Abstract

Proyek pada umumnya memiliki batas waktu (deadline), artinya proyek harus diselesaikan sebelum atau tepat pada waktu yang telah ditentukan. Keterlambatan waktu proyek yang terjadi selama pelaksanaan konstruksi dapat menjadi masalah besar dan berakibat terkena denda. Penelitian ini bertujuan untuk menentukan aktifitas mana yang dapat dilakukan percepatan durasi proyek sehingga memperoleh biaya tambahan (extra cost) yang optimal atau seminimal mungkin. Penelitian dilakukan dengan metode Perth-Cpm guna memperoleh lintasan kritis dan metode algoritma genetika dengan menggunakan program excel solver. Data yang didapat berupa RAB (Rencana Anggaran Biaya), time schedule (kurva-s), data maksimal percepatan dan data aktifitas pendahulu dari aktifitas selanjutnya. Hasil penelitian diperoleh dimana mean (rata rata) aktifitas pada lintasan kritis adalah 212,63 hari dengan standart deviasi 6,14, ekspektasi biaya Rp. 1.085.297 sehingga total biaya tambahan (extra cost) yang dikeluarkan pihak pelaksana proyek sebanyak Rp 1.525.026, akan tetapi bisa mempercepat jangka waktu pelaksanaan proyek selama 5 hari dengan percepatan pada aktifitas yang ke 72 selama 5 hari sehingga dapat menghemat biaya dibandingkan terjadi keterlambatan dalam 1 hari saja di denda sebesar 27.158.297

Abstract

The Indonesian National Armed Forces (TNI AL), as a state institution in accordance with Law number 34 of 2004 concerning the Indonesian National Army in article 9 points stated that the Navy had a role to carry out the duties of the TNI in the development and development of sea power forces. The form of the strength of the sea dimension owned by the Navy is the Organization and the main weapon system (Alutsista), therefore the Navy has a policy in conducting organizational development and defense equipment in order to achieve the ideal strength posture, where the consequences of changes in the development of the Navy force is the need for the right number of personnel to be able to support the implementation of organizational functions and defense equipment personnel. Man Power planning includes all activities including in determining the number of troop compositions at the right time in accordance with the policies and plans of the organization and personnel of defense equipment. In the Navy organization, personnel consist of Soldiers and Civil Servants where TNI soldiers are divided into 3 groups namely Officers, Non-Commissioned Officers and Enlisted. So to deal with threats in the future, a proper planning of Soldiers is needed, therefore forecasting methods using trend analysis can be used to assist in as a basic for future planningKeywords: Manpower Planning, Forecasting, Trend Analysis.

Abstract

The Unitary State of the Republic of Indonesia (NKRI) is the largest archipelagic country in the world, two thirds of which are is seas, requiring the presence of the KRI in maintaining its sovereignty. Continuity of attendance in carrying out its main duties, the Navy depends on the readiness of the KRI (Indonesian Republic Warship). The Navy's strength development program is bound to the MEF (Minimum Essencial Force), the basic development policy of TNI AL towards minimum principal strength. The main target of MEF is a limited amount but can operate optimally. So we need a program to overcome these problems by maximizing the defense system maintenance program called SPT (Planned Maintenance System). To maximize the planned maintenance system that supports the MEF program requires prioritization in selecting the KRI that will carry out Depo level improvement (Hardepo). The selection of KRI determination that will implement Hardepo has several factors that need to be considered so that it is categorized in a multi-criteria decision environment, then the proposed model becomes an appropriate methodology to accommodate the criteria with the Fuzzy MCDM (Multi Criteria Decision Maker) approach. In this study there are six alternative KRI namely KRI Keris-624, KRI Rimau Island-726, KRI Kerapu-812, KRI Badau-841, KRI Jakarta Bay-541 and KRI Arun-903 where the first priorities obtained are KRI Rimau Island- 726 with a weight value of 0.1778. After the priority is obtained then schedule the duration and availability of Docking at PT PAL Indonesia where all KRI can carry out docking every TW (Tri Wulan) except KRI Arun-903 which cannot carry out docking on TW I 2019. Abstract

Manajemen perawatan sangatlah diperlukan dan mempunyai peran yang sangat vital bagi sebuah KRI Kelas Sigma, mengingat jenis KRI ini merupakan salah satu Alutsista TNI AL yang memiliki frekwensi aktifitas yang tinggi, daya jangkau yang luas serta kemampuan dukungan operasi yang variatif sehingga otomatis aktifitas Sonar juga tinggi dan pada akhirnya keandalannya akan menurun. Metodologi Failure Mode Effect and Criticality Analysis (FMECA) adalah alat yang diakui secara luas untuk studi analisis dan keandalan desain atau proses. Banyak penulis dilapangan telah menekankan secara khusus kegunaan metode ini serta keterbatasannya. Pada penulisan ini mengingat usia pakai dari Sonar dan elemen didalamnya secara khusus komponen-komponen unit RXU telah memasuki masa kritis. Berdasarkan langkah-langkah Failure Mode Effect and CriticalityAnalysis (FMECA) melalui perhitungan Risk Priority Number (RPN), maka dapat ditentukan komponen kritis dari 16 peluang kerusakan diperoleh 8 komponen yang memiliki kekritisan yaitu KM3SSC PCB, KVPE PCB, KHUB PCB, KVPDI PCB, BIBAU9 PCB, KD4L PCB, Power Suply, dan Electro Valve. Komponen-komponen tersebut apabila rusak dapat mengakibatkan Sonar breakdown. Dari hasil optimasi menunjukkan bahwa komponen KHUB PCB memiliki waktu penggantian tercepat, yaitu 68 hari. Sedangkan komponen dengan waktu penggantian terlama, yaitu 165 hari adalah komponen Electro Valve.

