Abstract

This research purposes are to analyse the intra-regional disparity and economic growth In East Java's region, the potential sectors to be developed, and to classify regions and sector in East Java based on its economic growth and per capita income. Methods that being used are economic growth analysis, Location Quotient (LQ), Shift-share, Sectoral Typology, Williamson Index, Theil Index, Pearson Correllation and Kusnetz hypothesis. The number of disadvantaged area in East Java also has to be addressed, which has reached 23 regions. Intra-regional economic disparity in 2008-2012 is above 0.5 (0,4295) and continously increasing. Meanwhile, Kuznets 'U' curve, which interpret the relationship between economic growth and disparity, is proven as unapplicable in East Java (sig-2 tailed correlation 0,160 with Williamson index and 0,257 Theil index). Recommendation to minimize the intra-regional income disparity in East Java is to apply the policy to put the disadvantaged region as the priority for the development. Abstract

The main objective of this study is to map out the various stakeholders involved in the 2024 Elections as a proactive measure aimed at significantly enhancing the political participation of the community. Conducted using qualitative research methodology, this study focuses on the collection and analysis of secondary data to generate accurate and relevant information about the involved stakeholders. The mapping results reveal the distinct and crucial roles played by different entities in the election process. The central and regional governments serve as 'contest setters', establishing the context and rules for the elections. Then, there are the General Election Commission (KPU), Election Supervisory Agency (Bawaslu), Non-Governmental Organizations (NGOs), media, and political parties, all acting as 'Players'. Furthermore, the officially nominated candidates and running mates are the main subjects of the election, designated as 'Subjects', while the general voting population is categorized as the 'Crowd'. These findings provide significant and in-depth insights into the dynamics and structure of stakeholders in the 2024 Elections, proving crucial for planning and implementing effective policy strategies designed to boost the political participation of the community.

Abstract

The existence of the COVID-19 outbreak as a global pandemic is a health problem in all countries in the world, including Indonesia. This problem occurs suddenly and the impact has never been predicted which is multidimensional, resulting in an uncertain situation. In the social aspect, the existence of this pandemic has increased social problems, such as an increase in the unemployment rate and an increase in the national poverty rate. For this reason, the government has made a number of policies in the context of social protection through social safety nets, one of which is the Village Fund Direct Cash Assistance (BLT) program. The purpose of this study was to determine and analyze the implementation of the Village Fund BLT policy as social protection for the poor who are socio-economically affected by Covid-19. This research uses qualitative research with a descriptive approach. The results showed that there were still a number of problems in the implementation of the Village Fund BLT policy, including the problem of data availability and the readiness of related government institutions. For this reason, an up to date social assistance data collection system and more guidance to the village government are needed to be able to manage the Village Fund BLT system. With this research, it is hoped that it can become a material for evaluating the government in providing social protection in an accountable, effective and targeted manner.

Abstract

Today, public demand for effective, efficient and inclusive services to the government is getting higher and requires a change in the way the government works by innovating in providing inclusive services. The inclusiveness of public services is defined as the provision of services to the public in general, whether or not they have special needs, which are organized into a systemic unit in order to provide opportunities for the development of their potential. One of the innovations made by the Malang City Government in realizing inclusive services is the Braille Corner Service (Lapo Bra). This program was taken as a step to realize the spirit of equality for all citizens in obtaining rights in the fields of literacy and education. The purpose of this study was to identify and analyze the government's efforts in providing literacy services for persons with disabilities in the city of Malang. This study uses the Systematic Literature Review (SLR) research method of identifying, reviewing, evaluating, and interpreting all available research topics of interest to phenomena. The results of the study indicate that there have been fulfillment of inclusive service aspects from Lapo Bra services in Malang City. It still needs to be further developed towards adaptive services.

Abstract

Pelatihan Administrasi Keuangan dan Kesekretariatan bagi Generasi Z adalah langkah penting untuk mempersiapkan mahasiswa dalam organisasi kemahasiswaan dan kontribusi pembangunan masyarakat. Melalui metode ceramah dan pendekatan andragogi, pelatihan dilaksanakan di Villa Cahaya Claket dengan hasil yang menunjukkan peningkatan signifikan dalam pemahaman, keterampilan, dan kepercayaan diri peserta. Pelatihan ini juga berhasil membangun jaringan sosial yang kuat di antara peserta, dosen, dan praktisi yang terlibat. Saran untuk pengembangan program berkelanjutan, diversifikasi metode pembelajaran, dan pengukuran teratur diharapkan meningkatkan efektivitas dan dampak positif pelatihan pada Generasi Z. Kesimpulannya, investasi dalam pengembangan keterampilan administratif bagi mahasiswa penting untuk membangun generasi siap menghadapi tantangan masa depan. Financial Administration and Secretarial Training for Generation Z is an important step to prepare students to participate in student organizations and contribute to community development. Through lecture methods and an andragogy approach, training was carried out at Villa Cahaya Claket with results showing significant improvements in participants' understanding, skills, and self-confidence. This training was also successful in building a strong social network among the participants, lecturers, and practitioners involved. Suggestions for sustainable program development, diversification of learning methods, and regular measurement are expected to increase the effectiveness and positive impact of training on Generation Z. In conclusion, investment in developing administrative skills for students is important to build a generation ready to face future challenges.

