Abstract

Administrator sebagai perumus dan implementator kebijakan memegang peranan penting dalam pencapain tujuan Negara yang akan terimplementasikan dalam setiap program nyata yang akan dirasakan oleh masyarakat, dengan tujuan utama masyarakat sejahtera. Formulasi merupakan langkah awal dan menjadikan pedoman bagi para administrator dalam menjalankan setiap program dan kegiatan yang akan dilaksanakannya. Kebijakan kurikulum 2013 merupakan salah satu langkah pemerintah melalui Departemen Pendidikan dan Kebudayaan dalam rangka mengimplementasikan kebijakan ini. Implementasi kebijakan kurikulum 2013 yang diimplementasikan pada pertengahan tahun 2013, sebagai tindak lanjut dari Undang-Undang Nomor 20 tahun 2003, dan Peraturan Pemerintah Nomor 19 tahun 2005, mempunyai peranan penting dalam pengembangan pendidikan di Indonesia. Permasalahan yang timbul dan menjadi isu public tidak mencerminkan akan filosofi yang terkandung dalam semangat kurikulum 2013 yang secara normative sangat mendukung terhadap perubahan paradigma pemikiran kependidikan yang berpangkal pada perubahan mind set tenaga kependidikan maupun anak didik. Hasil yang diharapkan dengan kebijakan kurikulum ini, pemerintah, pendidik, anak didik dan stakeholdesr dapat bersinergi untuk terciptanya kualitas pendidikan dan berkarakter ke Indonesiaan.

Abstract

Abstract

Indonesia is a country that is prone to natural disasters, especially floods. This disaster usually hits Indonesia during the rainy season. This hurts human life, the economy and the environment. This paper aims to examine collaborative governance implementation in flood management that occurs in the Greater Bandung area. The research method used is a literature study with qualitative methods. The research location is a flood-prone area, namely 4 (four) districts/cities around the Greater Bandung metropolitan area in West Java Province, Indonesia. All of them have a high flood hazard index. In conclusion, sustainable flood management requires the involvement and participation of various stakeholders from the community simultaneously. Flood management in collaborative governance must be carried out with a systematic approach and synergy from multiple disaster management efforts. Therefore, strengthening a sense of crisis, commitment, shared roles and responsibilities, and continuity of cooperation/collaboration in governance networks is needed to maintain effective flood management.

Abstract

This study discusses the implementation of simultaneous elections in 2019 which is the decision of the Constitutional Court No. 14/PUU-11/2013 on simultaneous elections, and the purpose of this study is to examine and analyze whether the 2019 concurrent elections took place democratically and have a success rate to strengthen the consolidation of democracy and institutionalization of political parties in Indonesia. This research was conducted in North Sumatra, Banten, West Java and West Kalimantan. Furthermore, this study uses the theory of the pillars of the democratic system and the Theory of Success of Procedural and Substantive Quality Democracy. The method of research that is used is descriptive method with qualitative approach. With data analysis techniques. The findings show that the democratization of a concurrent election in 2019 is analyzed based on the pillars of a system that gives influence to the quality of the success rate of a democracy both procedural democracy and substantive democracy that measures the success rate of a democracy. Simultaneous elections in 2019 have increased public political participation and the Indonesian Democracy Index (IDI) but a new study is needed to measure the institutionalization of political parties so that comprehensively it can be known the level of democratization, consolidation of democracy and its relation to institutionalization or institutionalization of political parties.

Abstract

The policy is a fundamental reference for the implementer, but policy implementation is the determinant of the policy is successful or fails. Act (Act) No. 14 of 2005, is one reference in the implementation of policy and academic qualification programs for teachers and lecturers to improve competence in the field. Government through the Ministry of National Education, and local government as a policy implementer on the ground that the 2015 target should be a qualified teacher Strata 1 (S1). Government District Education Office Belitung ups have targeted that by 2013 all primary school teachers (SD) have already qualified S1. Some constraints in the implementation of the program can not be avoided but these obstacles can be overcome through the distance education carried out in cooperation with the Unit of Distance Learning Courses Open University (UPBJJ-UT) Pangkalpinang.

