Abstract

Improving the quality of service is one of the crucial issues in the implementation of management, both in public sector management and private sector. The persistently high level of service user complaints shows that the government as public organizations are still not fully able to create a system acceptable service in the eyes of the people. Along with this there are several government programs related to the fulfillment of public service but not in accordance with the needs of the community or in its implementation still have many problems. This is a dilemma that needs to be assessed and sought alternative solutions. Such circumstances make the community as users of public services to be not satisfied, so that people are reluctant to take care of everything related to government bureaucracy. Next community finding shortcuts in a way violating the existing rules, this is where the process of corruption, collution, and nepotism begins. Services become commodities that are bought and sold by the apparatus to enrich themselves, bargaining occurs in the provision of services to the community that should have a duty and responsibility.

Abstract

Education is a fundamental right of every citizen that the state is obliged to guarantee, particularly for underprivileged communities. The zoning policy in the New Student Admission System (SPMB) was introduced as an effort to equalize access to education in Indonesia. This study aims to evaluate the implementation of the zoning policy and educational assistance programs such as PIP and PKH for underprivileged communities in Sidoarjo Regency using an ex ante evaluative approach with a qualitative library research method. The evaluation was conducted based on six criteria by William N. Dunn, namely effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The results indicate that the effectiveness, efficiency, and equity criteria performed relatively well, where the affirmation pathway met the 15% quota, PIP funds were distributed without waste, and various SPMB pathways provided proportional benefits. However, adequacy and responsiveness emerged as the main weaknesses, marked by 72 school dropout cases, low utilization of funds for educational purposes, and insufficient program socialization to parents. Regular face-to-face socialization, active mentoring, and cross-sector coordination are needed to optimize the zoning policy for underprivileged communities.
