Abstract

Impact evaluation is to determine the impact of policy implementation that has been carried out by policy implementers. According to Patton, Sawicki, Clark, the method that can be used to measure the success of the performance of the impact of the policy is before and after comparison. This research uses a literature study method through analysis of data obtained from BPS, Ministry of PUPR, and Ministry of Finance. The results show that the impact of road infrastructure development policies has not been in accordance with the national development mission. Before the government increased the budget for infrastructure improvements in 2010-2014, the number of high school students who did not continue their studies to higher education at that time was 39.06%).

Abstract

Traffic problems that are increasingly complex today cannot be separated from population growth and the development of community dynamics that are always changing from time to time. Traffic and road transportation problems in Indonesia are not only about increasing the number of people every year but also with various levels of education ranging from the uneducated to the intellectuals (heterogeneous), as well as the different socio-economic levels of the students. road users, causing a different level of absorption of traffic norms. To overcome this, the government began to issue and implement Law No. 22 of 2009 concerning Road Traffic and Transportation. From the results of the research that has been carried out, it can be seen that the Effectiveness of the Traffic and Road Transport Law Policy in Reducing the Violation Rate of Highway Users has not been able to be implemented optimally in the Indonesian Territory. It is proven by the fact that there are still many violations committed by two-wheeled riders, which amounted to 660,072 violations and four-wheelers as many as 199,916 violations. While the types of violations that are mostly committed by two-wheeled riders are that they do not use helmets when driving on the highway with a total of 186,570 violations, and the violations committed by four-wheeled users are that they often violate road markings with a total of 72,909 violations.

Abstract

The implementation of social policies for Concurrent Government Affairs in the Nias Archipelago Area, Sumatera Utara Province, is still experiencing inequality, especially from the aspect of budget allocation. This article aims to analyze these problems, using a qualitative descriptive method, data sourced from the Ministry of Finance of the Republic of Indonesia (2022). We use data analysis techniques through data reduction, data presentation, and drawing conclusions. The results showed that (1) out of 33 regencies/cities in Sumatera Utara Province, 5 regencies/cities in the Nias Archipelago Area, namely Nias Regency, Nias Selatan Regency, Nias Utara Regency, Nias Barat Regency, and Gunungsitoli City experienced significant imbalances in budget extreme allocations with 28 non-island (mainland) regions and below the provincial average. The lack of social policies will have a significant effect on the implementation of Optional Concurrent Government Affairs in the archipelago; and (2) Conceptually, it is important to pay attention to the principles of accountability, efficiency, externality, and national strategic interests in treating archipelagic areas through increased transfer funds – including the General Allocation Fund (DAU) and the Special Allocation Fund (DAK) - as specifically regulated in Law Number 23 of 2014 concerning Local Government. It is hoped that the novelty of this research can become material for evaluating policies of the central and provincial governments. This research can have implications for accelerating development, especially in island areas.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan permasalahan kualitas pelayanan Rumah Sakit Umum Daerah KRMT Wongsonegoro Kota Semarang, dan mengidentifikasi faktor yang mendukung dan menghambat dari pelayanan yang diberikan oleh pihak rumah sakit kepada pasien pengguna BPJS Kesehatan. Dengan menggunakan metode penelitian kualitatif, dan teknik triangulasi sumber data. Hasil penelitian menunjukkan bahwa faktor kualitas pelayanan yang terdapat dalam dimensi bukti fisik (tangibles) masih perlu dilakukan perbaikan berupa penanaman pohon disekitar areal parkir, dan meminimalisir dari adanya ancaman banjir pada saat musim penghujan. Selain itu juga perlu perbaikan pada peningkatan dan penambahan Sumber Daya Manusia, khususnya di bagian farmasi. Dikarenakan pasien yang berkunjung ke RSUD KRMT Wongsonegoro selama periode 2016-2020 adalah sebanyak 932.578 orang, dimana dari 714.451 (77%) pasien tersebut adalah pengguna BPJS Kesehatan baik dari golongan PBI ataupun Non PBI. Sedangkan 218.127 (33%) lainnya adalah pasien umum. Banyaknya pasien yang ada di rumah sakit, maka hal itu menyebabkan pasien menunggu lama pada saat mereka akan mengambil obat setelah proses pemeriksaan dokter selesai dilakukan.

