Abstract

ABSTRACT The main task of the Indonesia Navy is to enforce the law and maintain security in the territorial sea of national jurisdiction, so that the Indonesian Navy is required to have the main tool of weapons systems (Alutsista) are always ready to carry out the task. The frequent occurrence of accidents experienced by the Indonesian Warship (KRI). This reduces the ability of Warship in performing the task. The purpose of this research is to investigate the causes and effects of accidents, and seek risk mitigation that is considered appropriate. Formal Safety Assessment (FSA) is a structured and systematic methodology used for maritime safety analysis. The fault tree analysis is used to investigate the cause of marine accidents and the event tree analysis is used to determine the impact of an accident. The results of this study are FSA can be effectively applied in accident investigations, although the calculation of cost benefit analysis for warships can be ignored because the Warship task cannot be compared to the value of money. Abstract

Information technology (IT) has an important role in carrying out the functions of universities, so that it can be trusted to increase the efficiency and effectiveness of the academic process lead to the academic services being more maximal as well as supporting the university's business process innovation to develop. The Naval Academy (AAL) is one of the educational institutions found in the Indonesian Navy and has the task of producing professional Navy officers, possessing current technological mastery capabilities and towards World Class Navy. By referring to the desired results above, AAL uses information technology in conducting teaching and learning activities. The Information System available at the Naval Academy (AAL) is currently not optimal, therefore the authors conducted an analysis to plan the strategic development of information systems and information technology at the Naval Academy (AAL). This research was made using the Ward and Peppard method. The step of this research started with internal analysis, external analysis using PEST analysis, internal IS/IT analysis and external SI/IT analysis to map the information system position at the Naval Academy (AAL) with SWOT analysis. The results were the achievement of the IS/IT formulation strategy and management of IS/IT in the future

Abstract

ABSTRAK In carrying out its main duty as a guardian of the territorial water sovereignty republic Indonesia, the strength of the Navy is directed as a strategic force developed under the SSAT. The strength of the Navy can be measured by the arsenal and the quality of the personnel who are responsible for it. The performance, quality of personnel is strongly influenced by the work load it receives. Measurement of personnel workload in Indonesian Warship to determine the class of his current position using the Factor Evaluation System (FES) method that is more oriented on the volume of work and work time. While the mental workload has not been accommodated in the measurement of workload using this method. In this research will carry out the measurement of mental workload of Indonesian Warship personnel for each type of work when the Indonesian Warship operates, using the NASA TLX method integrated with the Fuzzy method. The questionnaire data collection was obtained from 82 respondents Indonesian Warship personnel. From the research results obtained data that of 11 (eleven) types of work in Indonesian Warship at the time of operation, Main Engine Operators work is the work that has the highest mental workload with a value of 74.33. While the type of work that most low-level mental work is to electronics Operators with a value of 58.83. Keywords: Workload, NASA TLX, FUZZY Method, FES

Abstract

The Indonesian Navy as a defense and security force of the sea has combat tools and supporting facilities projected in the Integrated Fleet Weapon System (Sistem Senjata Armada Terpadu/SSAT) with several components including Indonesian navy ships, marines, aircraft and bases. Depo level maintenance is comprehensive maintenance that can only be carried out by personnel who are experts in their field and supported by complete and sophisticated equipment and facilities. Maintenance at this level includes complete overhaul repairment, repowering MLM (mid life modernization), calibration of all equipment, and repairs to all parts thoroughly. Depo Level Maintenance is the nature of maintaining technical conditions based on rotary hours. If the repair schedule specified in the SPT (System for Planned Maintenance), the schedule must be carried out. This research aimed to present a priority setting solution in Depo level maintenance wherein the highest Indonesian Navy Ship ranking is determined from the level of the decision makers. Fuzzy MCDM is a method developed for decision making on several alternative decisions to get an accurate and optimal decision. In Indonesian Navy Ship Hardepo priority ranking process taken from the level of data processing decision makers using the Fuzzy MCDM method, the 5 highest priority values in implementation were obtained. Hardepo with the highest scores were KRP-812 0.111, BDU-841 0.108, LAM-374 0.107, KRS-624 0.097 and TJA-541 0.073

Abstract

Senjata Penangkis Serangan Udara (PSU) milik KRI di jajaran TNI AL saat ini sebagian besar sudah ketinggalan teknologi salah satunya adalah PSU 20 mm Meriam Rheinmetall pada KRI Landing Platform Dock (LPD) kelas KRI Makassar, sehingga tidak bisa menjamin pelaksanaan tugas pokok. Oleh karena itu diperlukan suatu langkah strategis dalam upaya mencapai kesiapan kapal kelas KRI (Kapal Perang Republik Indonesia) Makassar ini secara optimal.Langkah-langkah yang dapat dilakukan antara lain modernisasi dan pembelian sistem senjata baru yang mengacu pada kekuatan pokok minimum (Minimum Essential Force / MEF) TNI AL. Berdasarkan rencana pembelian senjata ini untuk mengganti sistem senjata yang sudah tua, maka yang dipilih adalah Senjata penangkis serangan udara dengan klasifikasi daya hancur dan perkenaan yang akurat.Penentuan Prioritas pemilihan senjata dipengaruhi oleh banyak faktor, baik yang bersifat kualitatif maupun kuantitatif. Salah satu teknik pengambilan keputusan adalah dengan pendekatan metode Fuzzy Multi Criteria Decision Making (MCDM) yang dianggap sangat tepat untuk permasalahan bobot kriteria yang bersifat fuzzy (kabur). Metode fuzzy MCDM sebagai model yang diterapkan guna memperoleh nilai prioritas dalam perancangan sistem pendukung keputusan untuk menentukan alternatif senjata penangkis serangan udara untuk LPD kelas KRI Makassar. Selain itu metode fuzzy MCDM akan mengatasi masalah multikriteria pada proses penentuan penentuan senjata ini serta mengatasi kemungkinan adanya data-data yang bersifat ketidakpastian.Berdasarkan pengolahan data, didapat senjata terpilih yaitu NG-18 6-Barreled 30MM Naval Gun, karena senjata ini mempunyai beberapa keunggulan antara lain daya hancur yang sangat tinggi, hubungan diplomatis dengan negara pembuat berlangsung baik sehingga tidak dikhawatirkan untuk mengembargo senjata ini suatu saat nanti, dibandingkan senjata lainnya dengan kemampuan taktis dan teknis senjata yang baik.
