Abstract

Abstract

Malaria remains a serious health threat in Indonesia, particularly in the West Papua Province. To address this, the Indonesian Ministry of Health developed the Malaria Surveillance Information System (E-SISMAL) to monitor and prevent the disease. However, the effectiveness of this system needs to be evaluated to determine how well it performs in addressing the intended problem. This study aims to investigate the system’s performance by integrating the Task-Technology Fit (TTF), Technology Acceptance Model (TAM), and DeLone & McLean Information Systems (D&M IS) Success models. Data from 108 government health clinics in West Papua Province were collected using questionnaires and analyzed using a partial least squares structural equation model (PLS-SEM). The findings revealed that both service quality (p = 0.035) and ease of use (p = 0.014) significantly influenced user satisfaction (R² = 38.4%), which subsequently affected system performance (p < 0.000, R² = 11.6%). However, information quality and usefulness were not primary concerns for the health clinics in this context. Given these results, it is unsurprising that malaria prevention efforts in this region remain challenging. These findings raise questions about the alignment of the developed system with its objectives, suggesting that it may need reassessment and reconfiguration to achieve its overarching goals. The study concludes with implications and future research directions.

Abstract

Abstract

The implementation of the CoreTax Administration System (CTAS) by the Directorate General of Taxes has received diverse responses from the public, which are reflected in YouTube comments. This study applies Aspect-Based Sentiment Analysis (ABSA) to identify user opinions regarding CoreTax and compares the performance of Support Vector Machine (SVM) and Random Forest for sentiment classification. Data were collected through web scraping from three Youtube videos, yielding 1.527 valid comments after preprocessing. A rule-based method was used to classify comments into five aspects, namely system, performance, user-friendliness, tax services, and policy. The results indicate that the system aspect was the most frequently discussed (56,12%), while negative sentiment dominated the dataset (59,2%). The highest proportion of negative sentiment was found in the user-friendliness aspect (81,29%), followed by performance (76,44%). In model evaluation, Random Forest achieved better results than SVM, obtaining 0.80 accuracy, 0.84 precision, 0.75 recall, and 0.79 F1-Score. Overall, ABSA provides deeper insights into user perceptions and issues related to CoreTax implementation.

Abstract

This study analyzes the use of the Oke-Jek platform as a ride-hailing service in developing regions. The objective of the study is to identify the factors that hinder the adoption of Oke-Jek as a ride-hailing service in such areas. Currently, the utilization of Oke-Jek remains limited, particularly in regions like West Papua, leading to a research gap regarding the adoption of this service in the area. This study employs the Diffusion of Innovation Theory as its conceptual framework. Data were collected through a Google Forms-based questionnaire, with a total of 112 respondents. Data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM). The main findings indicate that the proposed model demonstrates good reliability and validity, with an R² value of 0.628, meaning that Behavioral Intention to Use explains 62% of the variance in the use of Oke-Jek. Furthermore, the results confirm that Compatibility, Relative Advantage, and Complexity are significant factors influencing the adoption of Oke-Jek among respondents. The implications of this research support the development of ride-hailing services in developing regions. These findings can be used to design effective strategies for increasing the adoption of Oke-Jek in West Papua. In addition to providing theoretical insights, this study also offers strategies for the evaluation and optimization of ride-hailing services.   Keywords: Developing Regions, Diffusion of Innovation, Partial Least Squares Structural Equation Modeling, Ride-hailing, Technology adoption

Abstract

E-government plays an important role in digital economic transformation by improving access to public services and driving economic growth. One implementation in West Papua Province is Rumahekraf, a digital marketing platform for creative economy players in the local region. However, the adoption of this platform is still low, and not many studies have examined factors that influence public acceptance of this service. Therefore, this study aims to identify factors that contribute to and inhibit users' intentions to adopt this platform in West Papua. We combine the Technology Readiness Index (TRI) and Technology Acceptance Model (TAM) to understand this phenomenon. Data was gathered via an online survey utilizing Google Forms, consisting of 157 merchants/business owners. The information was examined employing Partial Least Squares Structural Equation Modeling (PLS-SEM). The research indicates that innovativeness, perceived ease of use (PEOU), and facilitating conditions play an important role in increasing users’ intention to adopt Rumahekraf (R² = 59.4%). Additionally, PEOU also contributes to increased perceived usefulness (PU) (R² = 41.1%), which in turn strengthens the benefits perceived by users (R² = 55.7%). Optimism significantly affects PEOU but not usefulness. Meanwhile, insecurity and discomfort were not found to be major barriers to the adoption of this platform.   This research provides insights for local government and platform development in improving the effectiveness of e-government implementation in West Papua by providing more adequate infrastructure and increasing public trust in the platform.
