Abstract

In order to implement the provisions of Article 3 paragraph (1) of Peraturan pemerintah number 18 of 2016 concerning Regional Apparatuses, the Banten Provincial Government needs to stipulate Regional Regulations concerning the Formation and Composition of Regional Apparatuses. Based on this mandate, the Banten Provincial Government on November 23, 2016 promulgated the Banten Province Regional Peraturan Daerah Number 8 of 2016 concerning the Formation and Composition of Regional Apparatuses. The regional regulations are explained in the Peraturan Gubernur Number 83 of 2016 concerning the position, main tasks, functions, types, organizational structures and work procedures of the Banten Province Regional Apparatus. Regional apparatus organizations must be flexible and adaptive to regulatory changes and are expected to accommodate the needs of changes in society. For this reason, an organizational structure is needed to regulate the relationship between sections and subsections in the structure of an organization that is rich in functions. The regional apparatus organization is the regional secretariat which carries out the duties and functions of the regional secretariat. With this situation, the implementation of regional government, which is related to and or originates from the composition, organizational structure, as well as the implementation of the duties and functions of regional apparatus as the organizer of regional government affairs and identifies alternative arrangements of regional apparatus that are more in line with the needs of the vision and mission of the regional head. The data analysis technique in this study was carried out using qualitative methods through a juridical-normative approach, sociological empirical and institutional theory approach.

Abstract

The simplification of the bureaucracy is part of the grand action plan for Indonesia's bureaucratic reform design towards a world-class government. In bureaucratic reform, there are eight areas of change, one of which contains the simplification of the bureaucracy, which is contained in the fulfillment area at the third point, namely structuring and strengthening the organization in which it mandates equalization and transfer of positions. The simplification of the bureaucracy is predicted to be able to accelerate services and realize good governance through effective and efficient governance. Too many levels of bureaucracy in structural positions that must be passed in service is one of the causes of the ineffectiveness of the existing bureaucracy. So that it encourages the government to issue policies through cutting echelonization into two levels by equalizing echelon IV positions and transferring administrative positions into functional positions. As a form of service that is simple but considered more effective and efficient in providing services as well as improving the work of ASN to be more performing. All central and regional agencies are required and guided to simplify the bureaucracy in order to realize the implementation of bureaucratic reform to realize effective and efficient governance by optimizing the use of an electronic-based government system. Abstract

This research focuses on the Evaluation of the Housing Utility Infrastructure Provision Program in Serang City (Case Study of Bumi Agung Permai II Housing and Sukawana Asri Housing). The aim of the study was to find out the results of the Evaluation of the Housing Facilities and Utilities Infrastructure Provision Program in Serang City. Evaluation from William Dunn (2008:429), namely effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The research method used is descriptive qualitative method. Test the validity of the data using source and triangulation techniques member check. Data analysis used Miles and Huberman's qualitative data analysis. The research results are known (1). The effectiveness of the PSU program is still not optimal, which is marked by the fact that it is not in accordance with the work plan. (2). Efficiency is still weak due to the minimal PSU budget. (3). Adequacy is still minimal, there are damaged access roads, measuring devices are not available (drone), minimal institutional cooperation. (4). Alignment is still less than optimal. (5). Weak responsiveness is characterized by the lack of friendliness of Serang City Disperkim employee services. (6). Less optimal accuracy is characterized by the absence of children's playground facilities in Sukawana Asri housing.
