Abstract

Salah satu tantangan yang dihadapi dari kebijakan yang tertuju pada desa adalah problem kesiapan dikarenakan pemerintah desa selaku pengelola/pelaksana dari kebijakan Alokasi Dana Desa (ADD) ini akan memiliki andil yang sangat besar dalam menyukseskan atau bahkan menjadi penyebab kegagalan kebijakan yang tertuju ke desa. Sehingga pemerintah desa harus memiliki sumber daya dan pengetahuan yang cukup dalam melaksanakan kebijakan alokasi dana desa yang akan menentukan keberlangsungan pelayanan kepada masyarakat. Tujuan penelitian ini untuk mendeskripsikan dan menganalisis Implementasi Kebijakan Alokasi Dana Desa di Desa Sumengko dan Desa Jembul Kecamatan Jatirejo Kabupaten Mojokerto. Adapun penelitian yang digunakan menggunakan metode kualitatif. Penelitian ini menggunakan model yang dikembangkan oleh Merilee S. Grindle. Model ini berangkat dari ide dasarnya adalah bahwa setelah kebijakan ditransformasikan, dilakukan implementasi kebijakan. Keberhasilannya ditentukan oleh derajat implementability kebijakan tersebut, menyangkut isi dan konteks implementasinya. Isi suatu kebijakan mencakup : Kedudukan pembuat kebijakan; Kepentingan yang terpengaruhi oleh kebijakan; Siapa pelaksana program; Derajat perubahan yang diinginkan; Jenis manfaat yang dihasilkan; dan Sumber daya yang dikerahkan. Isi dari suatu kebijakan tersebut disinkronisasikan dengan kondisi riil yang ada di desa penelitian yang mana peneliti menyimpulkan bahwa Implementasi kebijakan alokasi dana desa dalam kegiatan belanja aparatur dan operasional pemerintahan desa di Desa Jembul dan Desa Sumengko Kecamatan Jatirejo belum dapat mencapai tujuan sesuai dengan yang diharapkan. Faktor usia dan Faktor SDM mempengaruhi kinerja dari Aparatur Pemerintah Desa Sedangkan dalam kegiatan pemberdayaan masyarakat di Desa Jembul belum sesuai dengan tujuan yang diharapkan. Hal ini disebabkan karena alokasi dana desa yang terlalu kecil. Kepala Desa memprioritaskan penggunaan alokasi dana desa pada kegiatan pemberdayaan masyarakat yang lebih urgent dan memiliki dampak positif yang tampak pada masyarakat. Sehingga dapat disimpulkan bahwa peningkatan sumber daya aparatur Pemerintah Desa dan peningkatan jumlah besaran Alokasi Dana Desa adalah kunci kesuksesan dari Implementasi Kebijakan Alokasi Dana Desa.Keywords: Pemerintahan Desa, Implementasi, Kebijakan, Alokasi Dana Desa,

Abstract

The Tuition-Free and Good Quality Education Program in East Java is a policy formed by the current Governor of East Java (Khofifah Indar Parawansa) as realization of political promises. Reviewing the background to the policy formulation process and reviewing from side of the regional legal product is felt to be able to provide a meaningful picture and input for interested parties. In addition, it can also be one of the reading materials. This study uses the systematic literature review method. The results of the study show that the policy formulation process has proceeded sytematically. However, when viewed from the regional legal product, there are aspects that need to be reviewed so that the formulation of this policy will be even better if it is decided to be continued by the new Governor in the next period.

Abstract

Implementation is part of the public policy cycle due to political decisions in an organization. Implementation describes the intention and objective of government policy to the public. The success rate of policy implementation depends on the implementer. The regime change from New Order to Reformation Era allows the government to establish a new administrative area. In addition, regional autonomy policies change due to regional demands and a strong influence of culture and customs. Regional expansion paid attention to the principles of autonomous boundaries and community welfare of the new administration area. Regional expansion refers to the geography, community, efficiency, managerial, technique, and social principles. Furthermore, regional expansion incorporated culture and customs due to differing cultures inside a region, encouraging the community to govern their region within the framework of the Republic of Indonesia. Maluku Utara is one of the Indonesian provinces that separated from Maluku Province. The Government established Maluku Utara as a new province as a response. Halmahera Selatan is one of the regencies in the Maluku Utara province, which possesses a strong influence on Bacan Sultanate culture and customs. In addition, Halmahera Selatan has a low development rate compared to other regions, except for human resources and infrastructure.

Abstract

The government through the Department of Manpower and Transmigration issued an empowerment program for ex-migrant workers. The program was implemented by The Department of Manpower and Transmigration of Tulungagung Regency based on PERKA BNP2TKI Nomor 04 tahun 2017 related to the empowerment of Indonesian migrant workers. There were 3,867 migrant workers from Tulungagung Regency in the year 2017. The empowerment program focused on the establishment of productive and entrepreneurial businesses, but still considered the potential of each region.The implementation of the empowerment program was still focused on two desmigrative villages in Tulungagung Regency, namely Betak Kalidawir and Mirigambar Sumbergempol, with the majority of the populations work as migrant workers. The background of the empowerment program for ex-migrant workers is the condition that ex-migrant workers in Tulungagung when returning to their regions didn’t have jobs and triggered to return to work abroad again. The purpose that the skills and capital by ex-migrant workers can be used effectively and maximally. So that when returning to the area, ex-migrant workers have jobs and open jobs. In this study, the authors used a qualitative research method with a descriptive approach. The data were collected through interviews, observation, and documentation for further analyzed by using interactive analysis model Miles, Huberman and Saldana  (2014). The findings obtained are that the implementation of the program has not been running optimally. The findings obtained that the implementation hasn’t run optimally, especially with several strategies and requirements set by the organization that haven’t been carried out maximum.

