Abstract

Abstract Irrigation is an important part of achieving food security, affecting the community's social and economic aspects. The food sector still occupies a strategic role in Indonesia in supporting the achievement of national development that affects the economic growth rate. Funding for irrigation involves the state budget (APBN) and local government budget (APBD), including special transfer funds for priority areas. Presidential Regulation No. 72/2018 concerning RKP 2019 stipulates the purpose of implementing the Physical DAK for the Assignment of the Irrigation Sector to assist the regions in carrying out the development (improvement and rehabilitation) of irrigation infrastructure which is the regional authority to contribute to the achievement of the Food Sovereignty agenda. The disaster in Central Sulawesi in 2018 had an impact on the water resources infrastructure in the region. Problems in implementing the Physical DAK need to be explored as input for future DAK planning, especially for the irrigation sector. Given the importance of the Physical DAK related to irrigation for local governments in Central Sulawesi, it is interesting to analyze the role of DAK and explore problems in its implementation in the context of regional development. This study aims to elaborate on the role of the Physical DAK in developing the irrigation sector in the regions and analyze the problems that occurred during its implementation. The method used is a literature study and field visits (discussions) with regional development stakeholders. The study results indicate that there is not yet complete alignment between national priorities related to irrigation and regional needs. In practice, the issue of disaster has become a consideration for the allocation of the DAK budget, and this has occurred in the Province of Central Sulawesi. However, it must be acknowledged that strengthening the irrigation sector with a logical framework and appropriate risk management continues to be encouraged with special transfer funds to accelerate development targets that are better and beneficial to the post-disaster community. Abstract

Roads are the fastest growing infrastructure compared to other infrastructure in various countries, including Indonesia. The road sector requires high investments to meet national development targets. For both local and central governments, infrastructure development should be a shared concern from planning to implementation. Specific transfer fund policies such as the Physical DAK (Special Allocation Funds) are an opportunity for regions to build road infrastructure better. This study aims to show the top-down and bottom-up planning portrait for the Physical DAK Road Sector and analyze field problems that have been strategic issues for regional development in the road infrastructure field. This study also shows the road infrastructure development problem through site visits to the sample locations, which the Papua Barat Province selected as one of the largest recipients of the DAK Physical budget in Indonesia. The research method uses a mixed-method approach through gap analysis based on literature studies of RKP (Government Work Plan) and RKPD (Local Government Work Plan) in 34 provinces in Indonesia, questionnaires, and site visits. Based on the planning gap analysis results (RKP-RKPD in all the provinces throughout Indonesia), only 3 (three) provinces did not include the Road Sector activity menu from the DAK allocation in their RKPD, namely Papua Barat, Sulawesi Tengah, and Sumatera Utara. The analysis results also show that 24 provincial RKPDs are 100 percent following the DAK content in the RKP, 5 (five) provinces only set 66 percent, and 2 (two) of the province set 33 percent. In the case study location in Papua Barat related to Physical DAK for Road Sector Assignments context, the Papua Barat RKPD document in 2019 does not yet fully have a specific plan following the DAK activity menu. In the implementation aspect, there were also many problems related to regulation and governance that required more attention, both top-down and bottom-up.

Abstract

Watershed (DAS) Management cannot be separated from the ecosystem's behavior in it. The interaction in upstream Brantas watershed ecosystems is highlighted when various studies have shown that the rate of erosion in this area over the last 15 years has continuously increased. The population growth that increases land use affects the current erosion rate. The population factor in the upper Brantas watershed concerning erosion is influenced by the people's knowledge, attitudes, and behavior. The Lesti sub-watershed as the upstream area of the Brantas watershed is a suitable study location to be analyzed to determine the relationship between behavior and erosion through land-use choices in this area. The condition of the Lesti sub-watershed impacts the Sengguruh Reservoir in Malang Regency, which supplies water for electricity, agriculture, and other water needs in East Java. This study aims to determine the relationship between community behavior and land use choices at the sub-watershed scale, which will be helpful to decide on priority policy recommendations in this region in the future. The method used in the analysis is a mixed-method through literature studies and statistical analysis based on a sample of community respondents in 12 sub-districts in the Lesti sub-watershed area. The analysis results show that there is a relationship between land use and community behavior that affects the rate of erosion. Environmental education and limited population relocation are suggested as priority policies in this region to support social aspects in managing the Brantas watershed.

Abstract

Water resource conservation is vital for supporting sustainable development in Indonesia, encompassing economic, social, and environmental dimensions. Climate change, urbanization, and environmental degradation have contributed to a growing water crisis, threatening the availability and equitable distribution of water across regions. This study aims to: (1) identify water conservation issues impacting the sustainability of key sectors, (2) evaluate the role of water conservation in supporting economic development, enhancing social welfare, and protecting the environment, and (3) propose strategic policy recommendations for integrating water conservation into sustainable development efforts. Using a qualitative method approach based on literature review and descriptive-critical analysis, this study links water conservation practices with sustainable development indicators. The findings reveal that water conservation improves economic efficiency, supports food security, tourism, and industry. In the social dimension, water conservation enhances access to clean water, public welfare, and health. Environmentally, water conservation preserves ecosystems, reduces disaster risks, and contributes to climate change mitigation. The study recommends strengthening water conservation regulations, developing green infrastructure, adopting water-saving technologies, and fostering cross-sectoral collaboration. By integrating water conservation into national development policies, Indonesia can achieve sustainable water resources management that optimally supports economic, social, and environmental development.
