Abstract

Indonesia tsunami early warning system (Ina TEWS) is used for detecting earthquakes and tsunamis. The system currently is still under development and the government really needs information regarding the technological capabilities of the system in order to provide protection to the community from the threat of tsunamis and earthquakes. To produce the system and its components on an industrial scale, it is important to assess the extent of performance and readiness for technological development. The assessment used the technometric method which groups technological components into technoware, humanware, infoware, and orgaware, integrated with analytic hierarchy process. The results showed that the highest technology component contribution is technoware, and the lowest is infoware. Based on the magnitude of the contribution of technology components and intensity of technology, the priority order is technoware, humanware, orgaware, and infoware. The technology contribution coefficient is 0.522 (Good). The technology level is semi modern. Infoware is the lowest technological component, therefore improvement efforts are needed, namely structuring an integrated document system and improving standard operating procedures for manufacturing operational activities, especially in the testing and data validation.

Abstract

Ina-Cable Based Tsunameter (Ina-CBT) adalah bagian dari Ina-Tsunami Early Warning System (Ina-TEWS) yang merupakan sistem peringatan dini bencana tsunami. Divisi CBT Badan Pengkajian Dan Penerapan Teknologi (BPPT) mendapat penugasan untuk membangun Ina-CBT yang digelar pada beberapa tempat yang berpotensi terjadinya tsunami. Proses pengkajian dan penerapan teknologi Ina-CBT membutuhkan aspek manajemen teknologi terhadap semua sumberdaya di unit-unit kerja Divisi CBT meliputi komponen teknologi yang terdiri dari Technoware, Humanware, Infoware dan Orgaware (THIO) serta kemampuan teknologi meliputi kemampuan pemanfaatan, kompilasi, akuisisi dan penciptaan teknologi. Tujuan penelitian adalah pertama, menganalisis penerapan manajemen teknologi dan dibandingkan (benchmarking) terhadap institusi lain yang juga menggunakan teknologi CBT, serta kedua, mengkaji faktor-faktor yang perlu ditingkatkan terkait dengan penerapan manajemen teknologinya. Hasil estimasi tingkat kecanggihan komponen Technoware menunjukkan secara umum Fasilitas untuk Penggunaan Khusus (Special Purpose Facilities) digunakan pada rangkaian jirap Ina-CBT. Estimasi terhadap komponen Humanware, Infoware dan Orgaware menunjukkan tingkat kecanggihan Reproducing Ability, Specifying Facts dan Protecting Framework. Pada aspek kemampuan, unit-unit kerja Divisi CBT memiliki potensi besar untuk memiliki kemampuan pemanfaatan teknologi yang sejajar dengan negara pengguna CBT lain, sedangkan untuk kemampuan kompilasi, kemampuan akuisisi dan kemampuan penciptaan, Divisi CBT BPPT merupakan institusi yang terbaik secara nasional sebagai pengembang CBT terbukti proses Jirapnya telah mencapai Generasi Ke 3.Kata Kunci: Manajemen Teknologi, Tsunami, Technoware, Humanware, Infoware, Orgaware

Abstract

This research aims to calculate the value of the Technology Contribution Coefficient (TCC) and determine the priority of technology component improvement in the development of the Indonesia-Cable Based Tsunameter (INA-CBT) Tsunami Early Warning System (TEWS) conducted by the National Research and Innovation Agency (BRIN) Research Center for Electronics (RCE). In this study, the Technometrics model is used to calculate the technology contribution of technology components and TCC, while Analytical Hierarchy Process (AHP) is used to calculate the value of the technology contribution intensity of technology components. The results showed that the TCC value of the RCE is 0.55 (Good). With the state-of-the-art value of 1, the RCE still has the opportunity to make improvements, especially on Infoware components with the lowest contribution value, to increase TCC. In calculating the technology contribution intensity, Infoware obtained the highest score of 0.447 compared to other technology compo­nents, therefore Infoware needs to be prioritized for improvement so that it is expected that the management of RCE can increase the quality and accuracy of the engineering design and simulation stage because it is a critical point in the development of INA-CBT.
