Abstract

Abstrak Salah satu isu penting terkait kerja sama perdagangan Indonesia - Australia Comprehensive Economic Partnership Agreement (IACEPA) adalah ‘standar’. Isu standar berhubungan dengan kepentingan konsumen, kesehatan dan keamanan, perlindungan lingkungan dan manajemen, sehingga berkaitan dengan hubungan perdagangan dan internasionalisasi produk. Isu standar pada IACEPA perlu diperhatikan dan dianalisis karena dapat menjadi kendala atau hambatan dalam hubungan perdagangan Indonesia dan Australia. Penelitian bertujuan untuk menganalisis pola perdagangan Indonesia-Australia termasuk membahas isu standar yang mungkin akan menjadi hambatan dan kendala dalam IACEPA. Hasil penelitian menunjukkan bahwa Australia merupakan rekan perdagangan yang penting bagi Indonesia dan begitu juga sebaliknya. Antara kedua negara, proses perdagangan bersifat saling melengkapi atau komplementer. Keterlibatan dan partisipasi Australia dalam forum pengembangan standar internasional lebih besar daripada Indonesia. Australia juga memiliki posisi tawar dan pengaturan yang lebih kompleks, baik dari segi kuantitas maupun kualitas dalam perdagangan bilateral pada sektor electrotechnology, energy, manufacturing, processing, building dan construction. Semua sektor ini memiliki 64% dari 1743 standar di Australia yang dapat berpotensi menjadi hambatan perdagangan bagi Indonesia. Penelitian ini merekomendasikan bahwa Indonesia dan Australia perlu melakukan kesepakatan terkait penerapan standar terhadap suatu produk dan perjanjian saling pengakuan dan saling keberterimaan atas hasil sertifikasi. Kata Kunci: IACEPA, Standar, Regulasi Teknis, Standardisasi dan Penilaian Kesesuaian Abstract One of the important issues on the Indonesia - Australia Comprehensive Economic Partnership Agreement (IACEPA) is a standard. Standard relates to consumer interests, health and safety, environmental protection and management, therefore its relates to trade and product internationalization. The standard issue is important to be considered and analysed as it can be an obstacle in trade relations between Indonesia and Australia. The purpose of the study was to analyze Indonesia-Australia trade patterns and to discuss the standardization issue that might become constraints in IACEPA. The results showed that Australia is an important trading partner for Indonesia and vice versa. Between the two countries, the trade process is complementary. Australia's involvement and participation in the forum for developing international standards is greater than that of Indonesia. Australia also has a more complex bargaining position and arrangements, both in terms of quantity and quality in bilateral trade in the sector of electrotechnology, energy, manufacturing, processing, building and construction. All of these sectors have 64% of the 1743 standards-based technical regulations in Australia that could potentially be a trade barrier for Indonesia. The study recommended Indonesia and Australia need to agree the implementations of standards on particular products and mutual recognition arrangements on certifications. Abstract

Water pumps using solar power have been widely applied in Indonesia, especially in remote areas with limited power and the difficulty of fuel oil. Installation of PATS for remote areas is very beneficial, both socially, economically and environmentally. However, PATS installed can not maximize its efficiency even can experience problems and system failures when installed, used and maintained not in accordance with the procedure. The International Electrotechnical Commission (IEC) has established the IEC 62253-2011 standard on Photovoltaic pumping systems - Design qualification and performance measurements. This standard can be used as guidance and procedure in PATS installation system, so the problems in PATS can be minimized. The purpose of this research is to mapping the problem of installation of PATS by using parameters in standard IEC 62253-2011. This research uses gap analysis method to find the gap between PATS installation in Indonesia with standard parameter of IEC 62253-2011. The result of research through gap analysis indicate that 51% aspect in IEC 62253-2011 is not fulfilled by user which enable decrease efficiency even PATS system failure, although actually all parameters in the IEC 62253-2011 standard may be possible. The biggest aspect that is not met is related to the availability of operating and maintenance handbook for the pump maintenance staff at the PV pumping site and maintenance handbook covering operation, repair and servicing. This makes it possible for operator ignorance to install, operate and maintain the system, so that human error becomes the most dominant factor in PATS system application. The PV generator becomes the product aspect that most not complies with standard with percentage of 71%, although there are 22 SNI about PV covering module, installation, testing and construction.

Abstract

Pemberlakuan Standar Nasional Indonesia (SNI) baterai primer secara wajib dimulai pada akhir tahun 2009 dengan ditetapkanya Keputusan Menteri Perindustrian Nomor No.36/M-IND/Per/3/2009. Berdasarkan keputusan ini, semua produsen baterai primer, baik dalam negeri maupun luar negeri yang memasarkan produknya di wilayah Negara Kesatuan Republik Indonesia wajib memenuhi parameter SNI baterai primer. Penelitian ini membahas pengaruh pemberlakuan wajib SNI baterai primer terhadap impor produk baterai primer Indonesia dengan analisis ekonometrika menggunakan deret waktu pada periode 2004-2015. Variabel terikat yang digunakan adalah jumlah impor baterai primer, sedangkan variabel bebasnya adalah PDB riil, kurs riil dan dummy pemberlakuan wajib SNI baterai primer. Hasil penelitian menunjukkan bahwa pemberlakuan wajib SNI baterai primer secara simultan dengan varibel nilai tukar rupiah dan PDB berpengaruh secara signifikan terhadap impor baterai primer. Namun Pemberlakuan wajib SNI baterai primer secara parsial tidak berpengaruh terhadap impor baterai primer.
