Abstract

ABSTRAKPenyediaan benih tebu berdaya hasil tinggi memegang perananpenting  dalam  mendukung  pencapaian  program  swasembada  gula.Produksi benih tebu melalui teknologi kultur jaringan merupakan salahsatu alternatif untuk menyediakan benih bermutu secara masal denganwaktu yang cepat. Salah satu bagian penting dalam program produksibenih tebu adalah penanganan benih hasil kultur in vitro menjadi benihproduksi di lapangan. Penelitian ini bertujuan untuk mendapatkan metodepenanaman benih primer (G0), sekunder (G1), dan komersial (G2) daribeberapa varietas tebu hasil kultur in vitro. Penelitian dilakukan di tigalokasi, yaitu Kebun Percobaan Cibinong-Bogor, Ngemplak-Pati, danKlari-Karawang. Percobaan terdiri atas tiga kegiatan: (1) pengaruh mediatumbuh terhadap pertumbuhan plantlet, (2) pengaruh jarak tanam terhadapproduksi benih G1, dan (3) pengaruh jarak tanam terhadap produksi benihG2. Rancangan percobaan yang digunakan adalah Acak Kelompok,dengan perlakuan pada percobaan pertama adalah media dan tempataklimatisasi, pada percobaan kedua dan ketiga berupa jarak tanam danvarietas. Parameter pengamatan meliputi persentase tumbuh, jumlahbatang per rumpun, jumlah buku, diameter batang, dan tinggi tanaman. Hasil penelitian menunjukkan bahwa penggunaan polibag dan pot tray merupakan cara terbaik untuk aklimatisasi tebu. Jarak tanam terbaik benihG0 dan G1 varietas PS864 dan SS-57 di KP Cibinong adalah 60 cm × 40cm yang dapat memproduksi budset G1 masing-masing 1,72 dan 1,93 jutaper ha dan benih G2 masing-masing 0,9 dan 1,01 juta per ha. Produksibudset G2 PS864 di Klari pada jarak tanam yang sama menghasilkan 1,94juta per ha, sedangkan produksi budset G2 varietas PS881 dan KidangKencana di KP Ngemplak masing-masing mencapai 2,02 dan 2,18 juta perha. Sementara itu, produksi terbanyak benih G2 varietas Bulu Lawang danPS862 di KP Ngemplak dihasilkan pada perlakuan jarak tanam 100 cm ×20 cm masing-masing sebanyak 2,44 dan 1,41 juta per ha. Produktivitasbenih tebu hasil kultur jaringan dipengaruhi oleh jarak tanam, lokasipenanaman, dan varietas tanaman.Kata kunci: tebu, benih unggul, kultur jaringan, jarak tanam, benih G0,G1, G2

Abstract

The misperception of authority within the Metro City Regional Government has led to inconsistencies between Law Number 16 of 2011 and Metro City Regional Regulation Number 16 of 2013 regarding the implementation of legal aid. This misperception has also created a legal vacuum, as the Ministry of Home Affairs Regulation mandates the mandatory authority of the Regional Government, which is ignored in providing legal aid to the Minister, Regional Head/Deputy Regional Head, CPNS/PNS, while the Regional Government focuses more on regulations regarding legal aid for the poor. This research uses a qualitative approach to gain a deeper understanding of the law and regulation formation process. The data sources were obtained directly from the Metro City Regional Government, specifically from the Legal Section handling legal aid, as well as through social media, news websites, and government websites related to the archives of the formation of Regional Regulation Number 6 of 2013. The data analysis adopts Hans Kelsen's theory in General Theory of Law and State and the theory of the hierarchy of laws and regulations. Given the misperception that causes inconsistencies and a legal vacuum, a review of the existing regulatory hierarchy system is needed. To address this, it is necessary to review the local regulation to align it with Law Number 16 of 2011, through mechanisms such as judicial review or revisions by the local legislative body, although until now, there has been no follow-up from the Metro City Regional Government or the Provincial Government.

Abstract

Both the pre-paid KWH meter and the KWH meter after payment are instruments that PT. Perusahaan Listrik Negara (Persero), also often abbreviated PLN, uses to determine the printing number of KWH meters used by energy users. There is a problem with smart meters in society; many still have doubts about using them because they are thought to be more expensive. In the village of Alue Ie Mameh, the study is to determine the extent of variation in electricity consumption and the computation of electricity prices for pre-paid and post-payment clients over the course of a month of use. The mix method is the strategy. Ten pre-paid consumers and ten post-payment customers were polled by Objects. In the village of Mameh, post-paying customers use more electricity than pre-paid customers do. The longest-running electrical device used by residents of Alue Ie Mameh is their refrigerator, which operates around the clock.

Abstract

The objective of the experiment was to determine the best concentration and frequency of application of micronutrients (Metalik) to increase pepper plant growth in the nursery. Metalik was used as it contained several micronutrients. Thirteen treatments were arranged as follows: untreated plants as control and twelve other treatments were combinations of concentration (0.3, 0.6, 0.9, 1.2 ml Metalik/l water denoted as KO.3, KO.6, KO.9, and K1.2 respectively) and application frequency (once a week, once every two weeks, and once every four weeks denoted as Fl, F2, and F41respectively). The twelve treatments were: KO.3Fl, KO.3F2, KO.3F4, KO.6Fl, KO.6F2, KO.6F4, KO.9F1, KO.9F2, KO.9F4, Kl.2F1, Kl.2F2, and Kl.2F4. Plants used in the experiment originated: from secondary branch cuttings of Lampung Daun Lebar cultivar. A randomized complete blocked design was used. Experiment consisted of three replicates. Result of the experiment showed that foliar application of Metalik increased growth of pepper plants in the nursery. The best treatment was concentration of 0.3 ml Metalik/l water and application frequency of once every four weeks.