Abstract

Alur Pelayaran Timur Surabayamerupakan bagian dari alur pelayaranbarat surabaya tersibuk kedua di Indonesia setelah alur masuk Tanjung Priok (Departemen Perhubungan, 2006).Dengan kondisi alur pelayaran yang panjang dan sempit ditambah banyaknya arus kapal yang keluar masuk pelabuhan mengakibatkan sangat rentan terhadap kecelakaan laut baik itu kandas, tabrakan kapal ataupun jenis kecelakaan yang lainnya, yang tentunya akan memberikan dampak negatif terhadap pelayaran intersulair. Dengan melihat fakta seperti tersebut diatas, sehingga perlu untuk melakukan kajian lebih mendalam tentang penilaian risiko kecelakaan terhadap alur pelayaran timur surabaya.Kajian ini bertujuan untuk memperoleh jenis kecelakaan apa saja yang mempunyai risiko tinggi di Pelabuhan Surabaya, mengetahui dampak apa yang dapat ditimbulkan dari kecelakaan dengan risiko tinggi dan memperoleh langkah yang bisa dilakukan untuk mengurangi kecelakaan di Alur Pelayaran Timur Surabaya dengan menggunakan Metode Formal Safety Assessment (FSA).Dari enam jenis kecelakaan yang terjadi, terdapat tiga kecelakaan dengan risiko tertinggi yaitu kapal kandas, kecelakaan manusia, tabrakan kapal dengan dermaga pada saat kapal layar maupun sandar. Dampak dari ketiga kecelakaan tersebut menimbulkan kerugian materi yang besar. Untuk menurunkan risiko dari ketiga jenis kecelakaan tersebut dilakukan pengukuran Implied Cost of Averting a Risk (ICAR) terendah dari setiap pilihan penurunan risiko. Penanggulangan risiko yang dilakukan adalah memberlakukanpatroli rutin dan pemasangan rambu alur pelabuhan mempunyai ICAR sebesar 234 juta, memberikan pelatihan penyelamatan manusia dikapal yang mempunyai nilai ICAR sebesar 112 juta dan yang terakhir adalah memperketat area pelabuhan dengan ICAR 84 juta agar pihak yang tidak berkepentingan tidak masuk di area pelabuhan.

Abstract

Product defects are a natural thing in a production process, but it would be better to avoid them. XYZ Industries is a company that produces glassware in the form of the glass bowl. The production failure experienced by this company is still high at 3.1% of the total production while the defect target that the company wants is 2%. The purpose of this study was to identify the types of defects that occur in glass bowl products on the production floor based on the results of searches of literature studies and deep interviews with employees, get the risk of failure of the largest production process in the RPN (Risk Priority Number) value of the FMEA method then analyzed again using the FTA method and determine the proposed improvements needed based on the analysis of defects that occur in glass bowl products, thus minimizing product defects and increasing company profits. In this study using the method of Failure Mode and Effect Analysis (FMEA) and the Fault Tree Analysis (FTA) method to identify failures that occur and provide prevention solutions. Based on the results of data processing, the proposed improvements given to the company as a whole are the company in order to pay more attention to the maintenance of the machine so that the machine can avoid the failure of its function

Abstract

To create the human resources of the apparatus that possesses these competencies, it is necessary to improve the quality of professionalism and develop the insight of Civil Servants. One effort to improve the quality of professionalism and the development of insights of Civil Servants is through the Education and Training program. Evaluation of Education and Leadership Training Level IV as one type of employee development is carried out to achieve the Echelon IV Position competency requirements and achievement of performance improvement in accordance with the main tasks and functions as well as authorities in each work unit.is conducted to evaluate: (1) the basis and objectives of Level IV Leadership Education and Training, as well as the feasibility of the organizing agency, (2) clarity of the characteristics of Education and Training participants, the state of the lecturers, curriculum, facilities and infrastructure, (3 ) compliance with the curriculum and program schedule (4) overall assessment of participants, lecturers and organizers. The approach used in this study is a program evaluation approach using the CIPP model (Contex, Input, Process, Product). The results obtained by the evaluation of Contex namely the foundation of the program in accordance with applicable laws, the purpose of this program is suitable to improve the competence of Echelon IV, while the evaluation of Input shows participants meet the criteria, but the lecturer is still very limited and the curriculum has referred to the guidelines, facilities that meet the standards appropriateness. Process component evaluation program compliance with curriculum and schedule meets the criteria, Product component evaluation of the overall results of participants, lecturers and organizers meet the criteria.Keywords:Program Evaluation, CIPP Model, Education and Leadership Training Level IV.

