Abstract

Based on the observation results, the Village / Kelurahan Empowerment Policy for Independent Mutual Cooperation by the Community Empowerment and Family Planning Agency in Realizing Village Independence in Subang Regency has not been implemented optimally. Of course, there has not been a significant change in terms of services and development, either directly or indirectly, in increasing the degree of community welfare, so that overall it is still necessary to handle it optimally. The research method used is descriptive analysis, while the type of approach in this research is qualitative. The type of qualitative approach used is the institutional model case study evaluation. Qualitative research is a research procedure that produces descriptive data in written or spoken words from people and observable behavior. The qualitative method was chosen considering that this method is expected to obtain accurate data and examine research problems in depth so that the expected results can be obtained. Evaluation of the empowerment policies of villages / sub-districts independent of cooperation by the Community Empowerment and Family Planning Agency. Some factors evaluate the empowerment policy of the Village / Kelurahan Mandiri Gotong Royong by the Community Empowerment and Family Planning Agency. In realizing the independence of the Village in Subang Regency, it has not been implemented effectively. The Community Empowerment and Family Planning Agency of Subang Regency towards the people of Subang Regency has not been running effectively, because there is no continuous guidance from the Regency Government to villages in Subang Regency, so that village development continues without management, the assessment stages of Village / Village Program Policy The old Mandiri Gotong Royong has made the Village saturated. Based on the results of the SWOT analysis, the priority problems that must be addressed are selected so that the results are maximized, namely: Based on the analysis and strategy that will be used, several priority problems can be determined that can be handled immediately by considering the elements of strength, weakness, opportunity, and the threat that tend to be at the quadratic IV coordinate point, namely Aggressive. This means that there is strength to support Thomas R Dye's theory; it must be encouraged by the government in the form of a commitment to progress and activities to organize the Mutual Cooperation Village program.

Abstract

This research is focused on study on strategy of tourism policy implementation in Pangandaran Regency, with problem formulation: 1) What factors cause tourism policy implementation in West Java Pangandaran regency not yet effective? 2) What policy strategy should be done for tourism policy implementation in West Java Province Pangandaran to be effective?The policy implementation analysis is using A Model of the Policy Implementation recommended by Van Meter and Van Horn (2005), then the theoretical analysis on which to reconstruct policy strategy is collaborative governance strategy, using the level and model of partnership from Wanna (2008) shared vision of participation, networking, and partnership. The research method used qualitative research method with a case study approach. The tourism policy development strategy ineffectiveness in Pangandaran Regency is caused by many factors: 1) The tourism development strategy aim and target in Pangandaran Regency, not yet clearly measurable, 2) Available resources, both human and financial resources in supporting the implementation of tourism development strategy is very minimal, 3) cross-agency coordination and cross-stakeholders made by the Department of Tourism and Culture has not been implemented effectively, 4) Inter-organizational communication, SOP (Standard Operating Procedure), and the working structure of tourism development strategy has not been implemented effectively, 5) Disposition or attitudes of executors related to understanding, capability, commitment and leadership quality in the implementation of tourism development strategy is not optimal,6) Supporting capacity of social environment, economy and politics through DPRD and other SKPD support not yet optimal, 7) No clarity and normative certainty regarding the institutions responsible for the tourist areas management of. ping tourism in Pangandaran Regency of West Java Province is using collaborative governance strategy.