Abstract

Traffic education has the potential to reduce accident rates by changing the behavior and attitudes of road users. Through effective outreach and training, road safety messages can be instilled in public awareness, thereby reducing violations of traffic rules and avoiding risky behavior that causes accidents. Additionally, traffic education also helps improve driving skills and situational awareness, which are important factors in reducing accidents. Which can be taught to children at primary and secondary education levels. The research results show that Traffic Education for Elementary School and Middle School Children is one of the important programs carried out to provide children with an understanding of safe and correct traffic procedures. This program aims to provide knowledge and skills to children in dealing with various traffic situations around them. Traffic education for elementary school and MI children is carried out in stages and is adjusted to the child's age and development level. Civics and Religion are subjects that are able to contribute to solutions to the various crises that hit Indonesia, especially multidimensional crises related to Values, Norms, Morals and Traffic Ethics through Education.

Abstract

This research aims to analyze and describe the Collaborative Governance process carried out by the Regional Police of North Kalimantan Province conducted by the State Mission in the Field of Border Security between Indonesia and Malaysia. The results of the research indicated that the collaboration process by the North Kalimantan Regional Police with relevant stakeholders in the Republic of Indonesia - Malaysia border area is not optimal. When the North Kalimantan Regional Police carried out a collaboration process with all stakeholders in the Republic of Indonesia - Malaysia border area, this increases a collaboration dynamic to many differences opinion, views, and thought patterns because there are many stakeholders which were involved in maintaining the security of the country's border area. Collaborative actions to maintain the security of the country's borders have been carried out by stakeholders, such as regular meetings, FGDs, and coordination meetings. However, these activities/events are only in such formalities, there is no serious actions in handling Republic of Indonesia - Malaysia border problems in North Kalimantan province. Therefore, the impact resulting from these collaborative activities is not significant in reducing the number of crimes between the two regencies, which directly border Malaysia, namely Malinau and Nunukan.

Abstract

The aspect of public service in government bureaucracy and Regional Owned Enterprises is one of the benchmarks of performance. Therefore, it must be able to meet customer expectations and be able to adapt to the demands of the times. This study aims to analyze and describe the Customer Service Application Innovation (SI AGAN) at the Regional Public Water Company Tirta Moedal, Semarang City. The results of the study indicate that the implementation of the customer service application innovation (Si Agan) at Perumda Air Minum Tirta Moedal, Semarang City has been running well. There is relative adventage or relative advantage for both the service provider and the service recipient. In the Si Agan Application, there is compatibility or suitability between the old procedure and the procedures in the application. In addition, the Si Agan application is also in accordance with customer needs. For the complexity or complexity of the Si Agan application, there is no complexity in running the application. All the features in Si Agan are very easy to use. The Si Agan application also meets the element of triability or the possibility of being tested on customers. This application has been tested on several customers in order to find out the shortcomings and fix all these shortcomings. The last factor that is the benchmark for the implementation of innovation is observability or ease of observation. The Si Agan application is an application that is easy to observe and download on the Google Play Store download application.

Abstract

Stunting is a chronic nutritional problem in children under five years of age characterized by being shorter than their peers. Children who suffer from stunting will be more vulnerable to disease and as adults are at risk of developing degenerative diseases. The impact of stunting is not only in terms of health but also affects the level of children's intelligence. Children are the assets of the nation in the future. It can be imagined, what will be the condition of Indonesia's human resources in the future if many Indonesian children are currently suffering from stunting. It is certain that this nation will not be able to compete with other nations in facing global challenges. To prevent this, the government launched an integrated stunting prevention intervention program that involves cross-ministries and institutions. There are 2 (two) main targets that must be met immediately, namely 1) the availability of Specific Intervention services with 9 (nine) indicators, and 2) the availability of Sensitive Intervention services with 11 (eleven) indicators.

Abstract

The population growth in Semarang City over the years has directly contributed to the increasing volume of waste, particularly plastic waste, which is non-biodegradable and harmful to the environment. Between 2020 and 2024, data indicates a significant rise in plastic waste generation alongside more frequent flooding, particularly in densely populated areas and along riverbanks. This study aims to evaluate the effectiveness of plastic waste management policies in Semarang City by applying William N. Dunn’s (2018) policy evaluation framework, which includes five dimensions: effectiveness, efficiency, adequacy, equity, and responsiveness. A qualitative approach was used, employing a literature review, policy document analysis, and spatial data visualization (heatmaps) to identify correlations between flood-prone areas and plastic waste accumulation. The findings reveal that despite the issuance of several local regulations on plastic reduction and waste management, implementation faces persistent challenges, such as low public participation, inadequate waste transportation infrastructure, and weak enforcement on businesses and industries. Evaluation through Dunn’s five dimensions indicates that the policy has not yet achieved optimal effectiveness and efficiency, as its direct impact on reducing plastic waste and mitigating flood risks remains limited. This research recommends renewing more adaptive policies, strengthening institutional capacity, and integrating spatial data-based waste management systems as strategic steps for sustainable improvement.
