Abstract

Transformational leadership is considered to play an important role in improving the quality of service because a transformational leader can foster a strong commitment between staff and the organization, as well as staff and teammates where they are willing to work beyond their own abilities for the organization and become potential partners for the organization. This study aims to look at the condition of principals' transformational leadership in state high schools in Central Kalimantan Province with indicators to be seen including Idealized Influenced, Inspiration Motivation, and Intellectual Stimulation. The method used is descriptive quantitative with the teacher as the respondent. Based on the results of the study it is known that the transformational leadership condition of the headmaster of state high schools in the province of Central Kalimantan is in the sufficient category. Suggestions and recommendations are given to school principals to increase intellectual stimulation to subordinates, especially teachers at the school.

Abstract

The background of this study is based on the need for more  attention to the competencies possessed by school administration personnel,  while administrative personnel is one of the pillars of school administrative services. The purpose of this study is to describe the planning, implementation, evaluation, and follow-up of supervision of school administrative personnel by school principals. The research method used is a qualitative descriptive approach. Data collection techniques in this study used observation, interviews, and documentation—analysis techniques through data collection, data reduction, conclusion-making, and triangulation. The results showed that the technical competence of the administrative staff at SMP Negeri Remban is quite good because they have good communication and always work together to expedite their work. In terms of role, the principal has played a role in improving the technical competence of administrative staff; this is indicated by the principal often taking the time to talk to the administrative staff so there is no awkwardness or fear between the principal and administrative staff; the principal also often holds meetings with administrative staff so that cooperation and communication between principals, teachers, and administrative staff are always well established. This research implies that the principal and education staff are an inseparable unit. Therefore it is hoped that good cooperation and communication between the two elements is expected so that in a future implementation, evaluation can be used as a guide as a follow-up if deficiencies are to be corrected.

Abstract

Penelitian ini bertujuan Untuk : 1) Mendeskripsikan keterampilan konseptual (conceptual skill), 2) keterampilan manusiawi (human relationship skill, dan 3) keterampilan tehnik (technical skill) kepala sekolah dalam meningkatkan mutu layanan pembelajaran di SMA Negeri 3 Mukomuko. Rancangan penelitian deskribtif kualitatif, dengan jenis penelitian studi kasus. Sumber data adalah kepala sekolah, wakil kurikulum dan guru.Tehnik pengumpulan data melalui observasi, wawancara dan studi dokumen.Teknik analisis data memiliki empat tahap yaitu pengumpulan data, reduksi data, penyajian data dan langkah terakhir adalah penarikan kesimpulan dan verifikasi. Kesimpulan penelitian ini adalah : 1) kepala sekolah mempunyai konsep bahwa peningkatan mutu dapat tercapai dengan ditunjang adanya strategi yang tepat serta ketepatan dalam mengambil keputusan, dalam merencanakan program kerja. 2). Sebagai seorang pemimpin yang terampil dalam bekerja sama dengan orang lain, kepala sekolah telah mampu menjalin komunikasi yang baik, memberikan penghargaan kepada bawahannya yang berprestasi, menciptakan suasana kerja yang nyaman, memberikan suri tauladan kepada bawahannya, memberikan bimbingan dalam menjalankan tugas dan melibatkan guru dalam mengambil berbagai keputusan. 3) Kepala sekolah telah bertanggung jawab penuh terhadap proses pengawasan dalam proses pembelajaran dan terlibat langsung dalam upaya memberikan bantuan terhadap guru dalam pengelolaan kelas, sebagai bentuk kemampuan keterampilan tehnis.

Abstract

This study examines the implementation of financial governance in vocational secondary schools operating under the Regional Public Service Agency (BLUD) framework as part of Indonesia's educational decentralization reform. The research is grounded in the urgency to strengthen institutional autonomy, financial flexibility, and industry relevance in vocational education amid increasing demands for production-based learning and for the development of factory teaching. The study aims to analyze policy implementation, financial planning, operational management, evaluation mechanisms, and governance follow-up practices within BLUD-based schools. A qualitative descriptive approach was employed using a multi-site case study design involving four vocational schools. The research population comprised BLUD-designated vocational schools in Bengkulu Province, from which four schools were purposively selected based on implementation duration, variation in governance performance, and production unit readiness. Research participants included principals, BLUD financial managers, vocational teachers, and representatives from the education office. Data were collected through semi-structured interviews, non-participant observations, and analysis of institutional documents, using validated interview guides and observation protocols. Data were analyzed using the CIPP evaluation model supported by interactive data analysis techniques. The findings indicate that BLUD governance has been implemented in a structured manner, enabling flexible financial management, strengthening teaching factory operations, and enhancing experiential learning. Evaluation systems and follow-up actions were found to reinforce accountability in governance and institutional learning. The study concludes that BLUD financial autonomy contributes positively to the quality of vocational education when supported by participatory governance, managerial competence, and sustainable evaluation. It is recommended that policymakers strengthen capacity-building programs, participatory financial literacy, and performance-based monitoring systems to optimize outcomes of BLUD implementation.