Abstract

ABSTRACT Policy Evaluation of the Ministry of Research, Technology and Higher Education Regulation No. 24 of 2019 aims to encourage The University (PT) to manage innovations that impact people's lives. The management of innovation in State Universities (PTN) is not optimal as expected. For this reason, the implementation of Higher Education Innovation Management (MIPT) is expected to play an optimal role in facilitating and realizing the improvement, development, and utilization of research results in PTN. Steps and strategies are taken by the Ministry of Research and Technology (Kemristek)/National Research and Innovation Agency (BRIN) to realize research innovations in PT, specifically by encouraging the implementation of Innovation Management in their respective PT. In addition, they are providing technical guidance in measuring innovation performance to provide the expected results, namely strengthening innovation at PT. The implementation of MIPT in PTN has been effectively implemented and has become the primary goal of PTN, but there are still obstacles in its implementation. Several factors of emphasis in increasing the productivity of innovation performance are related to the number of researches, inventions, innovation products, strengthening innovation management institutional policies, and organizational arrangements that require the formation of innovation management institutions. The challenges of PTN in MIPT are related to the stages of commercializing innovation products to the industrial world, managing Intellectual Property Rights and Patents. Some recommendations that need to be considered are the need for continuity of socialization, the availability of technical modules that provide detailed explanations of what PTN must do in managing innovation and clarity of authority over the Regulation No. 24 of 2019 concerning MIPT. Abstract

Sampah menjadi persoalan yang paling menarik perhatian di Kabupaten Buton Utara. Sejak mekar menjadi Daerah Otonom Baru, persoalan sampah di Kabupaten Buton Utara belum bisa tertangani. Banyak masyarakat mengeluh terkait penanganan sampah yang belum maksimal. Berkaitan dengan hal tersebut maka penelitian ini mencoba melihat dua hal terkait permasalahan sampah di kabupaten Buton Utara yaitu terkait pelayanan sampah dan faktor penghambat pelayanan sampah. Pendekatan penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Dari 10 indikator pelayanan belum semua indikator terlaksana dengan baik. Kesederhanaan prosedur, keamanan, tanggung jawab, kedisiplinan, kemudahan akses, kesopanan dan keramahan sudah dilaksanakan dengan baik. Indikator kejelasan, kepastian waktu, akurasi produk pelayanan publik, kelengkapan sarana dan prasarana, kenyamanan belum berjalan dengan baik. Ada beberapa faktor penghambat dalam proses pelaksanaan layanan sampah di kabupaten Buton Utara. Dari 6 indikator faktor yang mempengaruhi pelayanan persampahan di Kabupaten Buton Utara, ada 3 indikator yang paling mempengaruhi pelayanan persamapahan. 3 indikator tersebut adalah kurangnya kesadaran, pendapatan pegawai yang masih rendah, dan kurangnya sarana prasarana yang digunakan dalam pelayanan persampahan.

Abstract

Abstract SIM-Siluhtan is website-based information system used as a media for reporting the implementing of the deconcentration program of agriculture extention (PDPP) in North Kalimantan Province since 2017. The research wasconducted in three districts, Bulungan, Nunukan, Malinau using data from 2018-2019 to decribe and analyze SIM-Siluhtan implementation policies in the implementing at the deconcentration program activities, as well as the factors that support and hinder the implementation and also the effort made in implementing. This study uses a descriptive qualitative method based on Edward III’s theory to describe and explore the fact that the implementation of public policy can be effective, depending on the four factors thae influence its success, namely communication, resources, disposition, and bureaucratic structure. The results showed that overall the stage of the SIM-Siluhtan implementation process with a span of control involving the provincial, distric and subdistrict /BPP levels were successful in achieving the performance target and by prioritizing the principles of transparency and publication in the policy implementation which is intensive with support of human resource capabilities of the implementer in carrying out their duties and aothorities so that collaboration and communication are build out which supported by publication of media communication, namely Facebook, WhatsApp, as well as adequate budged support and infrastructure, althouh not maximized due to technical contraints in the field. Abstract

There is still a lack of knowledge on the society in Carita District, Pandeglang Regency, Banten Province about the importance of character values. It happens because that is a remote area so that they rarely get direction and guidance, especially related to the value of the character, the solution is the need for a workshop about Implementation of the National Movement of the Revolutionary Mental in Sub-district Carita, Pandeglang Regency, Banten Province. The GNRM workshop is a movement to change the way of thinking of society or youth, change the way of work that has been done so far to be more advanced, change the way of life, as well as attitudes and behavior of society which will further improve aspects of integrity, high ethical aspects and the spirit of mutual cooperation based on Pancasila and the 1945 Constitution. This workshop is divided into two themes, namely: a) "Implementation of the Cultivation of National Character Values that support the National Movement of the Mental Revolution in the society of Carita Sub-district, Pandeglang Regency, Banten Province". The purpose of the workshop is of course very useful for the society in Carita Sub-district to understand the nature of the implementation of character values which will later be practiced in everyday life. b) "Local wisdom that supports the National Movement of Mental Revolution in the society of Carita Sub-district, Pandeglang Regency, Banten Province". The purpose of this workshop is that the society of Carita are expected to preserve local culture as a national cultural heritage that is not lost even with the very rapid development of the era and towards the era of society 4.0.
