Abstract

The e-retribution public service innovation by the Surakarta City Trade Office is a new concept regarding the online levy payment system. First launched in mid-2016, E-retribution as part of the implementation of smart government is included in the smart city indicator. This study uses the typology theory of public service innovation Muluk (2008). Research location in the city trade office Surakarta, with a qualitative descriptive method. The data collection technique was obtained by purposive sampling through informant interviews, observations and documents. The results show that the public service innovation with the e-retribution program can simplifying public services and saving more time, costs and human resources, ensuring accountable transactions. In addition, E-retribution has an impact on increasing Solo Local Revenue every year.

Abstract

ABSTRACT  This research aimed to analyze the organizational performance of Youth, Sport, and Tourism Service (Dispora) of Wonogiri Regency, particularly in tourism division. This study was a descriptive qualitative research with case study method. Techniques of collecting data used were: (1) observation, (2) interview, and (3) documentation. To measure the performance of public organization, in this research the author employed five indicators developed by Agus Dwiyanto, et al., consisting of: (1) productivity, (2) service quality, (3) responsibility, (4) responsiveness, and (5) accountability, while the analysis model used was an interactive one developed by Mathew B, Miles, A. Michael Huberman and Johnny Saldana encompassing: (1) data collection/reflection, (2) data display, (3) data reduction, and (4) Conclusion.   Overall, the result of research was good, as indicated with the following results: (1) the performance of tourism division in DISPORA of Wonogiri Regency, viewed from productivity aspect, was fair (sufficiently good) and had been effective; (2) the performance of tourism division in DISPORA of Wonogiri Regency, viewed from service quality, was still low; (3) the performance of tourism division in DISPORA of Wonogiri Regency, viewed from Responsiveness, was sufficiently good (fair); (4) the performance of tourism division in DISPORA of Wonogiri Regency, viewed from Responsibility, had been good; and (5) the performance of tourism division in DISPORA of Wonogiri Regency, viewed from Accountability, had been sufficiently good (fair).  Keywords: Performance, Organization, Tourism

Abstract

ABSTRACT The aim of this research is to describe and analysis about local regulation of central java number 6 year 2013 about population control and implementation policy of family planning program in wonogiri. In case to support this analysis of implementation policy of family planning program , it basically used the theory of model implementation by Van Meter and Van Horn.This research is literally used descriptive qualitative methode. It called purposive sample and snowball technique. Whereas observing, interviewing and documentation is the part of the collection data technique.And the result of this study is generally, the family planning program in Wonogiri is good. But in the other hand, socialization and counseling are not equally handle by department of counseling field of family program. It cause the limited resources in their region. Citizents are generally had the basic socialization by doctor and nurse. Keywords: implementation, family planning, socialization.

Abstract

Penelitian ini bertujuan untuk menggambarkan peran pemerintah dalam memberdayakan usaha mikro kecil dan menengah yang ada di Karanganyar, salah satunya ialah usaha sedotan bambu di Desa Ngringo. Saat ini, persoalan yang dihadapi oleh usaha mikro kecil dan menengah yaitu penyediaan sarana dan prasarana yang terbatas, akses permodalan yang lemah, permasalahan perijinan usaha, keterbatasan pemasaran hingga pemanfaatan teknologi yang belum maksimal. Kehadiran UMKM bukan saja dalam rangka meningkatkan pendapatan tetapi juga untuk pemerataan pendapatan, sehingga inovasi usaha sedotan bambu ini dapat lebih berkembang menjadi sebuah “brand” lokal dan mampu menyediakan lapangan kerja yang baru. Oleh sebab itu peran pemerintah sangat dibutuhkan dalam memberikan pemberdayaan. Penelitian ini adalah deskriptif kualitatif yang melibatkan Dinas Perdagangan, Tenaga Kerja, Koperasi, Usaha Kecil dan Menengah, Pemerintah Desa Ngringo dan Pemilik UMKM sedotan bambu sebagai informan dengan menggunakan teknik wawancara, dokumentasi dan observasi. Hasil penelitian ini menunjukkan bahwa peran pemerintah dalam pemberdayaan usaha mikro kecil dan menengah menggunakan teori Gede Diva (2009:15), yaitu sebagai fasilitator regulator dan katalisator belum berjalan dengan baik dalam mengembangkan usaha sedotan bambu. Abstract

Village potential is an asset owned by the village that can be utilized as the village's ability in order to realize community welfare. The development of village potential is only intended for the benefit of the community. Of course, every village has this potential, because the potential of the village/region is all natural resources, resources as a result of development, and human resources. Puntuk Rejo Village is one of the villages in the Ngargoyoso District, Karanganyar Regency, Karanganyar Regency, Central Java, this village has beautiful natural beauty, this is supported by its location on the slopes of Mount Lawu with an altitude of 700 above sea level (m), cool air, so that the potential of Puntuk Rejo village to be developed is the agricultural and tourism sectors. This causes the area to be visited by many tourists both from the surrounding area and from outside the area, who want to enjoy the beauty of nature. The fertile agricultural sector is where the people of Puntuk Rejo village make a living as farmers, vegetables, and other crops, such as rice, polowijo, which can support tourism in the village. and the people who use these natural resources. The attraction of Puntuk Rejo village which encourages some people to want to own assets, especially land in the village, especially people who have money (capital), To build tourist attractions as new tourist destinations. This is the concern of the community service team, so they seek to provide assistance to the community in managing village potential, with the aim that in an effort to develop village potential, the Puntuk Rejo village community can enjoy, play an active role, so that the goals of Village Potential Development are planned by the government. village, district and provincial governments really prosper the community, especially the people of Puntuk Rejo village

