Abstract

Pendidikan merupakan faktor utama dalam membangun daerah bahkan bangsa, sehingga tinggi rendahnya indeks pendidikan memberikan salah satu indikator dalam kemajuan suatu daerah. Kabupaten Tangerang merupakan salah satu wilayah di Provinsi Banten yang memiliki pertumbuhan indeks pendidikan yang relatif rendah. Oleh karena itu penting adanya analisa untuk mengetahui faktor penyebab dari masalah rendahnya indeks pendidikan. Tujuan dari penelitian ini adalah mengetahui dampak rendahnya indeks pendidikan dan merumuskan upaya peningkatan indeks pendidikan. Metode yang digunakan pada penelitian ini adalah kualitatif dengan pendekatan Phenomology. Hasil dari penelitian menunjukan bahwa ada tiga permasalahan yang menjadikan rendahnya pendidikan di kabupaten Tangerang. Pertama, permasalahan internal orang  tua dan anak sekolah. Dalam hal ini terdapat masalah: Terdapatnya anak yang putus sekolah dan sebagian besar anak hanya mengikuti pendidikan sampai SMP/MTS ataupun SMA/Madarasan Aliyah. Kedua, permasalahan pemerataan pendidikan bagi semua masyarakat. Terkait dengan pemerataan pendidikan: Kurangnya kuantitas dan kualitas guru di pedesaan, Kurangnya sarana  fasilitas sekolah di pelosok desa, kurangnya mutu pendidikan di ekolah swasta, serta jurangnya manajemen sekolah swasta. Ketiga permasalahan yang terkait dengan efektifitas penyelenggaraan progam pemerintah di bidang pendidikan yakni Program BOS dan KIP yang  belum efektif serta Program Kerjar Paket A,B,C belum efektif.  Kesimpulan dan rekomendasi dari penelitian ini adalah pentingnya ada sinkronisasi program pemerintah dalam pendidikan dengan kebutuhan masyarakat dan melakukan evaluasi terhadap kebijakan pendidikan yang telah berjalan di kabupaten Tangerang.

Abstract

The emergence of the Covid 19 virus in 2019 has presented a big challenge for local governments in carrying out compulsory education affairs through the achievement of the Minimum Service Standards (SPM) in 2020. So, in 2020, the government made several policies in handling Covid 19, one of which is refocusing the budget from a predetermined budget. The purpose of this study was to see the achievement of the Education (SPM) in 2020 during the Covid 19 transition in the South Tangerang City Government, through a qualitative case study method with the CIPP approach model. The results showed that the South Tangerang City Government had succeeded in achieving two targets for Minimum Service Standards (SPM) for Education in 2020 (the indicators for Basic Education and Equality Education), by implementing performance effectiveness and changing the budget structure in the third quarter after budget refocusing. The achievement indicators for Early Childhood Education (PAUD) were not on target because the people of South Tangerang choose PAUD schools in Jakarta as their place of work. The conclusion from the research was that the South Tangerang City Government has succeeded in carrying out work effectiveness during the COVID-19 transition by refocusing the budget through the effectiveness of employee performance and replanning the 2020 work program

Abstract

Education in the 21st century requires not only content mastery but also the development of higher-order thinking skills to address complex global challenges. This study investigates the effects of STEM Project-Based Learning (PjBL) and students’ critical thinking on creativity in English language learning. Employing a mixed methods approach with an explanatory sequential design, the study first gathered quantitative data through surveys and tests, followed by qualitative data from interviews and classroom observations. The participants consisted of 200 Grade X students from two senior high schools in Serang City, selected through purposive sampling. The quantitative findings revealed that both STEM PjBL and critical thinking significantly influence student creativity, with strong positive correlations (r = 0.867 and r = 0.889) and moderate effect sizes (Cohen’s d = 0.516 and 0.505). The qualitative data supported these findings, highlighting students’ increased engagement, collaboration, and reflective thinking during project implementation. These results suggest that integrating STEM-based projects in English learning can effectively foster critical and creative thinking skills, offering a promising interdisciplinary approach to language education. The study contributes to current literature by demonstrating the combined impact of PjBL and critical thinking in a language learning context, an area often overlooked in prior research. The findings hold practical implications for curriculum designers and educators seeking to promote 21st-century competencies through integrated, student-centered instruction.
