Abstract

Kata Kunci: Diplomasi Pertahanan, Kerjasama Pertahanan Indonesia-AS, confidence building measure, capacity building Abstract--The research aims to analyze Indonesia Defense Diplomacy in enhancing Indonesia-United States (US) defense cooperation period of 2012-2017. It is confronted with inequalities in Indonesia-US defense cooperation shown by the implementation of human rights vetting by the United States against Indonesia, as well as issues that occur in Indonesia and the United States both internally and externally which may affect their relations. This research focuses on Indonesia defense diplomacy in enhancing Indonesia-US in two major characteristics; those are confidence building measures (CBM) and capacity building. In analyzing data, concepts and theories of defense diplomacy, defense cooperation, and geopolitics are used. The research applies qualitative-descriptive method, and several interviews and content analyses were used in data collection technique. The results indicate that four of seven indicators of defense diplomacy in confidence building measures; which are communication, consultation, transparency, and goodwill have been implemented well. Besides, another three indicators; economic CBM, socio cultural CBM, and Political CBM have not been well implemented. Therefore, solutions in improving these three indicators are needed to build the CBM and defense cooperation between the two countries. Furthermore, two indicators of defense diplomacy in capacity building, which are strategic cooperation in military aid and the purchase of major weapon system to improve defense capability, have been well implemented by both countries.Key words: Defense Diplomacy, Indonesia-US Defense Cooperation, confidence building measure, capacity building

Abstract

Indonesia’s involvement in peacekeeping missions has long been a key part of its foreign policy, contributing to world peace as outlined in Republic of Indonesia Law Number 37 of 1999 concerning Foreign Relations. This study aims to analyze the government's policy implementation regarding troop preparation for world peace missions, particularly in relation to Indonesia's role as a Troops Contributing Country (TCC) to the United Nations (UN). The research utilizes a qualitative descriptive approach to understand the intricacies of the troop preparation process through George Edward III's policy implementation model, which emphasizes the importance of disposition, communication, resources, and bureaucracy. Data were collected through document analysis, interviews, and observation of relevant practices in Indonesian military operations. The findings highlight that the personnel selection process for peacekeeping missions is highly structured, requiring compliance with rigorous standards set by both the Indonesian government and the UN. The pre-deployment training, supervised by the TNI (Indonesian National Army) Headquarters, ensures that selected personnel are adequately prepared for their assignments. This comprehensive preparation includes mental and physical readiness, as well as the necessary technical and language skills. The results also emphasize the importance of strong inter-agency coordination, particularly between the Ministry of Defense and the Ministry of Foreign Affairs, to ensure the success of these missions. Furthermore, the study reveals that budgetary and resource constraints remain significant challenges in sustaining peacekeeping operations. In conclusion, Indonesia's contribution to global peacekeeping missions underscores the nation's commitment

Abstract

The North Natuna Sea has high strategic and economic importance because it is an important trade route and has abundant fishery resources. However, the region is prone to illegal fishing and border violations. In 2020-2022, there were 162 violations, while 2023 recorded 14 warship contacts. The Indonesian Navy has organized security operations with warships and maritime patrol aircraft. However, budget constraints are a major obstacle. Autonomous vehicles are a potential solution due to their lower cost, high efficiency, and advanced monitoring capabilities. This research aims to determine the priorities and criteria of Autonomous vehicles suitable for patrolling the North Natuna Sea. This research uses a quantitative method with Analytic Network Process (ANP) to analyze the relationship between system elements. The data was analyzed with a Multi Criteria Decision Making approach using Super Decision version 3.10 software to generate objective decisions. The main criteria included Performance, Operational, Maintenance, and Cost. The ANP model allows the evaluation of interrelated factors, determining the priority of Autonomous Vehicles in patrolling the North Natuna Sea. The results showed that the main criteria in the selection of Autonomous Vehicles for patrolling in the North Natuna Sea were Performance (0.441), followed by Cost (0.267), Operational (0.181), and Maintenance (0.111). At the sub-criteria level, Endurance has the highest priority (0.151), followed by Acquisition Cost (0.118) and Range (0.098). For vehicle alternatives, UAV ranked first (0.509), followed by AUV (0.281), UCAV (0.136), and USV (0.074). These results show that UAV is the best choice for maritime patrol based on the factors of performance, cost, and operational range.
