Abstract

Kementerian Keuangan telah mengalokasikan tunjangan profesi guru dan tambahan penghasilan guru masing-masing sejak 2010 dan 2009. Tambahan penghasilan dan tunjangan tersebut diharapkan dapat meningkatkan kesejahteraan, kompetensi, dan profesionalisme guru sehingga dapat meningkatkan capaian pembelajaran siswa. Penelitian ini bertujuan untuk mengetahui hubungan tunjangan profesi guru dan tambahan penghasilan guru terhadap capaian pembelajaran siswa SMP Negeri di Indonesia tingkat kabupaten/kota tahun 2018-2019. Penelitian ini menggunakan analisis data panel. Hasil penelitian menunjukkan bahwa realisasi tunjangan profesi guru berhubungan positif dengan capaian pembelajaran siswa SMP Negeri. Sedangkan tambahan penghasilan tidak ada hubungannya. Variabel kontrol yang berhubungan dengan capaian pembelajaran siswa adalah rasio siswa-guru, persentase guru berpendidikan minimal sarjana, produk domestik regional bruto per kapita, dan angka harapan hidup. Sedangkan yang tidak berhubungan adalah rasio siswa-rombongan belajar dan persentase penduduk miskin. Tunjangan profesi guru secara tidak langsung meningkatkan capaian pembelajaran siswa melalui peningkatan kompetensi dan kinerja guru. Dengan koordinasi pemerintah pusat dan daerah untuk meningkatkan realisasi anggaran tunjangan profesi guru, diharapkan akan meningkatkan kompetensi guru yang pada gilirannya akan meningkatkan capaian pembelajaran siswa.

Abstract

Since 2009, the Indonesian government has fully allocated 20 percent of its budget on education. Though the increase of financial resources has led to an improvement of the access to education, challenges on the quality of education persist. By employing a cross-districts analysis in Indonesia during 2010–2015, this study aims to analyze the impact of government spending on the adjusted-national examination scores at the junior secondary education. This study shows that the central and local government spending have no significant impact on the scores. Whereas, the central government spending on teachers, and the socioeconomic factors such as poverty and health are significant determinants.AbstrakSejak 2009, Pemerintah Indonesia telah dapat mengalokasikan 20 persen anggaran untuk pendidikan. Peningkatan anggaran di sektor pendidikan yang signifikan di satu sisi telah meningkatkan akses pendidikan, tetapi di sisi lain masih terdapat tantangan terhadap kualitas pendidikan. Studi ini bertujuan untuk menganalisa dampak belanja pemerintah terhadap nilai ujian nasional SMP dengan menggunakan analisa cross-section di kabupaten/kota Indonesia pada tahun 2010–2015. Studi ini menunjukkan bahwa belanja pemerintah pusat dan daerah tidak mempunyai dampak yang signifikan terhadap nilai ujian nasional SMP. Akan tetapi, transfer pemerintah pusat untuk guru serta kondisi sosial ekonomi seperti kemiskinan dan kesehatan merupakan faktor yang signifikan.Kata kunci: Pendidikan; Belanja Pemerintah; Hasil Pembelajaran; Kabupaten/Kota; IndonesiaJEL classifications: H75; I22

Abstract

To improve the quality and competitiveness of human capital and correspond to the Sustainable Development Goals (SDGs) 4 especially target 4.3, to ensure equal access for all women and men to affordable and quality technical, vocational and tertiary education, Indonesia has been focusing on improving the quality of secondary education. However, empirical data and previous research showed that secondary school graduates in Indonesia face high unemployment and income differences, especially vocational school graduates. The quality of secondary high schools plays an important role in determining the years of schooling of the graduates and indirectly impacts labor market outcomes. Using longitudinal panel data at the individual level from the Indonesia Family Life Survey (IFLS) of 2000, 2007, and 2014; and applying education production function and Mincer earning equation, this study finds that the difference in wages between graduates of general and vocational high schools is not statistically significant despite the school quality. However, analyzing within the vocational high schools shows that better quality of vocational high schools increases years of schooling of its graduates as they can access tertiary education, and subsequently increases their performance in the labor market. This finding indicates that policies to improve school quality, especially vocational high schools, should be enhanced.

Abstract

Since 2013, the Indonesian government has established the Universal Secondary Education (PMU) program or 12-year compulsory education. In line with the program, the central government transfers School Operational Assistance (BOS) funds to formal secondary schools, which is expected to free or lower the school fees. However, until 2019, the Net Enrollment Rate (NER) for secondary education did not reach the target set in the 2015-2019 strategic plan. It is estimated that around 3.2 million children aged 16-18 are out of school, which indicates that there are barriers to accessing secondary education in Indonesia, especially school fees. This study aims to analyze the effect of BOS on the fulfillment of access to secondary education in Indonesia as measured by changes in the NER for Senior High Schools (SMA) and Vocational High Schools (SMK). Since 2017, the authority of SMA and SMK in Indonesia has been decentralized to the provincial government. This study applies the Fixed Effect estimation method to panel data of 34 provinces in Indonesia from 2017 to 2021. The estimation results show that SMA/SMK BOS does not affect changes in the NER of SMA/SMK. This result is, among others, due to a relatively small amount of BOS funds compared to the operational costs of secondary schools and the weak accountability of local government for managing BOS funds. Therefore, the government needs to allocate more educational budget, especially for secondary schools, and intensively monitor and evaluate the use of BOS funds and other education budgets.

Abstract

This study aims to analyze the effect of government budget for education consisting of regional funds and regional transfers on the quality of basic education in Indonesia as measured by the Education Quality Mapping (EQM) score. This study uses a cross-section regression method for 392 districts/cities in Indonesia. Based on the results, for both primary and junior secondary schools, local funds are statistically insignificant in influencing the PMP score. However, regional transfers significantly and positively affect the PMP score. Although not affecting the total PMP score for primary schools, regional funds significantly affect the PMP score through the standard of educators and education personnel (PTK); standard of facilities and infrastructure (sarpras); and standard of financing. As for junior secondary schools, regional funds affect the PMP score through the PTK standard. In addition, for regional transfers, at the primary level, regional transfers affect the PMP score through PTK standards, sarpras standards, management standards, financing standards, content standards and graduate competency standards (SKL). Meanwhile, at the junior high school level, regional transfers affect PMP scores through PTK standards, management standards, financing standards, assessment standards, content standards and SKL standards.

Abstract

Digital innovation holds a crucial position in enhancing the quality of the education ecosystem in Indonesia. This study assesses the impact of a specific digital innovation in education—the online school admission process (PPDB)—on the participation of students from poor families at the high school level in the Provinces of DKI Jakarta and West Java between 2015 and 2019. Using the Difference-in-Difference method, the research compares regencies/cities that adopt online PPDB with the control variables of the regencies/cities that do not adopt. The findings reveal that the implementation of online PPDB at the high school level led to a 3.28% increase in the school participation of poor students compared to regencies/citiesthat do not implement the online PPDB. Given the significant role of digital innovation in elevating Indonesia's education ecosystem, digital innovation is expected to increase, particularly those facilitating accessible education for the less privileged. However, there are several obstacles still experienced by parents or students regarding the implementation of online PPDB for high school admissions. Future research is encouraged to broaden the sample size, encompassing more provinces, to yield more comprehensive and robust results.
