy documents related to e-government. The results indicate that e-government has significantly improved service efficiency, accessibility, transparency, and accountability. Digital-based services enable faster administrative processes and reduce bureaucratic complexity. However, the effectiveness of implementation is still uneven due to limitations in technological infrastructure, human resource competencies, and digital literacy among the public. In addition, system integration between government institutions remains a major challenge. The study concludes that e-government plays a crucial role in supporting public service reform, although continuous improvement is required to ensure equitable and optimal implementation. Strengthening infrastructure, improving human resource capacity, and enhancing system integration are essential strategies for maximizing the benefits of e-government in Indonesia.

Abstract

Policy administration reform is an important part of efforts to improve the quality of government administration, especially within the framework of Indonesia's state administrative system. This study aims to analyze how policy administration reform is implemented at the Dumai City Environmental Service, as well as identify supporting and inhibiting factors. This research uses a qualitative approach with a descriptive method, through data collection techniques in the form of interviews, observations, and documentation. The results of the study show that policy administration reforms have been carried out through changes in organizational structure, improvement of technology-based service systems, and simplification of work procedures. However, its implementation has not been running optimally because there are still obstacles in the aspect of human resources, budget limitations, and low community participation in environmental management. Therefore, efforts are needed to strengthen institutions and increase the capacity of the apparatus to realize a more effective and responsive state administration system.

Abstract

The development of information and communication technology (ICT) in Indonesia has driven significant transformation in the state administrative system, particularly in the implementation of digital-based public services. This study aims to analyze the role of the state administrative system in improving the quality of public services in the digital era, as well as to identify the challenges and solutions encountered. The method used is a library research approach by examining various relevant scientific literature sources, such as journals, books, official reports, and applicable regulations. The results of the study indicate that the implementation of digital technology through the concept of e-government is able to enhance the effectiveness, efficiency, transparency, and accountability of public services. This is reflected in the increasing use of digital services by the public, along with improvements in a more modern and structured bureaucratic system. However, the implementation of digitalization still faces several challenges, including infrastructure gaps, limited human resource competencies, and the lack of optimal integration between government systems. Therefore, strengthening the state administrative system is necessary through improving the quality of human resources, developing technological infrastructure, and formulating adaptive policies to support the success of digital transformation in public service delivery.

Abstract

The high unemployment rate in Indonesia is a problem that has a wide impact on the social and economic conditions of the community. The increase in the number of labor forces that is not balanced with the availability of jobs requires strategic efforts from the government, one of which is through the implementation of job training programs. This program not only aims to improve the competence of the workforce, but is also a form of public service that must be carried out in a quality manner. This research aims to analyze the quality of public services in the implementation of job training programs at the Dumai City Manpower Office. This study uses a descriptive qualitative approach with data collection techniques through observation and documentation. The analysis was carried out using the SERVQUAL concept which includes five dimensions, namely tangibles, reliability, responsiveness, assurance, and empathy. The results of the study show that the quality of public services in job training programs in general is in the category of quite good. The aspects of reliability, responsiveness, and assurance show good performance, characterized by the implementation of structured programs, the suitability of training materials with the needs of the job market, and the competence of instructors who provide quality assurance of training. However, in the aspect of tangibles and empathy, obstacles are still found, especially the limited facilities and training capacity that have not been able to reach all job seekers, so that it has an impact on uneven access to services. Thus, it can be concluded that even though the job training program has been run in accordance with procedures, the quality of services provided still needs to be improved, especially in terms of equitable access and optimization of training capacity, in order to provide wider benefits to the community.

Abstract

This study aims to uncover the role of educational planning in improving education quality, emphasizing the importance of a focused and sustainable strategy at the educational unit level. This study employed a literature review method, reviewing various sources, including previous research, educational policy documents, and school performance reports. Through descriptive analysis, this study sought to understand the extent to which educational planning effectively supports educational quality improvement. The study's findings indicate that educational planning, in general, is not fully oriented toward comprehensive educational goals. However, improvements in educational quality have begun to be evident through various efforts by school principals to improve the learning process and school management. The main obstacles to educational planning include a lack of administrative staff skilled in strategic planning and limited supporting resources. This study also found that quality improvement measures have been implemented, including recruiting teachers with appropriate competencies, providing training to enhance learning quality, and periodically procuring facilities and infrastructure. In conclusion, educational planning plays a crucial role in promoting educational quality improvement, but it requires strengthening the capacity of planners and more comprehensive policy support for optimal and sustainable implementation.

Abstract

The Smart Indonesia Card (KIP) program is a public policy designed to expand access to education for children from underprivileged families and realize equal distribution of learning opportunities throughout Indonesia. This study aims to analyze the effectiveness of the implementation of the KIP policy in reducing the dropout rate and review the supporting and inhibiting factors in its implementation. The method used is a literature study with a descriptive qualitative approach, referring to Mustari's public policy theory in Suaib et al. (2022) which highlights four main elements: Input, goals, instruments, and impact. The data was obtained through a review of scientific journals, official government reports, and national news related to the implementation of KIP. The results of the analysis show that the KIP policy plays an important role in reducing the dropout rate and increasing educational participation, especially in urban areas. However, the effectiveness of the program still faces obstacles in the form of inaccurate recipient data, delays in disbursement of funds, and limited educational infrastructure in the 3T area. The positive impact can be seen from the increasing public awareness of the importance of education and the opening of opportunities for equal access to learning. In conclusion, KIP is a socially effective policy but is not fully optimal in terms of administration and technology. Strengthening the integrated data system, increasing digital literacy, and adjusting the nominal amount of assistance are strategic steps to increase sustainability and equitable distribution of program benefits.
