Abstract

Rural poverty is a very complex synthesis, both in terms of the potentially poor population, the type of poverty and the process that causes poverty itself. Based on these arguments, this study aims to show that the treatment of regional development programs in poverty alleviation efforts cannot actually be carried out uniformly. This study is intended to provide an analytical model to increase the productivity of the poor with a certainty that rural poverty is unique and specific, by approaching isolated tribal groups. The research uses a case study approach, what policies are most effective to increase the productivity of the poor, isolated tribes, data collection for the unit of analysis is carried out using the PRA (Participatory Rural Appraisal) method to explore the problems developed in participatory research, where researchers only act as facilitator while community groups and tribal tribal institutions play an active role in analyzing and assessing the problems they experience. The results of the study confirm that the policies that need to be implemented in an effort to increase the productivity of the isolated tribal community are carried out through several alternative policies, namely; rehabilitation of forest resources, increasing human resources of isolated tribes, as well as controlling the shrinkage of potential cultivated areas

Abstract

The poverty process creates specific rural poverty groups in a complex and multidimensional phenomenon, so that no valid anti-poverty program can apply equally to every time and every region, one of the specific rural poverty community groups created by the poverty process is Small Farmers and Cultivators, the source of their poverty is due to low access to land and capital, the alternatives available to them in the labor market are very small with low wages, precarious work, high unemployment rates, and limited land, so they experience exploitation by middlemen. intensive. The type of research used is descriptive research, the approach used is a case study using the PRA (Participatory Rural Appraisal) method. In this case, the case study is the search for problems (problem structuring) of the sources and processes behind the poverty of the farming community in Jonggon Kampung Village and the policies that need to be implemented in response to these problems. The research location was conducted in Kutai Kertanegara Regency, East Kalimantan Province, the unit of analysis of this study was at the village level, the determination of the unit of analysis was carried out intentionally according to the research objectives (purposive), namely villages according to the classification of poor villages with a functional group approach of people who are vulnerable to the poverty process. rural areas, namely groups of small farmers and sharecroppers. The results of the study confirm the policies that need to be implemented in an effort to increase the productivity of poor farmers in Jonggon Kampung Village, namely; controlling the shrinkage of functional land, increasing the application of appropriate technology, capital assistance and increasing access to marketing as alternative selected policies to be recommended.

Abstract

Abstract

Digital social protection increasingly depends on integrated administrative data, making data governance, targeting fairness, and public trust closely connected. This sequential explanatory mixed-methods study examined whether perceived targeting fairness mediates the association between social protection data governance and public trust and used Generation Z interviews to explain the quantitative pattern. The quantitative dataset comprised 180 complete responses analyzed with PLS-SEM and 5,000 bootstrap subsamples. Because the available dataset does not retain recruitment metadata, the quantitative sample is not treated as probability-representative; a sensitivity power check nevertheless shows that n = 180 provides >0.99 power to detect a medium effect (f² = 0.15) with two predictors at α = 0.05. Measurement quality was satisfactory (Cronbach's α = 0.887-0.906; rho_C = 0.917-0.927; AVE = 0.680-0.714; HTMT = 0.648-0.681). Data governance was strongly associated with targeting fairness (β = 0.603; f² = 0.572), while targeting fairness had a moderate association with public trust (β = 0.411; f² = 0.196) and the direct governance-trust association was smaller (β = 0.339; f² = 0.133). The indirect effect was significant (β = 0.248), indicating partial mediation. The qualitative corpus comprised 20 Generation Z informants aged 19-29 with personal or family experience of social protection services. Six themes data updating, explainable targeting, correction and appeals, privacy and security, hybrid assistance, and visible follow-up clarified why fairness is a key pathway between governance and trust. The findings suggest that integrated data systems are more likely to be trusted when citizens can understand, challenge, and correct data-driven decisions.

Abstract

Fragmented digital government services can undermine service quality and public trust through inconsistent information, repeated data entry, and disconnected administrative processes. This study examined the relationship between digital government service integration and public trust, with public service quality as a mediating variable in the Indonesian context. An explanatory quantitative design was employed to analyze data from 100 respondents using 15 reflective indicators measured on a five-point Likert scale. Partial least squares structural equation modeling (PLS-SEM) was performed using SmartPLS 4, with 5,000 bootstrap subsamples to assess the measurement model, structural relationships, and mediation effects. The measurement model demonstrated adequate internal consistency reliability, convergent validity, and discriminant validity. Digital government service integration was positively associated with public service quality (B = 0.574) and public trust (B = 0.293), while public service quality was positively associated with public trust (B = 0.515). The indirect effect of digital government service integration on public trust through public service quality was significant (B = 0.296), indicating complementary partial mediation; all structural relationships were statistically significant at p < 0.001. The model explained 32.9% of the variance in public service quality and 52.4% of the variance in public trust. These findings suggest that digital government service integration strengthens public trust when service connectivity translates into reliable, responsive, and consistent service experiences. Therefore, interoperability and public service quality should be developed concurrently. However, the numerical results primarily demonstrate model consistency and the performance of the analytical procedures; independently collected field data are required before population-level conclusions can be drawn or the findings can be used to inform policy decisions.