Abstract

The application of Evidence-Based in policy formulation and development planning in Indonesia is still new and important to be implemented to reduce the dominance of political interests and prioritize public interests in the policy-making process. The implementation of evidence-based policy is an urgency in the regional development planning agenda, especially in Tuban Regency. This study aims to understand the evidence-based policies that have been implemented in the RPJMD of Tuban Regency for 2021-2026. This type of research is descriptive qualitative research with a secondary data analysis method. The results showed that this planning document has implemented evidence-based planning development in Tuban Regency. However, the quality of evidence still needs to be improved, especially at the top level, which are the use of research and scientific articles to be considered in determining regional development policies. Evidence-based development can improve the accuracy of development programs and increase the effectiveness of policy implementation in implementing public services. With the awareness and willingness to implement evidence-based policy, stakeholders can use data and information as evidence that is more focused, concrete, grounded, and sensitive to society issues.

Abstract

Bureaucratic Reform has become a crucial issue in facing challenges and changes in the modern government order. Every government entity, both ministries, institutions, and regions, is required to implement the bureaucratic reform agenda to improve the competence of ASN with a professional work culture that has high integrity, effective performance, free and protected from various bureaucratic pathologies and avoid harmful practices. This study aims to analyze the implementation of bureaucratic reform in Tulungagung Regency. This research applies qualitative methods using in-depth interviews, observation, and document analysis as data collection techniques. The focus of this research is to use the theory of policy implementation from Edward III, which sees policy implementation from four indicators: communication, resources, disposition and bureaucratic structure. The results showed that there was a positive development in the implementation of RB based on the Bureaucratic Reform Index and the ASN professionalism index in Tulungagung Regency. However, there are still many obstacles encountered such as policies that have not been integrated, the low quality of human resources, and administrative problems in public services so that acceleration of RB transformation is needed. This research is expected to provide relevant and evidence-based policy recommendations to support the government's efforts to improve the efficiency and quality of public services through bureaucratic reform.

Abstract

This research contributes in the form of ideas and modeling of tourism potential development in the region. This research uses Soft System Methodology. This method used 4 stages: The first stage, the problem situation is considered problematic. In the second stage, the problem situation is expressed. The third stage is the root definition of the relevant purposeful activity system. The fourth stage is the conceptual models of the system named in the root definition. Based on the research, it was found that Pangandaran Regency, which is a new autonomous region, has tourism potential that can be developed, especially marine tourism that can support the regional economy. On the other hand, tourism potential is influenced by the geographical condition of Pangandaran Regency which is included in the National Tourism Strategic Area so it is hoped that this program can have a significant impact on regional economic recovery efforts. Based on the Regional Government Plan of Pangandaran 2022, it already has various strategies for tourism development, but it has not been able to run optimally due to the absence of a tourism development model as an economic recovery program.

Abstract

The rapid use of information technology (IT) in all aspects of life from government to the general public has encouraged this local government to integrate city elements to support information technology-based urban life or can be called a smart city. In line with the use of this concept, in the context of a smaller government, namely the village, the concept of a technology-based smart village or commonly referred to as a smart village has been applied. Indicators or basic elements of the smart village concept by looking at the indicators used in the smart city concept which are adapted to be more suitable for implementation in village government into Smart Governance, Smart Technology, Smart Resources, Smart Village Services, Smart Living, and Smart Tourism. This research uses descriptive analysis research method and combined with SWOT analysis method. The results showed that the application of the smart village concept in Tuban Regency did not have a previously designed development model. The implementation of smart villages is only focused on the development of administrative services in the form of the use of information technology which is only one indicator of the implementation of smart villages, but for other indicator elements it is still far from the general concept of what the actual implementation of smart villages is, so that various improvements are still needed, including the application of the development model. smart village, sustainable improvement of village information systems for the sake of ongoing public accountability in providing services to the community.

Abstract

The first poverty alleviation program in the form of social transfers in Indonesia is the Family Hope Program (PKH). PKH is a conditional social assistance program for poor and vulnerable families and/or individuals who are registered with integrated data on the program for handling the poor, processed by the Social Welfare Data and Information Center and designated as PKH beneficiary families. The Family Hope Program (PKH) can be said to be a community empowerment program because its goals and targets are directly aimed at improving the economy, education and health. The purpose of this study was to analyze the role of PKH assistants in the empowerment process. This research uses descriptive qualitative research. The results of the study indicate that an empowerment process has been carried out in facilitating beneficiaries in accessing social, education and health services. In addition, the assistant also carries out community capacity building through business assistance. In carrying out the role as a mediator between the beneficiary communities and the government in fighting for the rights of beneficiaries properly. In carrying out its role in advocating and advocating for recipient communities, it is carried out inclusively, fighting for the rights of beneficiaries, both from the poor, persons with disabilities and persons with mental disorders who also have rights as recipients of social assistance.
