Abstract

Optimization is part of maximizing activities so as to realize the desired or desired profit. That with the optimization efforts can be realized activities and or programs effectively and efficiently. This research is based on the service and performance of the Bandar Rejo Village government in the field of community empowerment in Bandar Rejo Village. This study aims to determine the study of village institutions in carrying out their duties and functions to regulate and manage the interests of the community. The research method used is descriptive method with qualitative analysis, namely data collected from interviews with resource persons to describe the service system and performance in the field of community empowerment, through open interviews with the village head's office as many as 4 (three) people. The results show that leadership in community empowerment has been going quite well, but there are still obstacles given that there are associations of citizens who have opinions and thoughts on their lives so that community participation in empowerment activities is not optimal so that there are several work implementation processes that have not been implemented. optimal.

Abstract

The Disdukcapil of Deli Serdang Regency made a policy based on the Letter of the Minister of Administrative and Bureaucratic Reform Number 34 of 2020 concerning Adjustment of the Work System of the State Civil Apparatus in Efforts to Prevent Corona Virus Disease (Covid-19) in Government Agencies.  which stated that for Deli Serdang people who wanted to take care of administration at the Population Service office and no longer needed to come to the office.  People simply use email when submitting an administrative application.  So the purpose of this study was to find out how the Public Service at the Department of Population and Civil Registration of Deli Serdang Regency was in the Corona Virus Disease (Covid-19) Era.  This type of research in this study uses a descriptive method, with a qualitative approach.  And it can be concluded that there is a change in the service system at the Disdukcapil Deli Serdang Regency.  To anticipate the spread of the corona virus-19, the Disdukcapil of Deli Serdang Regency approached the sub-district for the processing of e-KTP and KK (Family Cards), and the Disdukcapil of Deli Serdang Regency had the SADOKO Innovation program (Ready for Population Documents).

Abstract

Standard Operating Procedures (SOP) for managing vehicle registrations for government service vehicles in Medan City. STNK is a letter issued by the Indonesian National Police as a proof of registration of a motorized vehicle. In the management and extension of the vehicle registration certificate, which is the responsibility of the field for equipment and procurement, the Medan City Government must comply with the existing SOP. This study aims to determine the implementation of standard operating procedures for managing vehicle registrations for the Medan City Government Service in the field of equipment and procurement services for the Medan City Government. This study uses a qualitative descriptive method to help analyze the data and facts obtained. The data obtained in this study used descriptive analysis which was the result of interviews with informants. Based on the results of data analysis, the implementation of standard operating procedures for obtaining STNK for Medan City government official vehicles in the field of equipment and procurement services runs according to the SOP. The success of the SOP implementation can be seen from the answers of the informants in the research both in terms of Bureaucratic Structure, Communication, Human Resources and Disposition or Attitude.

Abstract

Anticipating the spread of the covid 19 virus in Binjai City, the Binjai City Population and Civil Registry Service carries out online administrative services in accordance with Circular Number 443.1/2978/Dikcapil as of March 16, 2020. Services are carried out for all areas of work. This policy aims to prevent people from taking care of population administration at the Binjai City Disdukcapil Office. Various benefits of this online service have been felt by the community. This study aims to find out online services in the Covid-19 era at the Binjai City Civil Registry Office. The research methodology of this thesis is descriptive qualitative. Data collection techniques used are Primary and Secondary Data. The results of this study indicate that the online service system is a must in the midst of disrupted public health conditions due to the spread of the covid 19 virus. Although online system services have been implemented since March 2020, there are still various obstacles, including the lack of resources and people's ability to use online devices and no dependence there are still members of the community who do not have android
