Abstract

Abstract SIM-Siluhtan is website-based information system used as a media for reporting the implementing of the deconcentration program of agriculture extention (PDPP) in North Kalimantan Province since 2017. The research wasconducted in three districts, Bulungan, Nunukan, Malinau using data from 2018-2019 to decribe and analyze SIM-Siluhtan implementation policies in the implementing at the deconcentration program activities, as well as the factors that support and hinder the implementation and also the effort made in implementing. This study uses a descriptive qualitative method based on Edward III’s theory to describe and explore the fact that the implementation of public policy can be effective, depending on the four factors thae influence its success, namely communication, resources, disposition, and bureaucratic structure. The results showed that overall the stage of the SIM-Siluhtan implementation process with a span of control involving the provincial, distric and subdistrict /BPP levels were successful in achieving the performance target and by prioritizing the principles of transparency and publication in the policy implementation which is intensive with support of human resource capabilities of the implementer in carrying out their duties and aothorities so that collaboration and communication are build out which supported by publication of media communication, namely Facebook, WhatsApp, as well as adequate budged support and infrastructure, althouh not maximized due to technical contraints in the field. Abstract

The study aimed to find out and describe the implementation of Permendikbud No 1 of 2021 which regulates the zoning system in admission of new students in 3 schools in Bulik district, Lamandau regency. At the Junior High School level, a zoning system is applied to 3 schools in Lamandau Regency, Central Kalimantan Province. The method used qualitative data with interviews, documentation, observation, and data triangulation for data collection techniques. The study used the Theory of Implementation of George Edward III and Van Meter and Van Horn with variables of Resources, Communication, Bureaucratic Structure, Disposition, characteristics of implementing agents, Standards and policy objectives, and Conditions of the social, political and economic environment. It concluded that the implementation of Permendikbud No 1 of 2021 was well-implemented by the support of the local government, related agencies, and schools. Dissemination Information has been conveyed, by both the government and schools through many ways, such as official-social media, letters, banners, pamphlets, school websites to groups with parents (Whats Apps). The problem arise is that communication has not been carried out thoroughly and effectively so that there are parents and prospective students who do not understand and confused about the zonation system.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh pengelolaan Alokasi Dana Desa (ADD) dan kendala pengelolaan dana desa di Kampung Kobakma. Metode yang digunakan dalam penelitian ini yaitu menggunakan metode kualitatif yang didesain dengan deskriptif. Teknik pengumpulan data yang dilakukan peneliti dalam penelitian ini yaitu melalui wawancara dan catatan dokumentasi. Hasil penelitian membuktikan bahwa pengelolaan Dana Desa untuk pemberdayaan masyarakat dalam meningkatkan kesejahteraan di Kampung Kobakma Distrik Kobakma Kabupaten Mamberamo Tengah dalam program pemberdayaan belum maksimal meskipun sudah sesuai dengan prosedur yang tertuang dalam Perbu No 5 Tahun 2001. Sedangkan kendala yang menjadi distorsi dalam pengelolaan dana desa untuk pemberdayaan masyarakat dalam meningkatkan kesejahteraan di Kampung Kobakma Distrik Kobakma Kabupaten Mamberamo Tengah adalah jarak kampung yang berjauhan, transportasi masih jalan kaki, biaya bahan bangunan yang tinggi dan SDM masih minim. Simpulan penelitian ini mengungkapkan bahwa Dinas Sosial untuk pengembangan masyarakat di Mamberamo Tengah sejalan dengan pedoman yang ditetapkan oleh Perbu No 5 Tahun 2001, tetapi program tersebut tidak sepenuhnya dilaksanakan karena kurangnya pelaksanaan dan pandemi Covid-19. Kata Kunci: Meningkatkan Kesejahteraan, Pemberdayaan Masyarakat, Pengelolaan Dana Desa.
