Abstract

To determine the ideal landing beaches in amphibious operations must meet the requirements / criteria that have been determined, because it serves as an important component in the choice of landing beaches. The criteria include the type of beach, gradient beach, the basic material of beach, long beach landings, the type of breaking waves, tide, the kind of obstacles beach, ocean currents, the field behind the beach, the reference point mark landing beaches and access to the exit / entrance beach , In determining the selection of the landing beaches Marine / Navy had not done the calculation / mathematical model and not using a scientific method, such instances it is necessary to make a decision-making model in the case of election of the landing beaches in amphibious operations exercise. This study aims to determine the location of the landing beachesusing Fuzzy MCDM. The use of this method is the solution to produce a more objective group decision in the selection of an amphibious landing beach which data are accurate and reliable to help solve problems that are multi-criteria. There are 11 (eleven) criteria and 4 (four) alternatives identified in this study. Of the 11 criteria which have the highest weighting criteria for the alternative chosen in the first rank third alternative, namely PPD 3. Abstract

Senjata Penangkis Serangan Udara (PSU) milik KRI di jajaran TNI AL saat ini sebagian besar sudah ketinggalan teknologi salah satunya adalah PSU 20 mm Meriam Rheinmetall pada KRI Landing Platform Dock (LPD) kelas KRI Makassar, sehingga tidak bisa menjamin pelaksanaan tugas pokok. Oleh karena itu diperlukan suatu langkah strategis dalam upaya mencapai kesiapan kapal kelas KRI (Kapal Perang Republik Indonesia) Makassar ini secara optimal.Langkah-langkah yang dapat dilakukan antara lain modernisasi dan pembelian sistem senjata baru yang mengacu pada kekuatan pokok minimum (Minimum Essential Force / MEF) TNI AL. Berdasarkan rencana pembelian senjata ini untuk mengganti sistem senjata yang sudah tua, maka yang dipilih adalah Senjata penangkis serangan udara dengan klasifikasi daya hancur dan perkenaan yang akurat.Penentuan Prioritas pemilihan senjata dipengaruhi oleh banyak faktor, baik yang bersifat kualitatif maupun kuantitatif. Salah satu teknik pengambilan keputusan adalah dengan pendekatan metode Fuzzy Multi Criteria Decision Making (MCDM) yang dianggap sangat tepat untuk permasalahan bobot kriteria yang bersifat fuzzy (kabur). Metode fuzzy MCDM sebagai model yang diterapkan guna memperoleh nilai prioritas dalam perancangan sistem pendukung keputusan untuk menentukan alternatif senjata penangkis serangan udara untuk LPD kelas KRI Makassar. Selain itu metode fuzzy MCDM akan mengatasi masalah multikriteria pada proses penentuan penentuan senjata ini serta mengatasi kemungkinan adanya data-data yang bersifat ketidakpastian.Berdasarkan pengolahan data, didapat senjata terpilih yaitu NG-18 6-Barreled 30MM Naval Gun, karena senjata ini mempunyai beberapa keunggulan antara lain daya hancur yang sangat tinggi, hubungan diplomatis dengan negara pembuat berlangsung baik sehingga tidak dikhawatirkan untuk mengembargo senjata ini suatu saat nanti, dibandingkan senjata lainnya dengan kemampuan taktis dan teknis senjata yang baik.

Abstract

In order to maintain maritime security, especially in the Lantamal V Surabaya working area, the patrol ship unit elements must be ready to deal with all incidents with quick responses. Therefore, it is very necessary to have the most precise patrol ship specifications to carry out tasks that are faced with frequent vulnerabilities, and are also faced with a limited state defense budget. This research proposes the use of the integration of the Fuzzy MCDM and BCA methods in selecting the type of Satrol ship. The Fuzzy MCDM method is considered very appropriate for the problem of fuzzy criteria weights. The BCA method is used to analyze the benefits and costs that will occur as a consequence of the operation of the ship. Based on this research, it is concluded that from the available alternatives, the best Patrol ship that should have been selected for the development/ procurement of Satrol ship is "C" Class ship with a value of 0.6073 using the Fuzzy MCDM method and 1.03 using the BCA method. The results of this research are expected to be input and considerations for the leadership of the Indonesian Navy in the development of future Satrol ships.
