Abstract

This study examines and analyzes the revitalization that is managed in the study of the alignment of Regional Government and Sectoral SKPD policies, and analyzes the Revitalization of Agropolitan Areas from the point of view of the Gap between Traditional Area Patterns and Agropolitan Patterns in Kapuas Regency. This study uses a qualitative approach that emphasizes facts and field phenomena to reveal issues related to the implementation of real estate policies. The results of the research design a policy implementation model theory from Edward III, and can be implemented in the KAFE (Kapuas Agropolitan Food Estate) project, namely the revitalization of agropolitan policies in developing superior commodity-based agropolitan areas in developing regional economies in superior local rice agropolitan areas, Dadahub District, Kapuas Regency is a policy on agropolity land of 20,000 ha in stages of 10,000 Ha and continue until 2022; and development of the economic development of agropolitan districts, which is the goal of realizing modern agricultural areas as drivers of the rural economy that are able to prosper the community. Formulation of the pattern and structure of the agropolitan area according to its function because it accelerates economic growth as a center of growth so that it becomes a center of superior local rice. Four characteristics of the pattern and structure of agropolitan areas as centers of growth, especially the existence of internal relations of various types of activities, multiplier elements, the presence of geographical concentration, and the nature of encouraging the growth of the area behind it.

Abstract

Teachers who get certification are entitled to a professional allowance. The government hopes that with this allowance, teachers can improve their welfare and performance. But unexpectedly, after receiving the professional allowance, teachers are not compensated with good quality and competence. Related to this, the Banyuwangi Regency government made improvements through the Education Office Branch. A Management System for Monitoring and Control of Performance and Allowances (SRITANJUNG) management program was launched to control teacher quality and competency. This study aims to build an implementation model for the Sritanjung Program as a quality control and appropriate teacher competency. Factors that support or inhibit will be sought and try to find a solution. This study uses a descriptive qualitative method by collecting data in the field through interviews and questionnaires to all parties involved. The results showed that 1) the implementation of the program as a quality control and teacher competence in the process there are problems with legality, attitude and character of supervisors and principals, target targets/teachers, and tools. While the supporting factors for program implementation as control are: (a) the existence of implementer intentions and agreements, (b) the existence of a legal umbrella, (c) application support, and (d) the availability of implementor resources that are ready. While the inhibiting factors are (a) policy; assignment legality for school supervisors and principals, (b) tools; teacher's computer equipment, frequent errors, incomplete features, and internet signal, (c) systems and processes; lack of clear information about the program, and (d) from human resources; not all teachers are familiar with applications, honesty of information from teachers, weak mastery of information technology and computers, allocation of allowances and busyness of teachers. Meanwhile, the program implementation model for quality control and teacher competence that has been built and is appropriate is the Co-Han Model, which is presumably the initial solution. The Co-Han model is a combination of the old program implementation model and some elements of the COCO control model. This new model involves elements of attitude and characteristics of implementers and targets. Involving the elements of attitude and character in the form of goals, commitment, and abilities is considered very important. With a good attitude and character, it is hoped that the program can be implemented properly too, so that the goals will be easily achieved. The combination of management as a system, as well as commitment and ability as a character will greatly influence program objectives. This is considered a very effective, necessary and new combination in a program implementation as control.

Abstract

Tujuan penelitian ini adalah ingin mengetahui tingkat pengangguran di wilayah Surabaya yang cukup memperihatinkan. Pemerintah Kota Surabaya (DISPERINAKER) memberikan program untuk masyarakat Surabaya agar mudah menemukan dan mendapatkan informasi kerja yakni dengan Program ASSIK (Arek Suroboyo Siap Kerjo). Metode dalam penelitian ini menggunakan metode deskriptif kualitatif. Dalam menyajikan hasil penelitian secara menyeluruh, langkah yang dimulai dengan melakukan observasi, wawancara, dan didukung oleh sumber literatur yang berkaitan. Penelitian ini difokuskan pada evalusasi program ASSIK sebagai upaya pengurangi pengangguran di Wilayah Surabaya. Penelitian ini menggunakan standar evaluasi kebijakan dari William N. Dunn yakni, efektifitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatan. Hasil penelitian dari 6 indikator keberhasilan tersebut  Program ASSIK dari Pemerintah Kota Surabaya sudah efektif  dilaksankan akan tetapi memiliki kekurangan yaitu perlu dilakukan pembaharuan secara berkala.

Abstract

Penelitian ini untuk menjelaskan proses Implementasi OSS RBA ( Online Single Submission Risk Based Approach) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Berau dan mengidentifikasi apa yang menjadi faktor penghambat dalam proses implementasinya dengan pengembangan analisa teori implementasi system berdasarkan teori dari G Shabbbir Cheema dan Dennis A Rondinelli. Metode yang digunakan adalah kualitatif deskriptif dengan memberikan gambaran atau penjelasan yang tepat secara objektif terkait keadaan yang sebenarnya dari objek yang diteliti Hasil dari penelitian ini menunjukan bahwa Implementasi Sistem OSS RBA ( Online Single Submission Risk Based Approach) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu kabupaten Berau sudah efektif dan berjalan dengan baik walaupun belum optimal. Faktor penghambat diantaranya jaringan internet di beberapa wilayah yang kurang baik, masih kurangnya tenaga teknis yang akan melakukan pendampingan OSS RBA di klinik OSS RBA, dan keterbatasan anggaran

Abstract

This research examines the implementation of stunting handling policies in Bangkalan Regency, focusing on Regent Regulation No. 6 of 2019. Using a descriptive qualitative approach, data was collected through activity documents, interviews, and observations. The findings reveal that while the policy has led to some successes, such as reducing stunting rates and improving child nutrition through collaborative efforts between health workers, the community, and local government, challenges remain. These include uneven economic empowerment, limited public awareness about maternal and child nutrition, insufficient private sector support, and underutilized local potential. The research highlights the need for a collaborative implementation model to address these gaps and ensure sustainability. Key recommendations include enhancing cross-sector collaboration, increasing public awareness campaigns on health and nutrition, and fostering stronger private sector engagement. The proposed model emphasizes continuous monitoring and policy adaptation to maintain progress in reducing stunting rates. By addressing these areas, the research underscores the importance of a holistic and sustainable approach to tackling stunting in Bangkalan Regency.

Abstract

The local government information system (SIPD) policy is a service for managing local development information, local financial information, and other local government information in an integrated and sustainable manner. This policy also brings information disclosure to the public, where through the SIPD policy guarantees every individual to be able to access local government information according to community needs effectively and easily. This study aims to examine how the implementation of the local government information system (SIPD) policy in improving local government accountability in the General Bureau of the Regional Secretariat of East Java Province. The method used in this research is a qualitative method with descriptive analysis and data collection obtained through interviews and research observations. The results showed that the implementation of the regional government information system (SIPD) policy at the General Bureau of the Regional Secretariat of East Java Province has been running and implemented well. However, in its implementation there are still several obstacles that hinder the implementation of the policy. The inhibiting factor found in this research is that the service system facilities provided by the Ministry of Home Affairs (Kemendagri) often experience trouble. This happens because of the surge in national access by OPDs nationally at certain times to the regional government information system. (SIPD) service.