Abstract

Pengabdian kepada masyarakat dengan judul: Pendampingan Anggota PKK dalam Upaya menurunkan tingkat stunting di DesaPuntuk Rejo Kecamatan Ngargoyoso Kabupaten Karanganyar. Stunting adalah masalah gizi kronis akibat kurangnya asupan gizi dalam jangka waktu panjang sehingga mengakibatkan terganggunya pertumbuhan pada anak. Stunting merupakan ancaman utama terhadap kualitas manusia di Indonesia, juga merupakan ancaman terhadap kemampuan daya saing bangsa. Hal ini dikarenakan anak stunted, bukan hanya terganggu pertumbuhan fisiknya (bertubuh pendek/kerdil) saja, melainkan juga terganggu perkembangan otaknya, yang mana tentu akan sangat mempengaruhi kemampuan dan prestasi di sekolah, produktivitas dan kreativitas di usia-usia produktif. Kabupaten Karanganyar Jawa Tengah tercatat ada 1.603 kasus stunting pada sekitar bulan Oktober tahun 2022, atau 3,33 persen dari 42.203 balita. Dan untuk wilayah Kabupaten Karanganyar terutama di beberapa Kecamatan, menjadi prioritas penanganan karena dinilai tingkat stuntingnya tinggi. bahkan menunjukkan adanya peningkatan. Tim Pengabdian kepada Masyarakat Universitas Slamet Riyadi ini, melaksanakan Pengabdian kepada Masyarakat dengan tiga kegiatan yaitu : Penyuluhan, Pelatihan terhadap Ibu-ibu PKK tentang makanan dan lingkungan sehat dan Pendampingan kepada ibu hamil dan pasca melahirkan desa Puntuk Rejo.Dengan kegiatan Pengabdian kepada Masyarakat ini, dapat meningkatkan pemahaman dan pengetahuan tentang asupan gizi, makanan dan lingkungan yang sehat, khususnya bagi ibu hamil dan pasca ibu melahirkan sampai bayi berumur 2 tahun. Sehingga ibu-ibu anggota PKK dapat ikut mengurangi tingkat angka stunting di desa Puntukrejo, Kecamatan Ngargoyoso Kabupaten Karanganyar.

Abstract

Pendampingan Peningkatan Peran Organisasi dalam Pengembangan Dusun Sumberbulu Desa Wisata di Desa Pendem Kecamatan Mjogedang Kabupaten Karanganyar, di dorong oleh hasil penelitian kami tentang Peran Organisasi Kemasyarakatan terhadap pengembangan desa Wisata. Di desa Pendem. Sektor pariwisata juga sebagai katalisator pembangunan karena mempunyai prospek yang sangat cerah dan menjanjikan serta memberikan banyak keuntungan. Pariwisata merupakan salah satu potensi daerah yang dapat dikembangkan secara mandiri (masyarakat), untuk kesejahteraan masyarakat desa setempat, yang kita kenal sebagai desa wisata. Desa Pendem, kecamatan Mojogedang, kabupaten Karanganyar telah dikembangkan menjadi desa wisata, setelah pandemi Covid – 19 beberap tahun yang lalu, potensi unggulannya adalah kesenian Gamelan dan membatik ciri khas desa Pendem dengan motif “empon-empon”. Melalui “Cuture Educative” kedua budaya unggulan tersebut ditawarkan kepada wisatawan. Pendampingan yang dilakukan oleh tim pengabdian kepada Masyarakat mengadakan pelatihan, workshop, seperti membantu marketing, melakukan promosi secara elektronik (online) dan pendampingan pelatihan Bahasa inggis bagi generasi muda, pembenahan system kerja organisasi POKDARWIS.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi Kebijakan Sistem Informasi Kearsipan Dinamis Terintegrasi (SRIKANDI) di Pemerintah Kabupaten Madiun serta mengevaluasi faktor-faktor yang mempengaruhi keberhasilannya. SRIKANDI dirancang untuk mendukung e-government dengan efisiensi anggaran administrasi pemerintahan melalui pengelolaan kearsipan berbasis teknologi informasi, diatur dalam Peraturan Presiden Nomor 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik dan diperkuat oleh Keputusan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 679 Tahun 2020. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan mengadopsi Teori Kebijakan Publik Edward III, yang menyoroti empat dimensi: komunikasi, sumber daya, disposisi, dan struktur birokrasi, dengan data yang dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa disposisi merupakan faktor paling dominan dalam keberhasilan implementasi SRIKANDI, di mana sikap apatis, keraguan, dan kurangnya kepercayaan pelaksana kebijakan terhadap SRIKANDI menjadi hambatan signifikan, dengan penyebab utama meliputi kurangnya kompetensi IT pengguna, persepsi bahwa aplikasi sulit dioperasikan, serta transisi dari paradigma kerja manual ke digital yang belum matang. Selain itu, gangguan operasional, seperti ketidakandalan server, semakin memperburuk tingkat kepercayaan terhadap kebijakan ini. Penelitian ini menyimpulkan bahwa untuk meningkatkan keberhasilan implementasi SRIKANDI, perlu dilakukan penguatan kompetensi IT bagi pelaksana kebijakan dan peningkatan keandalan infrastruktur, dengan implikasi pentingnya investasi dalam pelatihan dan infrastruktur untuk mendukung transisi menuju sistem kearsipan yang lebih efisien dan efektif.
