Abstract

This study aims to create a model of behavioral tendencies of bureaucratic leaders in Papua Province. This research is a qualitative research with qualitative descriptive method and SWOT. Informants consist of academics, community leaders, and officials in the Papua Province environment. The behavior of bureaucratic leaders is very unique for each individual, and for the sake of good public service, good leader behavior is also needed. Bureaucratic leaders need competence in knowledge, experience and a mature attitude towards subordinates, superiors and partners as well as the community they serve. The results of this study found a behavioral tendency model for bureaucratic leaders in Papua Province to have a leadership type of limited free control and limited democracy, with a leadership style that is patterned towards results and cooperation. From the SWOT analysis, the suggestions given to improve the behavior of bureaucratic leaders are strategies for understanding the concept and implementation of leadership as well as fully understanding Papua's special autonomy, as well as setting oneself as an example, honing competence and providing space for subordinates to innovate;, for universities to be able to synergize in providing sustainable education in leadership programs and current government policies; for community leaders to be able to provide good input to the government and bureaucratic leaders; and the Papuan Provincial Government is expected to provide continuous socialization and training.

Abstract

The uniqueness of the population in Papua is the diversity of ethnicities and religions that come from all corners of the archipelago, but can live side by side without conflict. This condition also occurs in the world of government, especially in the application of situational leadership types. This study aims to determine how much the relationship between the ethnic origin of employees and the level of maturity of subordinates in situational leadership is carried out in the Papua Provincial Government. The method used is a quantitative research method using the statistical test of Sommer's dyx relationship to validate the theory of situational leadership, namely to determine the maturity level of subordinates and the leadership style used based on the suitability of the situation meeting, as well as the additional Lambda relationship test. Respondents consist of 21 (twenty one) leaders and 130 (one hundred and thirty) subordinates spread over 7 (seven) offices in the Papua Provincial Government. The results of this study found the magnitude of the relationship +0.23 (very weak relationship) where the subordinates of each ethnic origin, were at a high level of maturity, which had a weak/small relationship in the group of ethnic origin. Abstract

Perilaku pemimpin birokrasi sangat unik setiap individunya, dan demi pelayanan kepada masyarakat yang baik dan maksimal maka dibutuhkan perilaku pemimpin yang baik pula. Provinsi Papua memiliki hak istimewa khusus dalam pemilihan pemimpin daerah maupun penempatan jabatan-jabatn lainnya di lingkungan birokrasi. Dimana pertimabngan yang paling utama adalah memiliki garis keturunan asli anak Papua. Tentu saja menjadi pemimpin di dunia birokrasi membutuhkan kompetensi secara ilmu, pengalaman dan sikap yang matang baik terhadap bawahan, atasan dan rekanan serta masyarakat yang dilayani. Keberagaman yang ada di lingkungan jabatan birokrasi menjadi dasar utama penelitiani ini, dimana penelitian ini bertujuan untuk menciptakan sebuah model kecenderungan perilaku pemimpin birokrasi pada Provinsi Papua. Sehingga model yang ada dapat memetakan perilaku pemimpin yang sesuia dan tidak dan kedepan dapat berguna bagi perbaikan perilaku pemimpin birokrasi. Metode penelitian yang digunakan dalam penelitian ini adalah metode survey. Teknik pengumpulan data penelitian dilakukan dengan melibatkan akademisi (UNIYAP Jayapura dan UNMUS Merauke), Tokoh Masyarakat Provinsi Papua, Pemerintah Kabupaten Merauke, dan Pejabat di lingkungan Provinsi Papua (Asisten III dan Kepala Biro Pembangunan Kampung) dimana akan dilakukan wawancara mendalam (depth interview) terhadap informan-informan pemimpin di Provinsi Papua, kemudian diikuti dengan para akademisi FISIP UNMUS yang bersama-sama menganalisis permasalahan dan mencari bentuk pemecahan masalah dalam bentuk kegiatan FGD (focus group discussion). Metode analisis yang digunakan dalam penelitian, secara umum mencakup analisis deskriptif kualitatif dengan menggunakan analisis dari Miles dan Huberman berupa analisis interaktif, dimana data yang ada dianalisis secara bersama-sama, yaitu reduksi, penyajian data dan penarikan kesimpulan/verifikasi. Selain itu ditambah dengan Analisis model yang dilakukan dengan metode SWOT.

Abstract

The purpose of this research is to describe the activities of crisis managers or also known as ICS (Incident Command System). At the regional level this management is given to the BPBD in which a pragmatic crisis leader is needed; react quickly to change (responsive); firm in implementing compliance, including the schedule through the performance management scheme (rewards and consequences); and have good articulation in conveying communication so as to increase the trust of stakeholders, both internal and external. This type of research is qualitative using the method used is literature study. The results of this study are basically the Incident Commander can come from any circle as long as he is professional and is able to make decisions quickly and accurately with all the consequences which are the characteristics of Crisis Leadership