Abstract

This research aimed to analyze and find out the extend to which the implementation of the employment placement policy performed by Regional Office of Manpower of Cirebon City and find out the factors affecting the employment placement policy effectively; This research used qualitative descriptive method in which the data sources in this research were obtained through direct observation by the researcher and guided interview with the implementing officers or apparatus carrying out the policy in Regional Office of Manpower of Cirebon City. The findings showed that the implementation of the employment placement policy in Cirebon City had not performed effectively. The factors which needed to be considered in the employment placement were: (1) Education: Public had not had the competence and the education quality was still in low level, (2) Occupational knowledge; Labors must still complete a series of Academic Achievement tests, (3) Occupational skill; Labors were still not ready with the skills needed by companies, (4) Work experience; Labors still needed to be given the Orientation Program and Human Resources Development Program by Regional Office of Manpower. The factors affecting the implementation of the employment placement policy; from the five theoretical concepts of Rondonelli and Chabeer Cheema’s opinion used in analyzing this research, they could also be seen that they could test the implementation of the employment placement policy, namely: (1) Environmental conditions that public had not completely had adequate skills, (2) Employment relationship among organizations; Good coordination was needed between Regional Office of Manpower and D.KISS related to valid data regarding the number of labors, (3) Availability of Resources; Funds available in APBD of Cirebon City for Regional Office of Manpower had not reflected the existence of budget leading to specific activities for the employment placement, (4) Characteristics of implementing agencies; It had not depicted the overall activities of Regional Office of Manpower especially the job introductory officer and labor distributor were not clear organizationally, (5) Performance and impact; Regional Office of Manpower had not fully had the authority in the employment placement, only limited to recommending labors with various dimensions. It turned out that the result was that Regional Office of Manpower of Cirebon City had not been effective in its implementations, so it affected the minimum or only few labors who had registered with labor users in companies or agencies that needed them. Based on the results of the discussion that had been stated, it could be said that the novelty of this research was it could found the weaknesses of Rondonelli and Chabeer Cheema’s theory used to analyze the implementation of the policy, namely: (1) Clarity of Regulation; there had been no Regional Regulation regulating Manpower, (2) Local wisdom, it had not considered the local culture, (3) Strategy; there had been no strategy, so it needed to be combined with a SWOT analysis formulating a strategy by considering strengths, weaknesses, threats, and opportunities.

Abstract

Government is an organization that has full responsibility for the improvement of public service quality. Consequently, service becomes the prior task of the organization’s officials as civil and public servants. There are 197 licenses and non-licensed public services. Therefore, it is important to maintain and improve service quality continuously. Meanwhile, the existing service quality hasn’t shown significant results. It can be viewed from public complaints on the publication process of the governor’s recommendation of land use in the North Bandung Region. Yet, there was a lot of field control that its implementation was irrelevant to the recommendation. Complaints, indictments, and inappropriateness recommendations in the field need to be minimized in order to optimize service quality and control conducted by the West Java Provincial Government on the publication process of the governor’s recommendation of land use in the North Bandung Region. Accordingly, the researcher would like to conduct further study on how Service Quality and Control of Governor’s Recommendation of Land Use in North Bandung Region performed by the West Java Provincial Government, as well as to study strategies that can be applied in order to improve service quality. This research applied qualitative study using the snowball technique to objects of study, i.e. public service administrators; public service customers; public service observers, primarily those who are involved in the legalization of the governor’s recommendation of land use in the North Bandung Region. The data were obtained through interviews and deep analysis using triangulation observers. The research of the study reveals that the inconsistency of service quality is influenced by 10 dimensions, i.e. tangibles, reliability, responsiveness, courtesy, credibility, security, access, communication, and understanding of the consumer. On the other hand, environment control, risk assessment, control activities, information, and communication, yet monitoring control are determinant factors in controlling the governor’s recommendation of land use in the North Bandung Region. It is done by applying strategies that implement technology, innovation, and operation approach. From the research, it is found new dimensions, are: institutional coordination, supervision, collaboration, prosecution, and policy diversification through GSMALL Collaboration Model (Government, Society, Media, Academic, and Law Enforcement).

Abstract

The main problem of this research is the delegation of PBB–P2 as an effort to increase Local Own-Source Revenue (PAD) is still far from expectations. This research aims to analyze the effectiveness of policy implementation strategies to increase Local Own-Source Revenue (PAD) from the Rural and Urban Land and Building Tax (PBB-P2) in Ciamis Regency. Specifically, this research uses Fred David's theory, where he frames the strategy formulation in three stages, namely, Input Stage, Matching Stage and Decision Stage. The method used in this research is a descriptive research method with a qualitative case study approach. Policy implementation strategy that effectively for the delegating Rural and Urban Land and Building Tax (PBB-P2) into local tax to increase local own-source revenue in Ciamis Regency is a strategy in Quadrant I of the Grand Strategy Matrix which has a superior strategic position , and recommended choosing alternative strategies, namely concentric diversification strategies.
