Abstract

Undang-Undang Dasar 1945 Pasal 28 H setiap warga negara berhak hidup sejahtera lahir dan bathin bertempat tinggal dan mendapat lingkungan yang baik dan sehat, dalam Undang Undang Nomor 39 Tahun 1999 tentang hak asasi manusia pasal 40 bahwa setiap orang berhak tempat tinggal dan berkehidupan yang layak, begitu juga dengan amanat Undang Undang Nomor 1 Tahun 2011 tentang Perumahan dan Kawasan Pemukiman bahwa Pemerintah mempunyai Kewajiban untuk Menyediakan rumah layak huni bagi Masyarakat Berpenghasilan Rendah.Penelitian Implementasi kebijakan rumah layak huni bagi masyarakat berpengasilan rendah di Kota Tangerang mempunyai tujuan menganalisis Implementasi kebijakan program rumah layak huni bagi masyarakat berpenghasilan rendah di Kota Tangerang. Metode Penelitian ini menggunakan pendekatan teori model implementasi kebijakan dari Merillee S. Grindle. Keberhasilan implementasi kebijakan sangat ditentukan oleh tingkat implementability kebijakan itu sendiri, yaitu yang terdiri dari Content of Policy dan Context of Policy, Grindle (1980) . Berdasarkan hasil Penelitian “ Implementasi kebijakan program penyediaan rumah layak huni bagi masyarakat berpenghasilan di Kota Tangerang telah berjalan dengan baik hal ini bisa dilihat dari peranan Dinas Perumahan dan Pemukiman terhadap pelaksanan Program sudah sesuai dengan tugas dan Fungsi.Dinas Perumahan dan Pemukiman sebagai salah satu intansi yang mempunyai kewenangan telah melakukan dengan Koordinasi dengan Dinas terkait serta melibatkan Badan Keswadayaan Masyarakat dan Lembaga Pemberdayaan Masyarakat sebagai unsur Masyarakat dan juga Perguruan Tinggi. Berkaitan dengan Keterlibatan Staekholder dalam Program Penyediaan Rumah Layak Huni bagi Masyarakat Berpenghasilan rendah peranan Pemerintah Daerah sudah optimal tetapi keterlibatan Staekholder terutama peran sektor swasta berupa Program anggaran dari CSR perlu dioptimalkan dalam mendukung keberhasilan Program.Dampak dari Implementasi Kebijakan ini Masyarakat berpenghasilan rendah di Kota Tangerang telah memiliki rumah layak huni dalam lingkungan sehat dan baik

Abstract

This study aims to find out how public service innovation is as an effort to improve the quality of public services in making Child Identity Cards (KIA) using the Whatsapp application at the Tangerang Regency Population and Civil Registration Office and to find out the inhibiting factors in the service process for making Child Identity Cards (KIA) in Department of Population and Civil Registration of Tangerang Regency. This type of qualitative descriptive research is used in this study. researchers used a descriptive research pattern. Sources of data used in this study are primary data and secondary data. The data collection methods in this study are as follows, observation, interviews and documentation. The data analysis technique used is data reduction, data display and conclusion. The results of the study show that according to the theory of public service innovation according to Bloch (2010) it is concluded that the product indicators show consistent results. Meanwhile, the process, organizational, and communication indicators show results that are not optimal. Inhibiting factors in improving the quality of services for making Child Identity Cards (KIA) using the WhatsApp application include inadequate facilities and infrastructure, low utilization of technology and low public awareness of MCH ownership.

Abstract

The Tangerang City Health Office launched the Cageur Jasa innovation as a response to health problems in the area. The purpose of this innovation is to analyze the level of community satisfaction, increase public awareness and behavior in creating healthy families at the Gembor Health Center. This research is a type of qualitative descriptive research using data collection methods through observation, in-depth interviews, and documentation. Public Sector Innovation Theory according to Funglsang & Perdesen (2011) which consists of 6 indicators namely, Technology, Service, Organization, Process, Marketing, and Conceptual. As well as the Quality of Public Services according to Kotler in Arni Purwani and Rahma Wahdiniwaty (2017: 65) which consists of 5 indicators namely, Reliability, Responsiveness, Assurances, Empathy, Tangibles, used as a theoretical framework. The results of the research show that the innovation process at the technology, process, and marketing stages is not optimal, and there are still problems in its implementation. Achievement of goals, integration and adaptation of Cageur Jasa's innovations have also not been maximized in increasing people's satisfaction, awareness and behavior in achieving healthy families. Supporting and inhibiting factors play an important role in the implementation of this innovation. In conclusion, the innovation process has not been maximal in increasing people's satisfaction, awareness, and behavior. Supporting and inhibiting factors also influence the implementation of Cageur Jasa innovations.