Abstract

The existence of the COVID-19 outbreak as a global pandemic is a health problem in all countries in the world, including Indonesia. This problem occurs suddenly and the impact has never been predicted which is multidimensional, resulting in an uncertain situation. In the social aspect, the existence of this pandemic has increased social problems, such as an increase in the unemployment rate and an increase in the national poverty rate. For this reason, the government has made a number of policies in the context of social protection through social safety nets, one of which is the Village Fund Direct Cash Assistance (BLT) program. The purpose of this study was to determine and analyze the implementation of the Village Fund BLT policy as social protection for the poor who are socio-economically affected by Covid-19. This research uses qualitative research with a descriptive approach. The results showed that there were still a number of problems in the implementation of the Village Fund BLT policy, including the problem of data availability and the readiness of related government institutions. For this reason, an up to date social assistance data collection system and more guidance to the village government are needed to be able to manage the Village Fund BLT system. With this research, it is hoped that it can become a material for evaluating the government in providing social protection in an accountable, effective and targeted manner.

Abstract

The Stunting Reduction Acceleration Program is a national priority program in intervening stunting throughout Indonesia including Tana Toraja district as the highest stunting prevalence district in South Sulawesi. Based on the 2022 Electronic Application for Community-Based Nutrition Recording and Reporting (e-PPGBM), Tana Toraja district is the third highest stunting district in South Sulawesi province and the second highest stunting district based on the 2022 Indonesian Nutrition Status Survey (SSGI) results. The results showed that stunting prevention education through the accelerated stunting reduction program at the Office of Women's Empowerment, Child Protection, Population Control and Family Planning of Tana Toraja Regency has been carried out optimally based on the results of data analysis using three indicators from Soren C Winter, namely inter-organizational behavior, implementor behavior or lower-level bureaucracy and target group behavior. Indicators of inter-organizational behavior and indicators of implementor behavior or lower-level bureaucracy are carried out, but indicators of target group behavior are not optimally implemented due to the fact that there are still some people who refuse to receive assistance and participate in program activities because they consider stunting a disgrace and it was found that there are still some people who stunt their children who are not stunted with the motivation to get food assistance. This study uses a qualitative research method with a descriptive approach with the research objective to determine the extent of the implementation of the accelerated stunting reduction program at the Tana Toraja District Health Office.

Abstract

The Influence of Organizational Innovation on the Achievement of Key Performance Indicators (Study at the Banyuwangi Regency Fisheries Service). The fisheries sector is a key focus of the government to boost non-oil exports, create jobs, generate foreign exchange, and improve nutrition. However, many coastal communities involved in fisheries still face poverty that needs targeted solutions. One effective effort is implementing measurable organizational innovation. This study analyzed the impact of such innovations on key performance indicators (IKU) at the Banyuwangi Regency Fisheries Service. Using a quantitative associative method, data were gathered through surveys, interviews, and observations involving employees, fishermen, and fish farmers. The results showed that innovations like streamlining procedures, adopting digital technology, and strengthening community collaboration significantly improved fisheries production and fish consumption as performance indicators. These findings confirm that organizational innovation effectively enhances public service quality in the fisheries sector.

Abstract

Collaborative governance has become a crucial paradigm in complex disaster management, yet its implementation at the local level in Indonesia still faces various challenges. This study aims to comprehensively analyze the collaborative governance process in disaster mitigation management orchestrated by the Regional Disaster Management Agency (BPBD) of Batu City. Using a qualitative case study approach and the theoretical framework of the collaborative process by Ansell and Gash (2007), this research dissects the dynamics of cross-sectoral interactions. Data were collected through in-depth interviews with 13 key stakeholders from BPBD, related Regional Government Organizations (OPD), the Indonesian Red Cross (PMI), and the Disaster Risk Reduction Forum (FPRB), as well as through observation and document analysis. The findings reveal that the collaboration process in Batu City substantively operates through the five dimensions of the Ansell and Gash model: (1) Face-to-Face Dialogue is institutionalized through formal forums and accelerated by informal digital platforms; (2) Trust Building is catalyzed by facilitative leadership and intensive communication; (3) Commitment to the Process is manifested through routine activities and strong community participation; (4) Shared Understanding has been established at the community level but remains hindered by sectoral egos at the OPD level; and (5) Intermediate Outcomes, such as the formation of an active FPRB and shared knowledge products, have strengthened the legitimacy and momentum of the collaboration. This study concludes that while the collaborative model is effective at the operational and community levels, structural challenges at the bureaucratic level, particularly sectoral egos and human resource capacity gaps, are major impediments. The contribution of this article is to provide empirical validation and elaboration of the Ansell and Gash model in the Indonesian disaster context and to offer policy recommendations for strengthening local disaster governance. ‎

Abstract

In the interaction of industrial relations, there will be differences in thinking between the company management and workers that can cause industrial relation disputes. Such conflicts are commonly known as industrial relations disputes. In this regard, it is expected that the government be able to create a good environment in the industrial sector in order to resolve conflicts or disputes that occur in industrial relations or minimize possible conflicts by linking to relevant agencies in the employment sector. Efforts and supports are necessary to resolve industrial relations disputes/conflicts for the continuity of the company's business, the life of workers and their families, and the stability of the national economy. This study is aimed at describing and analyzing 1) conflict management in the process of dispute resolution in Industrial Relations in Pasuruan Regency and 2) the role of the Manpower Agency in resolving industrial relations in Pasuruan Regency in the perspective of Conflict Management.