Abstract

Maintenance management is required and has a very vital role for a KRI types FPB57, considering the type KRI is one Alutsista Navy who have a high frequency activity, as well as the broad range of operations support capabilities are varied so that the automatic machine is also high activity and in the end reliability will decrease. Methodology Failure Mode Effects and Criticality Analysis (FMECA) is a widely recognized tool for the study and analysis of the reliability of the design or process. Many authors in the field have emphasized specifically the usefulness of this method and its limitations. At this writing considering the lifetime of the machine and the elements therein specifically the components of the water coolant pump has had a lifetime of more than 20 years, because it can be said that the components have entered a critical period. Based on the steps Failure Mode Effects and Criticality Analysis (FMECA) through the calculation of Risk Priority Number (RPN), so we can determine the critical components of acquired 9 of 19 chances damage that has critical component is Angular Bearings, Cylindrical Bearings, Spacer Ring, Water Seal, shaft Seal, Seal Slip Ring, Impeller, O'Ring and shaft. These components if damaged can lead to engine breakdown. From the optimization results indicate that the component replacement Cylindrical Bearings have the fastest time, ie 98 days. While the replacement of components with the longest time, which is a component Impeller 134 days. Besides obtain the most optimal replacement time of each component, also produced the cost of replacement is effective, it is proved by the value of the optimal CBR. CBR value for all types of components is less than 1 (CBR <1).Keywords : FMECA, Risk Priority Number, Reliability, Replacement Intervals,CBR.

Abstract

Senjata Penangkis Serangan Udara (PSU) milik KRI di jajaran TNI AL saat ini sebagian besar sudah ketinggalan teknologi salah satunya adalah PSU 20 mm Meriam Rheinmetall pada KRI Landing Platform Dock (LPD) kelas KRI Makassar, sehingga tidak bisa menjamin pelaksanaan tugas pokok. Oleh karena itu diperlukan suatu langkah strategis dalam upaya mencapai kesiapan kapal kelas KRI (Kapal Perang Republik Indonesia) Makassar ini secara optimal.Langkah-langkah yang dapat dilakukan antara lain modernisasi dan pembelian sistem senjata baru yang mengacu pada kekuatan pokok minimum (Minimum Essential Force / MEF) TNI AL. Berdasarkan rencana pembelian senjata ini untuk mengganti sistem senjata yang sudah tua, maka yang dipilih adalah Senjata penangkis serangan udara dengan klasifikasi daya hancur dan perkenaan yang akurat.Penentuan Prioritas pemilihan senjata dipengaruhi oleh banyak faktor, baik yang bersifat kualitatif maupun kuantitatif. Salah satu teknik pengambilan keputusan adalah dengan pendekatan metode Fuzzy Multi Criteria Decision Making (MCDM) yang dianggap sangat tepat untuk permasalahan bobot kriteria yang bersifat fuzzy (kabur). Metode fuzzy MCDM sebagai model yang diterapkan guna memperoleh nilai prioritas dalam perancangan sistem pendukung keputusan untuk menentukan alternatif senjata penangkis serangan udara untuk LPD kelas KRI Makassar. Selain itu metode fuzzy MCDM akan mengatasi masalah multikriteria pada proses penentuan penentuan senjata ini serta mengatasi kemungkinan adanya data-data yang bersifat ketidakpastian.Berdasarkan pengolahan data, didapat senjata terpilih yaitu NG-18 6-Barreled 30MM Naval Gun, karena senjata ini mempunyai beberapa keunggulan antara lain daya hancur yang sangat tinggi, hubungan diplomatis dengan negara pembuat berlangsung baik sehingga tidak dikhawatirkan untuk mengembargo senjata ini suatu saat nanti, dibandingkan senjata lainnya dengan kemampuan taktis dan teknis senjata yang baik.

Abstract

Eastern Naval Warehousing is the technical implementation elements in charge of receiving, storing, maintaining and distributing supplies to support existing user in the Navy in particular user located in the eastern region. To support the operational activities of the Navy, Eastern Naval Warehousing as service organizations should be supported with the provision of an information system capable of supporting the activities become more optimal provisioning. Speed and accuracy of support provision to user is an indication for the success of a service. Information technology nowadays has grown very rapidly to develop into the current warehousing system. RFID (Radio Frequency Identification) is the process of identifying an object automatically by Radio Frequency. There are two important components of an RFID system is the card (tag) and the reader. Application warehousing information system can be integrated with RFID technology, so that the system can run more optimal for warehousing system. This research aims to design warehousing information system based on RFID in Eastern Naval Warehousing used in processing existing warehousing system to gain optimal in provisioning operations running in Eastern Naval Warehousing to support provisioning activities to meet the requirement of existing user in Navy. Field studies conducted in Eastern Naval Warehousing, aimed to determine the current state of warehousing system that runs to identify existing problems. Furthermore, to process the data, created the design of an information system based on RFID warehousing in software system. This paper get to report out of the goods, report the amount of inventory in real time, the location of goods and EOQ value of goods to determine the optimal inventory level of each item.
